The problem is that this rate card been issued by irctc and pantry car contract are been given to private vendor that is why they charged heaviliy .all tte, railway police are with pantry car that is y they dare to sell for 100rs where 10 RS is given to tte and police perplate respectively to run their business.that is why u will never find tte n rpf taking action on pantry car vendor (mafia)
Not sure but Railways can add pantry charges to irctc booking for trains running with Pantry car. If not just have a Real time app that can allow to book Pantry food through online booking with Payment options of online/COD. This way even the contractors cant overcharge if we decide to pay online.
I HV heard after few months all pantry car contract will b given to irctc not private vendor to avoid overcharging.
U can tweet to post to the railway ministry's official account and they well surely take an action
