Most probably finance ministry is not going to give special grant of a 22000 Crore Rs to IR just to upgrade tracks and increase mps from 110kmph/130kmph to 160 kmph for about 5000 RKMs. Hardly a few trains shall run at 160kmph. So the huge investment is not justified.
