that's good news. the only bad thing is that they will be charging higher fare without sufficient frequency, which will lead to very less no. of passengers using it.
80-90% commuters use seasonal passes in Mumbai for local trains. if a person takes season pass for AC local and is unable to make it to the station in time due to various reasons. we will be able to get next AC local after 2 hours! that won't work. in such scenario people will not opt for season pass. Standing daily in queue for an AC local ticket is not an option due to long queues. such issues will lead to low occupancy in AC locals.

suggestion is to allow all the first class ticket/pass holders to be automatically eligible for AC local commute. In any case, the first class pass holder pay 10 times more fare but get nothing extra as compared to the second class commuter.
