The Ministry of Railways has allotted ₹3,593 crore for the Southern Railway for the financial year 2017-18 to undertake various railway development projects in Tamil Nadu and Kerala. Last financial year, the total outlay was ₹2,750.06 crore.
A senior official of Southern Railway said that of the total of ₹3,593 crore, Tamil Nadu’s share has increased by 39.79% at ₹2,287 crore (₹1,636 in 2016-17) and Kerala has been allotted ₹1,206 crore against ₹1,014.06 crore in 2016-17.

and passenger amenities form part of the budget outlay, the officer said.
He said electrification projects would be carried out on three routes including Villupuram to Tiruvarur through Cuddalore Port, Mayiladuthurai and Thanjavur, and Bengaluru to Omalur via Hosur.
The electrification project is to be carried out at a cost of ₹404.16 crore on these routes, the officer added.
An amount of ₹76.43 crore has been allotted for doubling of 11 kilometres from Salem to Omalur via Magnesite Junction and executing of a total of 28 ROBs/ RUBs/subways at a total cost of ₹382.39 crore of which Southern Railway’s share would be ₹205.76 crore.
ROBs and subways have been planned to be constructed on sections including Chennai-Arakkonam, Dindigul-Pollachi, Vridhachalam-Salem, Arakkonam-Jolarpet and Nagercoil-Tirunelveli.
Southern Railway has been allotted ₹38 crore for carrying out passenger amenity works. Last year the amount allocated was ₹33 crore.

आम बजट में रेलवे की परियोजनाओं के लिए इस बार उत्तर प्रदेश की झोली में बड़ी रकम दी गई है। उत्तर रेलवे जोन को विकास के लिए 7118 करोड़ रुपये का प्रावधान किया गया है। इस बजट से जहां अयोध्या स्टेशन का विकास होगा वहीं दलमाऊ-फतेहपुर व माधोगंज-कन्नौज के बीच गंगा पर ब्रिज बनाने का सर्वे किया जाएगा।
मथुरा-झांसी व झांसी-बीना के बीच चौथी लाइन डालकर रेल को सरपट दौड़ाने के लिए पटरी तैयार होगी। गोरखपुर कैंट- बाल्मीकिनगर ट्रैक के दोहरीकरण का प्रस्ताव है तो लखनऊ-कानपुर रूट पर तीसरी व चौथी लाइन का निर्माण किया जाएगा।

मंत्री सुरेश प्रभु आगामी वित्त वर्ष में सात हजार करोड़ रुपये से भी अधिक के रेलवे प्रोजेक्टों को पूरा करने का खाका तैयार कर चुके हैं।
वाराणसी-गोरखपुर वाया लालगंज-आजमगढ़ नई लाइन के सर्वे के लिए भी अलग से बजट दिया गया है। इसी तरह पडरौना-कुशीनगर समेत कई रूट पर नई लाइन भी बिछाने का काम पूरा किया जाएगा। रेल मंत्री सुरेश प्रभु आगामी वित्त वर्ष में सात हजार करोड़ रुपये से भी अधिक के रेलवे प्रोजेक्टों को पूरा करने का खाका तैयार कर चुके हैं। यूपीए कार्यकाल से 541 प्रतिशत अधिक बजट का ऐलान किया गया है।
इस साल के बजट में वाराणसी और मुगलसराय के बीच 16.72 किलोमीटर लंबी तीसरी लाइन को बनाने के लिए बजट मंजूर किया गया है। इस योजना पर 205.15 करोड़ रुपये खर्च होंगे। पडरौना और कुशीनगर के बीच वाया गोरखपुर 64 किलोमीटर 1345 करोड़ की लागत से नई लाइन बिछेगी।
इसी तरह पीलीभीत और शाहजहांपुर के बीच 83 किलोमीटर लंबी लाइन 622.5 करोड़ रुपये से बनेगी। मथुरा और वृंदावन के बीच भी 11 किलोमीटर लंबी नई लाइन बिछाने की योजना है। इस पर 97.96 करोड़ खर्च होंगे। इसी तरह संभल और गजरौला के बीच 45 किलोमीटर लंबी नई रेलवे लाइन बिछाने के लिए 860 करोड़ की रकम मंजूरी की गई है। इस लाइन को राज्य सरकार के साथ मिलकर डाली जाएगी।
लखनऊ-कानपुर के बीच अतिरिक्त लूप लाइन के लिए 11.89 करोड़ रुपये खर्च होंगे तो आलमगढ़ में गुड्स शेड के लिए छह करोड़ रुपये का प्रावधान किया गया है। बाराबंकी-मलहौर के बीच 32 किलोमीटर तीसरी व चौथी लाइन बिछेगी। इस पर दो सौ करोड़ रुपये खर्च होंगे।

