DELHI: Weeks before he presents India's first combined general and railway budget+ , Finance Minister Arun Jaitley on Tuesday said rail commuters must pay for the service they receive even as he made a strong case for outsourcing of non-core functions like hospitality services.
He said year after year, the success of Railway Budget was measured by subsidising consumers and making populist announcements regarding trains.
"Railways got caught in a battle where populism prevailed over performance and the basic principle on which any commercial establishment is to be run, the first essential principle is that consumers must pay for the services that they receive," he said.
Speaking at a conference on Accounting Reforms in Railways organised by CII, Jaitley said unless the railways strengthen its performance and internal management system, they will lose out to competition from other sectors like highways and airlines in passenger and cargo transportation.
"The core competence of railways is really to drive trains, to provide those services. Hospitality may not be the core competence of the railways and therefore, what is not within its core competence, the principle of outsourcing -- which is accepted world over -- can be a logical addition to those activities of railways," Jaitley said.
Citing example of power and highway sectors which started doing well only after consumers paid for services they got, Jaitley said worldover, only those services have succeeded where there is a financial model which says that consumers pay for what they receive." The government had in September scrapped the 92-year old practice of presenting a separate railway budget and decided to present a combined general and railway budget for 2017-18 on February 1, 2017.
Speaking at a conference on Accounting Reforms in Railways organised by CII, Jaitley said that the shift towards accrual system of accounting from cash system will better reflect its performance.
"Your accounting systems really must reveal more instead of concealing the reality. What is the kind of investment in infrastructure that is coming in, what is the kind of investment in railway safety, what is the kind of outcome of outlay that you have planned, I think those accounts must really reflect the reality," he said.

The Railway Budget is an Annual Financial Statement of the Indian Railways presented every year by the Minister of Railways, representing the Ministry of Railways, in the parliament. The Railway Budget was presented a few days before the Union budget of India, till 2016. But on Wednesday, 21 September 2016, the government of India approved merger of the rail and general budgets from the year 2017, ending the 92-year-old practice of a separate budget for the Indian Railways.

Verma said that the rail route connecting Rotegaon to Kopargaon would give respite to the thousands of devotees visiting Shirdi.
The committee had also written a letter to Maharashtra chief minister Devendra Fadnavis appealing him to support the cause. "But there was no satisfactory reply from the state government who simply referred the issue to the railways," Verma said.
Recently, the railways had announced that it would soon carry out a survey of a route between Rotegoan and Puntamba instead of the Rotegoan and Kopargaon route. However, Verma said that a similar survey was conducted in 2000, which had revealed that the Rotegoan -Puntamba route would be very expensive as the authorities will have to construct a bridge on Godavari river.
The stretch between Rotegoan and Kopargaon is only 35 km and it that would bypass Manmad station. Trains passing through Aurangabad can directly reach Shirdi in a very short time. At present the trains take a long route that goes through Manmad, which is a busy station.

On Friday once again Ministry of Railways had revised the procedure for cancellation of tickets and refund of value of Rs 10000 and above for the PRS counter tickets booked from 9th November to 15th November.
In partial supersession to the above, it has now been decided that the following procedure will apply for cancellation of tickets (Partial/Full) and refund of value of Rs 5000 and above for the PRS counter tickets booked from 16th November to 24th November.

The payment shall be only through Cheque/ECS payment. Such tickets may be refunded through filing of TDR only on surrendering of original ticket.
TDR shall be filed within the prescribed time limit for cancelation of ticket across the counter as per refund rule.
TDR shall be filed only up to half an hour before the scheduled departure of the train for RAC/WL tickets and for confirmed tickets up to 4 hours before the scheduled departure of the train, for which ticket has been issued.
TDR and refund of fare as per refund rule for such tickets shall be allowed for wait listed tickets also only through Cheque/ECS payment.

Saying that the current century was technology driven, the Prime Minister called upon railway men to be more innovative.
On the decision to scrap the practice of presenting a separate rail budget in parliament, Modi said earlier rail budget speeches had been an exercise in announcing new trains or stoppages for the benefit of one MP or another.
“They are used to clapping on such announcements in Parliament. When I took over, I noticed that 1500 announcements regarding railways had been made previously, which had remained confined only to clapping,” he said.
Saying that he could have persisted with the same approach to collect claps and praise, the Prime Minister said he chose to “remain free from the love for political gains”.
Referring to the government’s decision to refrain from making populist announcements in the rail budget speeches in the last two years, Modi said that he “showed courage”. “The focus of our rail budgets has not been on politics. We have worked towards a paradigm shift”, he added.
Striking an emotional chord with railway men, the Prime Minister – who is said to have sold tea at stations in his childhood – referred to his special affection for the Railways. “I have spent so much of my early days at railway platforms and have witnessed the working of the transporter from close quarters”, he said.

New Delhi: Railway Board officials today briefed a Parliamentary panel on the implications of the government's decision to merge the railway budget with the general budget.
Railway Board Chairman A K Mittal explained various issues related with the merger to the Parliamentary Standing Committee on Finance, sources said.

Cabinet last month approved the Finance Ministry's proposal on landmark budgetary reforms relating to merger of railway budget with the general budget and the advancement of the date of presentation from the last working day of February.
As per practice, the general budget is presented in the Lok Sabha on the last working day of February.
The Cabinet has also given its permission to the merger of Plan and Non-Plan classification in the Budget and Accounts.
The presentation of separate railway budget started in 1924, and has continued after independence as a convention rather than under Constitutional provisions.
Earlier, Railway Minister Suresh Prabhu had said that railways will maintain its separate identity and functional autonomy even after merger of its budget with the general budget.

Merger of RB with GB may be good or may be bad. It is totally a matter of intention.
If real intention is to eliminate political interference as announced, then it is a very good step. Then it is expected that financially prudent policy decisions shall be taken in IR, without acceding to political/ departmental interests. A month after the Union Cabinet announced the merger of the Railway Budget with the General Budget, Railway Board chairman A K Mittal and other officials on Friday faced some tough questions from members of a Parliamentary committee about the rationale of the merger. New Delhi: Compounding the woes of railways, total earnings from goods and passengers fell by over 11 per cent from the target in September this year as against the last year for the same period, causing concern in the rail administration.
Railways have earned Rs 12,413.96 crore in September this year as against the target of Rs 13,961.91 crore for the month, a decrease of 11.09 per cent.

In passenger segment also the earnings are way behind the target as railways earned Rs 3,815.43 crore as against the target of Rs 4,253.71 cr, a decrease of 10.30 per cent.
Passenger bookings were also fell short of target with total 683.17 million passengers booked in September as against the target of 686.61 million.
Railways has recently rationalised the freight rate to attract more loadings and introduced flexi-fare system in premier service including Rajdhani, Shatabdi and Duronto trains to shore up revenue collection.
Admitting decline in revenue collection, a senior Railway Ministry official said, "There is a general decline in demand and it is a cause of concern. Several steps are being initiated to perk up the earnings."
Railways has announced many ambitious projects including massive expansion and modernisation of rail network and the shortfall in earnings could cause problem in its future plan.
However, the official said railways expect the volume of loadings to increase in coming months with the rationalisation of freight rate.
