Money is nothing; RailFanning is Everything

Thank God, honorable MoD Mr Parrikar has come to rescue of Himachal.
In North Eastern states (Insurgency, Naxalism,China threat)& Kashmir(Insurgency, Pak,China threat), there is no problem of money as about about 8000 crores are being pumped annually to boost the railway infrastructure there, but when it comes to HP there are no funds.

mode (simply do nothing and keep calm
or ---- reactive mode (do something if is unavoidable or there is danger due to some others action)
but rarely (or never?) --- proactive mode - plan in advance, take initiative to kick start development & welfare
We don't have money for expansion of railway network so as to provide train reservation/ freight wagon or container on demand to any one at any time.
We are spending astronomical amounts (financially bleeding one) in improving connectivity to NE/J&K partly because they are troubled. For peaceful Himachal there is no chance. Being a relatively poor border state, and still ready to participate in Rly projects (which are extremely costly) is appreciable, but it cannot share a significant burden (50%) like other states. It may be noted that unlike HP, there is no willingness/ participation from NE state & JK.