सर्वे के लिए भी बरसा धन
नई लाइन के सर्वे के लिए भी रेलवे बजट में विशेष प्रावधान किया गया है। लिहाजा अब उत्तर प्रदेश में वैसी जगह भी ट्रेन रफ्तार से दौड़ेगी जहां रेल लाइन नहीं है। बिजनौर-हस्तिनापुर-मेरठ के बीच करीब 62 किलोमीटर नई लाइन का सर्वे किया जाएगा। इसी तरह आगरा-करौली, वाराणसी-गोरखपुर वाया लालगंज और आजमगढ़, झांसी, शिवपुरी-सिओपुरी-सवाई माधोपुर के बीच 290 किलोमीटर का सर्वे करने के लिए राईट्स को कहा गया है। हरदोई-गुरशाहगंज वाया सांडी रेल लाइन के लिए 55 किलोमीटर का सर्वे किया जाएगा।
आगरा-अकोला-खेडग़ढ-तंतापुर-बयाना के बीच 95 किलोमीटर रेल लाइन का सर्वे किया जाएगा।

नई लाइन का सर्वे कहा होगा
आगरा-अकोला-खैरागढ़-टंटपुर-बबयाना के बीच 95 किलोमीटर
अनवरगंज-मंधाना के बीच करीब 17 किलोमीटर
माधोगंज-कन्नौज वाया गंगाब्रिज 25 किलोमीटर
आगरा-करौली के बीच करीब 60 किलोमीटर
बरेली-चंदौसी-अलीगढ़ के बीच 127 किलोमीटर
मुगलसराय-पटना-क्यूल के बीच तीसरी लाइन का सर्वे करीब 335 किलोमीटर
रेल मार्गों के विद्युतीकरण पर भी रहेगा जोर
डीजल इंजन की जगह इलेक्ट्रिक इंजन से ट्रेन दौड़ाने का भी काम इस साल उत्तर प्रदेश के रेलवे स्टेशनों पर किया जाएगा। इससे जहां मिशन रफ्तार को बढ़ावा मिलेगा वहीं यात्रियों को ट्रेनों की लेटलतीफी से छुटकारा मिलेगा। विद्युतीकरण केलिए 1162.69 करोड़ों रुपये इस साल रेलवे उत्तर प्रदेश में खर्च करेगा। गुमटी पर ट्रेनों को रुकना नहीं पड़े और लोग हादसों का शिकार नहीं हो इसके लिए 27 आरयूबी, आरओबी और सबवे बनाने का काम किया जाएगा।
इस पर रेलवे 1538.49 करोड़ रुपया खर्च करेगा। यात्री सुविधाओं के विकास के लिए स्टेशनों पर 96 करोड़ रुपये खर्च किए जाएंगे।
किस रूट पर होगा विद्युतीकरण
बरेली-चंदौसी-हरदुआगंज वाया चंदौसी-मुरादाबाद विद्युतीकरण किया जाएगा। इसी तरह भदोई-उड़ी के बीच 113 किलोमीटर रूट पर विद्युतीकरण किया जाएगा। कप्तानगंज-थावे-खैरा-छपरा कचहरी के बीच,
शिकोहाबाद- फर्रूखाबाद के बीच 158 किलोमीटर, मनकापुर-कटरा-अयोध्या के बीच 38 किलोमीटर, गजरौला-मुअज्जमपुर-नारायन 95 किलोमीटर, उन्नाव-ऊंचाहार 113 किलोमीटर, कासगंज-बरेली-भोजीपुरा-
डालीगंज के बीच, उन्नाव-बालामऊ-सीतापुर के बीच विद्युतीकरण किया जाएगा।

