BHUBANESWAR: The railways has allocated Rs 8.95 crore for construction of a bypass on the Khurda Road-Vizianagaram route to reduce congestion at Khurda Road station. This will help direct trains between south India and Puri to avoid Khurda Road station and take the bypass instead, a railway source said. The 1.61 km track will be constructed between Argul and Haripur passenger halts under the Khurda railway division. "Now trains have to make way to Khurda Road station and wait for signal to take the Puri route. After the bypass gets ready, it will get rid of the delay. Trains can go directly to Puri from Argul station," a railway source said. The project had received in-principle sanction last year. "The bypass will be constructed at an estimated cost of Rs 25 crore, which includes land acquisition, laying of track, signalling and overhead wires. It will be completed by end of March...

BHUBANESWAR/KENDRAPADA: The Centre in its Union Budget has sanctioned Rs 200 crore for 82-km-long Haridaspur-Paradip new rail line project to speed up its work. Last year also the railways had allotted Rs 200 crore for this project. Consistent in sanctioning fund for consecutive two financial years will boost the project work. This year, the state government had demanded Rs 200 for this project sanctioned in 1996-97 and the Centre fulfilled the demand. But it was getting meager amount for the project before 2016-17. In 2015-16, the Railways had thrown a spanner for the project by allotting a meager amount of Rs 36.8 crore though the state government had demanded Rs 300 crore for this project to include Kendrapada district in railways map. The then railway minister Nitish Kumar on April 4, 1999, had laid the foundation stone near Marshaghai of Kendrapada district to build the railway line. At that meeting, the railway minister had promised to complete the construction work of the railway line in the year 2004.
This railway line was sanctioned primarily to cater the movement of freight, export of finished products of steel plants and imported coking coal from Paradip to the industries. The industries located in Duburi and the iron ore deposits in Keonjhar district are in proximity to this rail link. The required lands measuring an area of 1,780 acres for the proposed project of constructing 82 km stretch railway line, which will cover three districts- Kendrapada, Jagatsinghpur and Jajpur. The projects is now going in a fast pace due to sanction of fund from the Railways. This is an important project earmarked by the state government. Keeping the project delay in mind, the government has formed Haridaspur Paradip Railway Company Limited (HPRCL), a special purpose vehicle (SPV) with the Rail Vikas Nigam Limited (RVNL) of Ministry of Railways. Besides state government and Railways, two government companies and four private companies are the part of the SPV. When contacted, Srinivas Sahoo, joint general manager of RVNL, Bhubaneswar, said, Earlier the project cost was estimated to around Rs1500 crore, but it has already been enhanced to Rs 1800 crore. HPRCL managing director PK Mishra said they have completed 62 per cent work of the project. "We have completed work of a major bridge on river Mahanadi and will complete another major bridge on river Luna very soon," said Mishra.

