‘The provision of ₹1.31 lakh crore for capital expenditure is unprecedented in railway history’
Describing as unprecedented the provision of ₹1.31 lakh crore for Railways’ capital expenditure, Railway Minister Suresh Prabhu on Wednesday said the Budget was growth-oriented.
A new era had begun by not only adhering to fiscal prudence but also bringing social equity at the same time, Mr. Prabhu said after the Budget presentation by Finance Minister Arun Jaitley.

The capital expenditure was pegged at ₹1.21 lakh crore last year.
He said the infrastructure investment would spur growth, while the social sector spending would bring equity for a new society and a new economy in the country.
‘Bold step’
Praising Prime Minister Narendra Modi for the “bold step”, he said the Budget has the “imprint” of Prime Minister’s ideas.
With railways plagued by repeated derailments, the government has proposed setting up of a special safety fund of ₹1 lakh crore that will cover upgrade of tracks and signalling besides elimination of unmanned level crossings. The Railway Budget also provides for commissioning of new railway lines of 3,500 km against 2,800 km in 2016-17.
Emphasising on safety, the Budget proposed elimination of all unmanned level crossings on the broad gauge network by 2020.
Disabled-friendly coaches
Addressing concerns of the differently-abled persons, Mr. Jaitley announced that 500 stations would be made disabled friendly.
The Budget also promised to equip all coaches with bio toilets and announced ‘Clean my coach’ App for passengers. — PTI

Incredible India 2.0 global campaign planned to attract foreign tourists
Tourism and travel will get a boost in the coming years as the government has provided an impetus in the Union Budget.
Finance Minister Arun Jaitley said the government would set up up five Special Tourism Zones in partnership with States. These will be anchored as Special Purpose Vehicles (SPVs).
Mr. Jaitley did not
provide any further details or the States where these tourism zones would come up.
“Tourism is a big employment generator and has a multiplier impact on the economy. Five Special Tourism Zones, anchored on SPVs, will be set up in partnership with the States,” the Finance Minister said in his Budget speech.
He said to boost the image of India in the international travel market the Incredible India 2.0 Campaign will be unveiled across the world in the coming financial year.
Besides, the government has asked the Railways to start dedicated trains for tourism and pilgrimage purposes. The government allocated ₹1,840.77 crore to the Tourism Ministry in the Budget, including ₹959.91 crore for the Integrated Development of Tourist Circuits around specific themes (Swadesh Darshan scheme).
The Ministry will be receiving a little over ₹250 crore more in the 2017-18 fiscal compared to the ongoing financial year, according to the budget document. Another ₹100 crore has been allocated for Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD). Significantly, as much as ₹412 crore has been provided for promotion and publicity of the Tourism Ministry’s various programmes and schemes.
Under Swadesh Darshan, 13 thematic circuits have been identified for development, namely North-East India Circuit, Buddhist Circuit, Himalayan Circuit, Coastal Circuit, Krishna Circuit, Desert Circuit, Tribal Circuit, Eco Circuit, Wildlife Circuit, Rural Circuit, Spiritual Circuit, Ramayana Circuit and Heritage Circuit.
On the other hand, 13 cities — Ajmer, Amritsar, Amravati, Dwarka, Gaya, Kamakhaya, Kancheepuram, Kedarnath, Mathura, Patna, Puri, Varanasi and Velankanni — have been identified for development under PRASAD by the Tourism Ministry.
  Easy on the pocket
The decision to withdraw service charge on railway tickets booked from the IRCTC website will also boost tourism, said analysts.
Mahesh Iyer, COO, Thomas Cook (India) Limited said one of the biggest announcements is the “withdrawal of service charge on rail tickets booked through IRCTC. This will not only lead to more bookings but enable the consolidation of a digital economy.”
“Another significant development is the emphasis on safety and sanitation, by introducing bio-toilets, which will increase passenger comfort. It is also encouraging to note the measures that will be incorporated to make the Railways friendlier for the disabled.” he added.
The decision to start DigiGaons (digital villages) to facilitate employment and augmenting transactions via the BHIM app have been welcomed as consumer-centric steps.