Budget allocation to Telangana more than satisfactory, says Union Minister
Appealing to the State government to ensure that the Metro rail opens for public usage on routes where trial runs have been completed, Union Minister of Labour Bandaru Dattatreya on Sunday said that he would push for the launch of the Metro operations in the near future. project will primarily focus at upgrading the level of passenger amenities by new constructions/ renovations and include redevelopment of station buildings, platform surfaces and circulating area to better serve the needs of passengers. Commercial establishments including, hotels, multiplexes and shopping malls are likely to come up in the land earmarked for railways for the use of the developers.
In return, the developers would hold the rights for commercial exploitation of the land at the stations for a period of 45 years, while the ownership of the land remains with the Railways. The developers would be selected through a two-stage bidding process.
It also envisages huge revamp in infrastructure at the stations including platforms and circulating areas by the chosen developers. Development of world class stations which can generate surplus revenue on account of their commercial potential is being conceptualised under the project, with the surplus money going into modernisation of railway stations with no additional funding from the railways side.
The project will be implemented under the Swiss challenge method which involves inviting a proposal online and permitting rival bidders to beat that proposal with a more attractive plan. According the South Central Railway officials, 23 railways stations across the country have been selected for the first phase of the project.
× Under the redevelopment project, the selected railway stations would be tuned to the best standards by leveraging the valuable real estate they hold in terms of land and air space in and around railway stations. A total of over 400 stations out of about 8,000 stations in the country have been selected for the project to be implemented phase-wise.

Union Budget allocates funds for line doubling and additional platform construction
The long-pending demand of citizens for the introduction of more trains from Mangaluru Central would materialise in about a year as this year’s budget has allocated funds not only for doubling the Netravathi Cabin-Mangaluru Central line but also for the construction of an additional platform at the station.

₹ 1 lakh [total cost ₹ 6.65 crore] are allocated for the construction of an additional platform at Central, ₹ 5 crore [total cost ₹ 9.46 crore] are set apart for doubling the 1.5-km line between Netravathi Cabin and Central.
Proposal reworked
Divisional Railway Manager of Palakkad Division of Southern Railway Naresh Lalwani told The Hindu that the division had been sending the proposal for line doubling and two additional platforms for the past many years.
As construction of two additional platforms did not get the Board’s nod, he revised the proposal seeking one platform this time and was able to get it sanctioned.
One additional platform does not require relocating of the existing two pit-lines [maintenance tracks], he said.
Construction wing
Mr. Lalwani said that since the construction wing of Southern Railway is expected to take up line doubling work, the same agency would take up additional platform work too. As such, signalling work too would be executed along with civil works in one package, he said.
The project is likely to be completed in about 18 months once taken up.
Asked about the number of additional trains that could be introduced after one more platform is added, Mr. Lalwani said that he is yet to work out the details.
More trains
Welcoming the allocation, Anil Hegde from Paschima Karavali Railway Yatrikara Sangha said that at least 10 new trains could be introduced from Mangaluru Central with the additional platform. At present, Central, with four platforms, handles 30 trains a day, including four halting and 26 non-halting trains.
The single line between Netravathi Cabin and Central and the limited number of platforms had affected introduction of more trains.

Tamil Nadu has got a 40 per cent increase in outlay for railway works at ₹2,287 crore in 2017-18 as against ₹1,636 crore in the corresponding year.

BHUBANESWAR: The railways has allocated Rs 8.95 crore for construction of a bypass on the Khurda Road-Vizianagaram route to reduce congestion at Khurda Road station. This will help direct trains between south India and Puri to avoid Khurda Road station and take the bypass instead, a railway source said. The 1.61 km track will be constructed between Argul and Haripur passenger halts under the Khurda railway division. "Now trains have to make way to Khurda Road station and wait for signal to take the Puri route. After the bypass gets ready, it will get rid of the delay. Trains can go directly to Puri from Argul station," a railway source said. The project had received in-principle sanction last year. BHUBANESWAR/KENDRAPADA: The Centre in its Union Budget has sanctioned Rs 200 crore for 82-km-long Haridaspur-Paradip new rail line project to speed up its work. Last year also the railways had allotted Rs 200 crore for this project. Consistent in sanctioning fund for consecutive two financial years will boost the project work. This year, the state government had demanded Rs 200 for this project sanctioned in 1996-97 and the Centre fulfilled the demand. But it was getting meager amount for the project before 2016-17. In 2015-16, the Railways had thrown a spanner for the project by allotting a meager amount of Rs 36.8 crore though the state government had demanded Rs 300 crore for this project to include Kendrapada district in railways map. The then railway minister Nitish Kumar on April 4, 1999, had laid the foundation stone near Marshaghai of Kendrapada district to build the railway line. At that meeting, the railway minister had promised to complete the construction work of the railway line in the year 2004.
This railway line was sanctioned primarily to cater the movement of freight, export of finished products of steel plants and imported coking coal from Paradip to the industries. The industries located in Duburi and the iron ore deposits in Keonjhar district are in proximity to this rail link. The required lands measuring an area of 1,780 acres for the proposed project of constructing 82 km stretch railway line, which will cover three districts- Kendrapada, Jagatsinghpur and Jajpur. The projects is now going in a fast pace due to sanction of fund from the Railways. This is an important project earmarked by the state government. Keeping the project delay in mind, the government has formed Haridaspur Paradip Railway Company Limited (HPRCL), a special purpose vehicle (SPV) with the Rail Vikas Nigam Limited (RVNL) of Ministry of Railways. Besides state government and Railways, two government companies and four private companies are the part of the SPV. When contacted, Srinivas Sahoo, joint general manager of RVNL, Bhubaneswar, said, Earlier the project cost was estimated to around Rs1500 crore, but it has already been enhanced to Rs 1800 crore. HPRCL managing director PK Mishra said they have completed 62 per cent work of the project. "We have completed work of a major bridge on river Mahanadi and will complete another major bridge on river Luna very soon," said Mishra.

