प्रतापगढ़ इंटरसिटी व शटल आज निरस्त 1प्रतापगढ़ : उन्नाव रेल दुर्घटना के कारण प्रतापगढ़ आने वाली इंटरसिटी एक्सप्रेस व शटल ट्रेन को रविवार को निरस्त कर दिया गया। ऐसे में सोमवार को इंटरसिटी कानपुर और शटल ट्रेन लखनऊ नहीं जाएगी। नई दिल्ली से पुरी जाने वाली नीलांचल को बदले रूट कानपुर से वाया इलाहाबाद चलाया गया।1एटीएस टीम छानबीन में जुटी1लखनऊ : मुंबई से लखनऊ आ रही लोकमान्य तिलक एक्सप्रेस के उन्नाव में पटरी से उतर जाने के वजहों की छानबीन एटीएस टीम कर रही है। पुलिस मुख्यालय ने इस घटना में किसी भी यात्री के घायल न होने का दावा किया है।

संवाददाता, उन्नाव : दोपहर में कानपुर से लगभग 55 मिनट विलंब से यह ट्रेन लखनऊ के लिए चली थी। गंगाघाट, मगरवारा रेलवे स्टेशन से रनथ्रू निकलने के बाद उन्नाव पश्चिमी केबिन के पहले सिग्नल न मिलने से रफ्तार धीमी हो गई। इसी बीच सिग्नल मिला तो लोको पायलट 30 किमी प्रतिघंटे की रफ्तार से उन्नाव स्टेशन की तरफ बढ़ा। 1इंजन के पीछे लगे लगेज यान व कोच बी-1 प्लेटफार्म के अंतिम छोर पर पहुंचने वाले ही थे तभी अचानक तेज धमाके की आवाज के साथ ट्रेन के लहराने से यात्री सहम गए। कुछ गड़बड़ होने के अंदेशे से लोको पायलट ने इमरजेंसी ब्रेक लिया लेकिन तब तक इंजन और उसके पीछे के दो कोच को छोड़ पीछे की 11 बोगियां पटरी से उतरकर प्लेटफार्म की दीवार से टकराते हुए उसी पर टिक गईं। हादसे को देखकर दूसरी ट्रेनों की प्रतीक्षा में खड़े यात्रियों में भगदड़ मच गई। 1इधर ट्रेन में रुकते ही उस पर सवार यात्री भी बाहर की तरफ भागे और कुछ ही मिनट में पूरी ट्रेन खाली हो गई। काफी देर तक अफरा-तफरी की स्थिति रही। कुछ ही देर बाद राहत कार्य शुरू हुआ। पुलिस व प्रशासनिक अधिकारी तथा एडीआरएम एसके सपरा ने मौके पर पहुंचकर जानकारी ली। उत्तर रेलवे के सीपीआरओ नीरज शर्मा ने बताया कि ट्रैक मेंटीनेंस के दौरान ट्रेन को कॉशन देकर निकाला जाना चाहिए था। ऐसा क्यों नहीं किया गया है, इसकी जांच के आदेश दे दिए गए हैं। ट्रैक बहाल करने को टीमें लगी हैं।1उन्नाव में लोकमान्य तिलक टर्मिनल ट्रेन डिरेल होने के बाद कुछ इस तरह से तोड़ा प्लेटफार्म।

Assam line in operation after corrective steps taken: Railways
WARNING OF “catastrophic disaster”, the Commissioner of Railway Safety (CRS) concluded in the middle of 2015 that the Lumding-Silchar broad-gauge link in Assam, a key arterial track in the Northeast, posed a “danger to travelling public”.