As the Budget is a combined one, the Centre can now synergise investments in rail, roads, rivers and civil aviation
Presented as the fifth component of a 10-point package to drive the government’s agenda to ‘transform, energise and clean India’, the 2017-18 Budget gives a major push to the infrastructure sector.
This sector will see a major rise in allocation from ₹3.4 lakh crore to ₹3.9 crore (BE). Transport (including rail,roads and shipping) accounts for a bulk of the expenditure at ₹2.4 lakh crore.
the opportunity of the first combined Budget, Arun Jaitley said that the government was now in a position to synergise investments in railways, roads, waterways and civil aviation.
Highways allocation
The Budget allocation for highways at ₹64,900 crore reflect a 12% hike. He said that 2,000 km of coastal roads had been identified for construction and development, facilitating better connectivity with ports and remote villages.
Aware that Railways faces stiff competition from other transportation modes, often in the private sector, Mr. Jaitley said: “Railways will implement end-to-end integrated transport solutions for select commodities through partnerships with logistic players, who would provide front and back-end connectivity.”
The Sagarmala project allocation will see a hike from the ₹450 crore Budget estimates to ₹600 crore. Metro projects, an important link in urban transportation has already received allocation hikes in this fiscal and is budgeted to get a further hike.
The Finance Minister said in his speech that among other things, the Budget’s thrust was to stimulate growth and the magnitude of investment in the transportation sector alone will spur economic activity and create job opportunities, through the push to infrastructure.
Industry and chambers of commerce agree. T.V. Narendran, CII Eastern Region chief and MD Tata Steel said that the infrastructure boost “will have a multiplier effect and bring about inclusive growth by connecting rural areas.” Vishwas Udrigar, partner, Deloitte Touche Tohmatsu, India, said that more detailing is required for implementation.
Shot in the arm for steel
Atanu Mukherjee, president, M.N. Dastur, saw positives for the steel sector in the push to infrastructure and affordable housing. SAIL Chairman P.K. Singh and Mr. Narendran agree.
Umersh Revankar, MD & CEO, Shriram Transport Finance Co., said that the budget continues to rightly focus on rural development and infrastructure, and the planned investment in these critical areas will not only create jobs but also spur demand and economic growth.
Hemant Kanoria, chairman and managing director Srei Infrastructure Finance Ltd., said: “The Budget speech mentions a number of steps to be taken and several policies to be announced. But until and unless the details of those are in the public domain, it would be premature to comment.”
All these developments in the infra sector will go a long way in benefitting the real estate sector, feels Shishir Baijal, chairman & managing director, Knight Frank India.

Finance Minister Arun Jaitley announced in his budget speech the roll out of a Exchange-Traded Fund and a proposal to list three Railway PSEs.
He said that in 2017-18, the government will unveil an ETF with diversified CPSE stocks and other government holdings.
The present ETF, with shares of 10 CPSEs, has generated good response in the recent Further Fund Offering and will continue to be a vehicle for further divestment of CPSE shares, Mr. Jaitley said.
government also plans to list railway PSEs — catering and e-ticketing outfit IRCTC, finance outfit IRFC and consultancy arm IRCON — the Minister said, adding that a revised procedure to ensure time-bound listing of identified central public sector enterprises is proposed.
The government has also sniffed out opportunities to strengthen its companies through consolidation, mergers and acquisitions.
These announcements received only a muted welcome from the industry.
Sunil Mitra, former Revenue and Disinvestment Secretary and Bengal Chamber’s Economic Affairs Committee head, expressed disappointment that no target had been announced on divestment. “There is no announcement on strategic sale of PSU stakes,” he said.
Naushad Forbes, president, CII, said that industry welcomes the move for time-bound listing of CPSEs.