NEW DELHI: For financial year 2017-18, the total capital and development expenditure of Railways has been pegged at Rs. 1,31,000 crore. This includes Rs. 55,000 crore provided by the government. Budget 2017 proposes several measures to imporve services, infrastructure and amenities.
Below are 12 measures for the railways in Budget 2017:

Unmanned level crossings on broad gauge lines will be eliminated by 2020.
3. In the next three years, the throughput is proposed to be enhanced by 10%. This will be done through modernisation and upgradation of identified corridors.
4. Railway lines of 3,500 kms will be commissioned in 2017-18. During 2017-18, at least 25 stations are expected to be awarded for station redevelopment.
5. 500 stations will be made differently-abled-friendly by providing lifts and escalators.
6. It is proposed to feed about 7,000 stations with solar power in the medium term.
7. SMS-based Clean My Coach Service has been started.
8. 'Coach Mitra', a single-window interface to register all coach-related complaints and requirements, will be launched.
9. By 2019, all coaches of Indian Railways will be fitted with bio-toilets.
10. Tariffs of railways would be fixed, taking into consideration costs, quality of service and competition from other forms of transport.
11. A new Metro Rail Policy will be announced with focus on innovative models of implementation and financing, as well as standardisation and
indigenisation of hardware and software.
12. A new Metro Rail Act will be enacted by rationalising the existing laws. This will facilitate greater private participation and investment in

MUMBAI: Big-ticket railway projects in the Mumbai Metropolitan Region got Rs 636 crore in the budget this year.
The Mumbai Urban Transport Project (MUTP) III, which includes capacity expansion schemes for the extended suburbs, bagged the lion's share at Rs 411 crore, paving the way for Mumbai Railway Vikas Corporation (MRVC) to float bids for various works.
Token allocations of Rs 10,000 for the Bandra-Virar elevated corridor and Rs 10 lakh each for the Panvel-Vasai-Virar route and the CST-Panvel elevated corridor indicated approval for these projects.

"With this year's allocation in hand, we are not only in a position to invite bids but also allot work to successful bidders," said MRVC chairman and managing director Prabhat Sahai.
Projects under MUTP III, like under MUTP I and II, will be executed on a 50:50 basis between railways and the state government. "Since the railways has allocated Rs 411 crore, the state government will contribute a matching amount," said an official.
TOI had mentioned in its pre-budget report on February 1 that Mumbai was expected to get a substantial sum, particularly for MUTP III, which is worth Rs 10,085 crore. The concept plan for MUTP III was approved in 2011 and cabinet approval came in 2016. The project is planned to be completed in five years.
MRVC is looking for funding from World Bank, which had backed MUTP I and II. "Even though loan negotiations are yet be concluded, it will not have any impact in floating or awarding of the contract," said Sahai.
Under MUTP III, a 3-km Airoli-Kalwa link will provide commuters travelling between Kalyan and Panvel a direct train link, reducing congestion at Thane station. The quadrupling of tracks between Dahanu Road and Virar will address the demand of burgeoning commuters from the region. It will also extend suburban services from Churchgate to Dahanu Road. The double-line Panvel-Karjat project will provide an alternative route between Karjat and CST via Panvel. It will be shorter by 23 km than that via Kalyan and will cut travel time between CST and Karjat by around 40 minutes. Procurement of new coaches under the project will enhance travel comfort and reduce congestion. The works proposed under trespass control at 22 locations are expected to significantly reduce trespass and provide safer environment for the public.
MUTP II, which includes projects like 5th line between CST-Kurla, sixth line between Borivli-Mumbai Central, extension of harbour line up to Goregaon, has got Rs 137 crore. The state government will match that allocation.
