Separate rail budget is not good or bad in itself.
If IRlys have to develop, the rail budget shall give paramount importance to it over other sectors and help IRlys highlight its requirements & problems before the nation. Rly budget was started to help railways grow faster so as to augment the National Economy by facilitating cost effective logistics for transporting goods & passengers throughout the country. But this could happen only if intentions are right and decisions are taken with ethical & fiscal maturity by the decision makers.

more... discussions take place in during the rly. budget sessions, and demands the public representatives raise, clearly indicates that, the rail budget has become a tool for political expediency. Every public representative childishly want heavens for their constituencies for political benefits, without bothering of techno-economic feasibility/implications of their demands on IRlys. Decision makers are one who have either no knowledge or very little knowledge of IRlys, and the knowledgeable, experienced and demotivated Rly Technocrats just have to follow the decisions so taken, knowing the all the ill effects.
Railway budget practically has become a tool for political expediency. Railway budget is actually a double edged sword, which has much more injured IRlys (financially & technologically) since decades instead of help cutting/ solving the problems faced by the railways. Hence the thought goes that, it is better to stop it.
Even after stopping the Rly Budget, not much benefits can be achieved unless the primary intention of the decision makers is to run railways for betterment of nation and to discharge the social obligations in a financially prudent manner.
