Nothing is possible without the involvement of railways officials. Also quite irony is the response from RPF stating that they cant be present everywhere. I have seen that in stations like Dadar, Pune for long distance trains, RPF is quite strict and a proper queue is followed for people wanting to board these gen coaches
Howrah mail and coromandal express at chennai are similar examples
