Express trains, Passenger trains, Freight trains and Suburban trains all on the same track is a perfect recipe for poor train services. Suburban train travellers complain about regular delay and also long distance paxs too complain when the premium trains crawl on the suburban sections where they share track with much slower suburban trains. No body is happy.
Although, the Suburban trains carry the lowest class of passengers (least paying) but demand very high priority as it is a daily travel and paxs can ill afford to lose even 15 minutes every day where as an AC first class traveller of Rajdhani Express does not mind a delay of 15 minutes, as it is just a one time affair for him/her. ...

Best option is to have dedicated tracks for suburban trains so that quality and punctuality of all kinds of could be maintained. In the Pune-Daund case at least 3rd track must be constructed as the quantum of passengers may not be enough to justify a dedicated suburban corridor.