गोरखपुर वरिष्ठ संवाददाताडोमिनगढ़, कैंट व नकहा स्टेशन को हाईटेक करने के लिए रेलवे बोर्ड ने बजट मंजूर कर दिया है। यातायात के क्षेत्र में विकास के लिए पूर्वोत्तर रेलवे को 376 करोड़ रुपये का आवंटन किया गया है। इन रुपयों से कैंट, नकहा और डोमिनगढ़ स्टेशन सेटेलाइट स्टेशन बनकर हाईटेक होंगे। साथ ही यहां भी गोरखपुर जंक्शन की ही तरह सेकेण्ड एंट्री गेट भी बनाए जाएंगे। पूर्वोत्तर रेलवे प्रशासन ने इस सम्बंध में बोर्ड को प्रस्ताव भेजा था जिसे इस बार के संयुक्त बजट में मंजूर कर लिया गया है। सेकेण्ड एंट्री गेट बनने से स्टेशन पर यात्रियों को आने-जाने में सुविधा होगी। इससे दोनों स्टेशनों पर यात्रियों का आवागमन तो बढ़ेगा ही साथ ही यहां से गुजरने वाली कई महत्वपूर्ण ट्रेनों को स्टॉपेज दिया जाएगा। उधर, जंगल कौड़िया, कैंट व डोमिनगढ़ को हाईटेक बनाने के लिए सर्वे और अन्य तैयारियां पूरी हो चुकी हैं। सेटेलाइट स्टेशन बनने से यहां ट्रेनों...
की संख्या बढ़ने के साथ ही गोरखपुर से ट्रेनों का लोड कुछ हद तक कम होगा।
डोमिनगढ़ पर सेकण्ड एंट्री गेट बनने से जहां स्टेशन के पटरी के दूसरे तरफ रह रहे सूरजकुण्ड और आसपास के हजारों लोगों को सीधा फायदा होगा वहीं कैंट पर इस गेट के बनने से कूड़ाघाट और मोहद्दीपुर में रह रहे लोगों को भी काफी लाभ होगा।
सेटेलाइट स्टेशन बनने से लाभ : कैंट के सेटेलाइट स्टेशन बनने से सिर्फ पूर्व की ओर यानी देवरिया और नरकटियागंज की ओर जाने वाली सवारी गाड़ियों का ही संचलन होगा। वहीं जंगल कौड़िया से आनन्दनगर जाने वाली ट्रेनें चलाई जा सकेंगी। इसके लिए गोरखपुर जंक्शन तक आने की जरूरत नहीं होगी।

अनपरा (सोनभद्र): ऊर्जांचल से मुगलसराय के सीधे जुड़ाव की लम्बे समय से जरूरत को देखते हुए रेल बजट में राब‌र्ट्सगंज से मुगलसराय वाया मधुपुर, अहरौरा नई रेल लाइन बिछाने के लिए बजट में 1260 करोड़ रुपये का आवंटन हुआ है। गत वर्ष के रेल बजट में इस रेल लाइन के इंजीनिय¨रग एवं यातायात सर्वेक्षण के लिए मंजूरी मिली थी।
लम्बे समय से इस नई रेल लाइन की मांग उठाने वाले अखिल भारतीय उच्च तकनीकी शिक्षा एवं विकास समिति के अध्यक्ष एस के गौतम ने प्रसन्नता व्यक्त करते हुए कहा कि उक्त नई रेल लाईन की स्वीकृति केन्द्रीय रेल एवं संचार राज्य मंत्री (स्वतंत्र प्रभार) मनोज ¨सन्हा के व्यक्तिगत रूचि लेने के कारण संभव हो सका। नई रेल लाइन के लिए सोनभद्र के
सांसद छोटेलाल खैरवार एवं केन्द्रीय स्वास्थ राज्य मंत्री अनुप्रिया पटेल भी लगातार मांग कर रही थी। श्री गौतम ने कहा कि उक्त रेल लाईन के निर्माण से ऊर्जांचल के नागरिक मुगलसराय एवं वाराणसी से सीधे जुड़ जाएंगे। इसके अतिरिक्त झारखण्ड के गढ़वा का मुगलसराय से सीधा जुड़ाव तो होगा ही मुम्बई-बैंगलोर की दूरी भी 150-200 किलोमीटर कम हो जाएगी। रेल बजट में चोपन से चुनार रेल लाइन दोहरीकरण का सर्वेक्षण कार्य भी स्वीकृत हुआ है। चोपन से चुनार तक 100 किलोमीटर रूट का 129.66 करोड़ लागत से कार्य प्रारम्भ हो चुका है। इस रूट में छह स्टेशन, एक ट्रैक्सन सब स्टेशन, एक ओएचई डिपोट तथा एक पीएसआइ डिपोट का निर्माण कार्य स्वीकृत हुआ है।

Ist year no fund is allocated as Tenders are yet to be floated and other approvals(Like land acquisition notices) and requires one year of time .Khajuraho-singrauli comes under WCR.