The Centre has sanctioned two new railways industrial projects and allocated Rs 5,102 crore for rail infrastructure development in Odisha, a top official said today. Giving details about the industrial projects proposed in the 2017-18 union budget, East Coast Railway (ECoR) General Manager Umesh Singh said an Electric Loco Periodical Overhauling Workshop will be set up in Kalahandi with an investment of Rs 186 crore. A Freight Train Maintenance Facilities with Routine Overhauling Facilities for Freight Wagons at Maneswar near Sambalpur has also been sanction at a cost of Rs 49.16 crore, he said. Among the major projects, the budget has made allocation of Rs 700 crore for the Khurda-Bolangir railway project followed by Rs 275 crore for Jeypore-Nabrangpur rail project. NAGPUR: The finance ministry led by Arun Jaitley seems to have given a big push to developing railway infrastructure in the region by allocating over Rs2,500 crore for various new lines including doubling, tripling or quadrupling works. If one considers the Railway Board's 'pink book', which gives a clear picture of money allotted to various works, there is a 408% increase in total outlay for Maharashtra as compared to 206% in the last budget. The biggest allocation of Rs738 crore has come for Wardha-Yavatmal-Nanded line. "This is significant and work will gather steam after progressing slowly for all these years. Yet, the line won't be ready for traffic for next 3-4 years," says railway analyst & expert Alok Patel. Interestingly, a sizeable Rs300 crore has been allocated for Wadsa-Gadchiroli (49km) line. However, the amounts sanctioned are surprisingly low and may slow down progress in the current year. The 3rd line between Durg-Nagpur has also been granted Rs248 crores. "This should speed up the tripling work on this line," says Patel. The other 3rd lines getting funds include Teegaon-Chichnonda (Rs12 crores), Wardha-Ballarshah (Rs65 crores) and Itarsi-Nagpur (Rs60 crores). Funds for initial works on these lines have been sanctioned. This means preliminary work on tripling of these freight heavy sections will finally see the light of the day. Longer loop lines for longer goods trains between Itarsi-Nagpur-Jalgaon have been given initial allocation of Rs1 crore. However, gauge conversion of Yavatmal-Murtijapur-Achalpur 'Shakuntala' line is a state JV project with Rs2,100 capital investment. The wagon repair workshop at Badnera has also been granted Rs50 crores. The Nagpur-Chhindwara-Jabalpur and Gondia-Jabalpur gauge conversion work has been allocated another Rs515 crores this year. With this, the work could well be completed by 2018. Nagpur-Nagbhid gauge conversion has received trivial fund of Rs10 lakh. Hence, not much is expected to happen on this front. On the other hand, Ajni satellite terminal has been allocated a meagre Rs2 crores. "This is a fairly small amount and is not going to make much impact. Clearly, Ajni terminal is not an immediate priority," says Basant Shukla of Bharatiya Yatri Kendra (BYK).

HYDERABAD: The Union budget has given a major boost to infrastructure development in South Central Railway (SCR) sector by sanctioning Rs 3,034 crore worth projects for 2017-18, more than 42 per cent compared to Rs 2,134 crore sanctioned in 2016-17 fiscal. SCR general manager Vinod Kumar Yadav said the budgetary grant for new lines was Rs 887 crore, 17 per cent more than compared to last year, Rs 436 crore for doubling works, 153 per cent more than compared to last year, Rs 96.1 crore for traffic facilities and Rs 67.8 crore for passenger amenities. JAIPUR: With the hike of 16% funds under planned expenditure, North Western Railway (NWR) has also increased its outlay for passenger safety, amenities and electrification of tracks. As part of budget announcement, Ringus and Sikar will be developed as 'adarsh' stations for their religious importance. Under proposed new works, NWR will spend Rs 442 crore on renewal of track, Rs 334 crore on gauge conversion and Rs 242 crore for lying new lines among other major projects. For new trains, however, there has been no announcement and officials claim it will now be an ongoing process not depending on the budget.

Nimach to Badi Sadri will also be taken up as part of lying new line on which NWR will spend Rs 474 crore. Total outlay of the Rail budget for Rajasthan has been increased from Rs 2480 crore in 2016-17 to Rs 3495 crore for the 2017-18. Under electrification work, Bandikui to Bharatpur stretch of 97 kms is expected to be electrified for which Rs 103 crore has been proposed. Second line on Alwar to Bandikui, apart from Sadulpur-Ratangarh-Bikaner Lalgarh is also included under electrification works. "Major electrification works have been included in Budget 2017. Seven railway routes will be electrified at the cost of Rs 830.15 crore," said North Western Railways general manager Anil Singhal. "Aprt from the budgetary allocation, our prime focus would be on increasing passenger amenities and strengthening safety mechanism," said Jain.

RANCHI: The Union Budget, which saw a merger of the railway budget this year, has allotted Rs 2,583 crore for new and existing railway projects in Jharkhand for the 2017-18 financial year. The Union railway ministry has sanctioned the commissioning of three new railway lines totaling 577 kilometres, five railway over-bridges and one subway in Jharkhand under South Eastern Railway (SER). "The SER has received new surveys for a Kandra- Namkum new line (106 km), Lodhma-Kandra via Khunti and Tamar new line (106 km) and Tata-Jharsugda fourth line (265 km) in Jharkhand," a written statement from the SER zone's headquarters in Kolkata read. Besides new railway tracks, the state will have five new road over-bridges and construction of 13 subways to phase out the unmanned railway crossings. budgetary allocation for Jharkhand is lower than neighbouring Odisha and West Bengal. While West Bengal has been allotted Rs 6,336 crore including traffic utility and passenger amenity works, Odisha has been allotted Rs 5,102 crore. The Ranchi division of South Eastern Railways had submitted a list of 40 demands to the Union railway ministry for financial allocation in this year's Union Budget and sought funds for construction of new railway stations, foot over-bridges and road over bridges. The SER zone, in its wish-list, had proposed a revision of schedules of many important trains that are originating from Ranchi, Hatia, Kharagpur, Chakradharpur, Adra and Tatanagar railway stations. The railway ministry had allocated Rs 1544.3 crore to different railway projects of Jharkhand. The budget allocation, made mostly to SER and East Central Railways had recorded a 238% rise when compared in between 2008 and 2013.