This is evident in the ‘Pink Book’ that contains details of allocations for various projects
The allocation of funds in the general budget for various railway projects includes surveys for three new railway lines in the Mysuru Division.
They are surveys for a new railway line connecting Mysuru with Thalassery in Kerala, covering a distance of 300 km, and a Hassan-Belur-Chikkamagaluru-Sringeri-Shivamogga line covering about 150 km. In addition, a new line, identified under Capital Investment Programme to be taken up as a joint venture with the Government of Karnataka, between Shivamogga-Shikaripura-Ranibennur at a
cost of ₹1,700 crore too has been approved.
This is evident in the ‘Pink Book’ that contains the details of allocations for various projects that the respective divisions received here on Friday.
Support from Kerala
The Mysuru-Thalassery railway line was mooted almost 57 years ago and has been dropped in the past as the alignment cut through environmentally sensitive regions including forests. The new survey is expected to bypass the forest region and take a detour in a bid to get environmental clearance. However, issues such as returns on investments persist. The project has tremendous support in Kerala as it will provide a new rail link to Bengaluru via Mysuru and is expected to boost travel and trade in the region. However, another railway line survey linking Nanjangud and Nilambur proposed a few years ago finds no mention. There are proposals of merging the two routes.
But there is no mention of allocation for the Mysuru-Madikeri railway line or for the new terminal for the city which was a key demand placed before the authorities to decongest the existing station. However, allocations have been made for the ongoing rail line project linking Kadur-Chikkamagaluru-Sakleshpur (93 km), of which the stretch between Chikkamagaluru and Sakleshpur remains to be covered; for the Shimvamogga-Harirar line, Kottur-Harihar, and Arsikere-Tumakuru among others.
The emphasis on freight as a major revenue generator is evident in the identification of 9 stations in the Mysuru Division, along which there is significant iron-ore movement. An allocation of ₹50 crore has been made to strengthen and standardise layouts of these stations.
The Pink Book indicates that 19 level crossings will be eliminated in the Mysuru Division through diversion to the nearby manned crossings in a bid to eliminate all unmanned rail level crossings by 2020 across the country.
Rail Museum
The development of the Rail Museum in Mysuru may pick up pace as it has received ₹1.13 crore. Despite efforts to augment the collections, expand the area and introduce new exhibits, progress has been slow.

Budget outlay for SCR in 2017-18 is 42% more at Rs. 3,034 crore as against Rs. 2,134 crore last year
Multi-Modal Transit System (MMTS) Phase-II suburban rail project for the capital received a big boost in the Union Budget with the Railway Ministry allocating Rs. 100 crore as its share towards its completion. Another tranche of Rs. 16 crore was for Ghatkesar-Yadadri extension under the same project.
With the demand for grants placed in Parliament on Friday and the details available in the ‘pink’ book, South Central Railway (SCR) General Manager Vinod Kumar
Yadav informed the mediapersons at the Rail Nilayam that the area encompassing Telangana and Andhra Pradesh as well as parts of Karnataka and Maharastra has got major boost for capital works with the budget outlay for the 2017-18, a clear 42% more at Rs. 3,034 crore as against Rs. 2,134 crore last year.
Several works in Telangana received substantial funds for new infrastructure projects and prominent among them being 220-km Armoor-Adilabad railway line via Nirmal at a cost of Rs. 2,800 crore as another joint venture project with the State. “We have sent a draft agreement to the Government and are in the process of finalising the JV,” the GM said.
New stations
Four crossing stations are to be built at a cost of Rs. 19 crore between Wanaparthi Road-Kaukuntla, Manopad-Alampur and Itikyala. Towards completion of last mile projects Rs. 25 crore has been sanctioned for Peddapalli-Karimnagar-Nizamabad line (178 km), Rs. 100 crore for Gulbarga-Bidar (140 km).
Funds have also been allotted for ongoing new line projects like Rs. 300 crore for Munirabad-Mahabubnagar (246 km), Rs. 350 crore for Manoharabad-Kothapalli (148.9 km), Rs. 196 crore for Akkannapet-Medak (17.2 km) and Rs. 300 crore for Bhadrachalam-Sattupalli (56.25 km).
For doubling work, Rs. 50 crore for Secunderabad-Mahabubnagar (85.24 km) and third line project costing Rs. 160 crore for Kazipet-Balharshah (201 km), Rs. 9 crore for Mancherial-Peddampet and Rs. 5 crore for development of satellite terminal at Cherlapalli.
Kazipet (10.65 km), Wadi (7.6 km) and Gooty (3.8 km) are among the stations earmarked for constructing bypass lines at a cost of Rs. 135 crore.
Survey for new lines
New surveys are to happen for doubling between Bolarum-Mudkhed (235 km), fourth line between Kazipet-Balharshah (234 km) & Kazipet-Vijayawada (219 km) plus new line between Mancherial-Gadchiroli (115 km).
Other works proposed are Rs. 8-crore coach shed at Kacheguda, Rs. 9.61-crore rakes shed and Rs. 5.86 crore for MMTS rakes pit lines - both at Moula Ali.
Mr. Yadav said that works on the Yadadri line would be started straightaway as survey and designs were done it would take six months to finalise tenders while another two-and-a-half years for completion. Commissioning of MMTS Phase-II would begin by December-end and entire project commissioned by 2018-end.
Land acquisition issue with the Defence Ministry too was sorted out at the Cabinet Secretariat level. Land issues have to be sorted out with the Government for Cherlapalli terminal, he added.
Airport Link
The SCR GM said that the GMR Group was inclined to allow an underground rail link to the airport terminal at Shamshabad which would cost Rs. 250 crore more and this issue has to be thrashed out with the State Government as it shares the cost.
Otherwise, airport authorities want the ground rail to halt way outside the terminal and passengers to be transported through buses since it would affect their runway expansion plans if permitted to take the line closer.
Station development
“Railway Minister Suresh Prabhu has an ambitious plan to develop Secunderabad, Vijayawada and 23 other stations all over India under the public, private partnership mode (PPP). Tender documents would be uploaded for all stations in one ago on February 8,” he added.