BHOPAL: Madhya Pradesh has got the highest allocation of Rs 5,376 crore in the Union budget for railways in the country. State capital Bhopal could get only around Rs 15 crore for passenger amenities while Rs 3,360 crore has been allocated for West Central Railway, Jabalpur. Of the total budget allocated to WCR, Rs 501 crore has been allocated for new railway track and one-third of the total budget has been allocated for doubling and tripling of railway tracks. Central public relation officer of WCR, Surendra Yadav said, "Rs 200 crore have been allocated for Ramganjmandi to Agar, Rs 50 crore have been issued for Indore-Jabalpur new railway line. BPL has a very strong reason for better connectivity, as it is capital of a large state, many people from far off regions need a atleast daily overnight or day time intercity connection depending upon the distance and traffic, so that they can conveniently travel to state capital for various business/ govt related work.

IND (unlike JBP) a large number of originating trains are required. On the other hand more and more originating trains of MP had been introduced from JBP (being WCR-HQ) rather than from IND in spite of the fact that its revenue(JBP's) is very low as compared to the number of trains that originate from here. Once more trains are introduced from BPL/IND its revenue shall see a quantum jump as BPL/IND is growing at much higher rate than JBP.

JBP used to be capital of huge Central province which included Vidarbha region and was one of the most prominent cities of Central India. But after formation of MP state with BPL as capital during reorganisation of states, BPL a relatively smaller city grew leap and bounds overtaking JBP by wide margin. On the other hand the previously pampered JBP was left high & dry and left with high court. That too wad diluted after benches were opened at IND & Gwalior.

But in Railway matters JBP undoubtedly is the most pampered city of MP.

Actually NCR portion of MP is relatively backward and does not have any big/ medium city. This year NCR itself has got not much funds as compared to other zones.
MP is a huge state and it would need a lot of new rail lines if all the district HQs are to be connected by rail. However, Lalitpur-Tikamgarh(distt HQ)-Chhatarpur(distt HQ)-Khajuraho-Satna, (+Khajuraho-Mahoba ) is a mega new line project which is moving at very good pace (as per IR standards) and improve rail connectivity of the region in a big way.

INDORE: The railways will spend more than Rs 720 crore on various development works in Ratlam division. An official note issued on Friday said that a detailed outlay has been presented in the 'Pink Book', which is the official register of the railways. Officials said that it is revised outlay for current fiscal year and budget proposed for financial year 2017-18. The average plan allocation during UPA-II regime (2009-10 to 2013-14) was Rs 1,109.3 crore. "It is a 541% increase in average plan allocation for the state between UPA-II and the current BJP regime," said a senior railway official, adding that the allocation is also the highest in the last 10 years. He said, "The hike in plan outlay is 207% when compared between 2009-13 and 2014-16." The high fund allocation for the third consecutive year for several railway infrastructure projects reflects the Modi government's eagerness to regain power in the state which is going to polls this month. However, another official said, "The expansion work in UP also suits the railways' plan to decongest the high density Delhi-Howrah route which will benefit Bihar and West Bengal." The state has got 37 projects related to new lines, doubling and gauge conversion and 10 projects for electrification of the track. The state is a gainer when it comes to building rail over-bridge and under-bridge aimed at eliminating level crossings which have become the single largest killer on tracks. Eeatern DFC is going to be life line of IR in UP, as it will take on most of the freight trains in UP and give a new lease of life to the large number of passenger trains, running on existing routes (especially the over crowded NDLS-MGS). We can expect 10kmph increase in avg running speed of pax trains once E-DFC is commissioned and freight trains are off the NDLS-MGS route.