Meagre allocation to State still a concern for advocacy groups
The finer details of railway projects for Karnataka emerged on Friday with the Indian Railways releasing the Pink Book detailing out allocations for various projects.
Major chunk of the allocations have been made to line doubling, including Hubballi-Vasco-da-Gama, Rs. 250 crore; Hotgi-Gadag, Rs. 138 crore; Hubballi-Chikkajajur (Bengaluru line), Rs. 198 crore, Arsikere-Tumakuru, Rs. 138 crore and Yelahanka-Penukonda, Rs. 120 crore under South Western Railway (SWR).
of the new line works too got a boost, including Rayadurg-Tumakuru, Rs. 81 crore; Bagalkot-Kudachi, Rs. 50 crore; Tumakuru-Chitradurga-Davangere, Rs. 30 crore, Hassan-Bengaluru, Rs. 79 crore and Gadag-Wadi, Rs. 40 crore. Of the total allocation of Rs. 3,146 crore to SWR, Rs. 331.8 crore are earmarked for new lines; Rs. 309.6 crore for doubling and Rs. 59 crore for traffic facilities.
A new line between Gadag and Yalvigi (58 km) is sanctioned, though a token Rs. 1 crore is allocated for it.
Despite fervent demands to operationalise the new divisional office announced at Kalaburgi, only Rs. 1 lakh has been earmarked for creation of facilities under Solapur division of Central Railway.
Under South Central Railway, ongoing new line works of Kalaburagi-Bidar got Rs. 50 crore; Raichur-Mahabubnagar Rs. 200 crore and Kadapa-Bengaluru (Bangarpet) Rs. 150 crore. Doubling of Daund-Kalaburgi and electrification of Pune-Guntakal got Rs. 200 crore. Patch doubling between Mangaluru Junction and Panambur under Southern Railway got Rs. 92 crore while doubling between Netravathi Cabin and Mangaluru Central (1.5 km) got Rs. 5 crore.
Meanwhile, there is a push for rail electrification in the State, with Chikkabanavara-Hubballi (456 km); Chikkajajur-Ballari (184 km); Gadag-Hotgi (284 km) and Bengaluru-Omalur via Hosur (196 km) proposed to be added to the electrification network without earmarking any funds. Guntakal-Ballari-Hosapet got Rs. 66 crore; Hosapete-Vasco got Rs. 88 crore and Miraj-Londa got Rs. 22 crore.
Sunil Kulkarni and Sanjeev Dyamannavar from Rail advocacy groups regretted SWR got meagre allocation (Rs. 3,146 crore) compared to neighbouring zones — Central Railway, Rs. 6419 crore; South Central Railway, Rs. 5,598 crore and Southern Railway, Rs. 5,785 crore. Maharashtra, home State of Railway Minister Suresh Prabhu, is witnessing windfall, they said. K.N. Krishna Pasad, a rail enthusiast, welcomed higher allocation to Tumakuru-Hubballi line doubling and Tumakuru-Davangere new line.
SWR got 15.88% more allocation of funds to various projects during 2017-18 than the previous year. We can complete electrification work of SWR within 10 years. Three agencies are working for the completion [of projects].

Gdg-Hg for Electrification :-o . This was one of the last part of BG converted line from MG in swr and now they are pushing it for electrification. Doubling is already in progress. This is rapid development by SWR