later, the line had to be shut for three months following two back-to-back derailments of passenger trains amid landslides and rainfall — there were no casualties.
The line was re-opened in August 2016, after some corrective measures were taken, and the track has been in operation since then.
When contacted, H K Jaggi, general manager, Northeast Frontier Railway Construction Organisation (NFRCO), which built the line, said, “There were derailments due to slippage in the ghat section, which is common. The line has been functioning without any incident for over a year now. Now we have identified 14 locations for patrolling… instrumentation in many places has also been done.”
The link has 79 major and 340 minor bridges, and 21 tunnels. In his report, submitted in July 2015, S Nayak, the CRS, wrote: “Having inspected the Broad Gauge line…and having various technical discussions with Railway officials including detailed correspondences made with Railway Administration, I am of the opinion that the newly converted BG single line between New Haflong-Ditokcherra-Badarpur-Silchar can’t be opened for passenger traffic without danger to travelling public…”
The clearance by CRS, a statutory safety regulator under the Civil Aviation Ministry, is mandatory for opening any line for passenger operations.
On April 19, 2016, eight months after the CRS report, the Chief Bridge Engineer shut the line for two days for passenger trains, citing safety issues. On April 23, the Poorvottar Sampark Kranti Express from New Delhi to Silchar derailed between Ditokcherra and Banderkhal. On April 26, the train, on its return leg, derailed between Mahur and Phiding.
The 210-km section provides subsequent connectivity to Manipur on one side and Mizoram on the other. Lumding and Silchar were originally connected by a metre gauge line. The broad gauge project started around 1997, as part of a Rs 3,500-crore National Project. However, around 52 km of the new line was diverted through a geologically challenging stretch in the hills of the Indo-Burma range.
Stressing that any corrective measure would only bring “limited relief”, Nayak’s report stated: “The stability of the formation, tunnels, bridges, need to be holistically reviewed by a team of experts in geo-technology and structural engineering both in-house and from outside to formulate Action Plan for immediate short term and long term satisfactory performance… any failure in the critical section [New Haflong-Ditokcherra hill section] has potential for a catastrophic disaster, Railway Administration is urged to consider every possible risk and systematically address its mitigation.”
Following the CRS verdict, the NFRCO sent a letter to the Railway Board claiming that Nayak’s observations had been complied with. But this letter, sent within a week after the CRS report was received, did not include the consent of two key officials concerned — the Chief Bridge Engineer and the Chief Track Engineer.
On July 29, 2015, records show, the Railway Board sanctioned the opening of the line by “condoning” some of the relatively minor issues flagged by the CRS, such as non-standard length of sleeper and non-provision of “catch-siding and slip siding”.
Then came the second and third red flags. The then general manager of Northeast Frontier Railway, R S Virdi, refused to open the line stating that the CRS stipulations had not been fully complied with. R K Gupta, who succeeded Virdi, refused to move on the line, too, citing the same reason.
Following Gupta’s departure in October, the line was opened after a safety certificate was obtained from the new zonal general manager, based on a report from the NFRCO, which asserted that stipulations laid down by the CRS had been complied with.
However, within a few months, a fourth red flag came up, this time from the Chief Bridge Engineer of the Northeast Frontier Railway, Alok Kumar Verma.
In January 2016, in an internal note to the general manager, Verma wrote: “…the conditions for stability are most unfavourable and there is a serious threat to the safety of trains from the instability of the bridges, tunnels and high cuttings/embankments which together comprise 90 per cent of the route length… Unfortunately, geology has been cursorily dealt with in deciding the location and alignment….”
Officials told The Indian Express that the old meter gauge line was on the Meghalaya Plateau, where the tracks had “a solid footing”. Parts of the new “diverted alignment”, between New Haflong and Ditokcherra, is on an area mainly formed of shale, the soft sedimentary rock formed from consolidated mud or clay, they said.
When contacted, V K Gupta, the then Railway Board Member (Engineering), who is credited with completing the gauge conversion, denied that safety issues were overlooked.
“It never happens that the CRS says the line is unsafe and the Railways overrules it. The CRS might make certain observations, but they are complied with following which the lines are opened,” he said.
“The general manager signs the safety certificate and it carries signatures of at least 25 other senior officials of the zonal railways. If point A has to be connected with point B, many things can come in the way, be it folds, be it faults,” said Gupta.
“The area in question sees rainfall for six months during which time there might be landslides and other things. But there is a difference between a line being structurally unsafe and routine maintenance issues. The old meter gauge line used to be shut for months,” he said.
Official sources claimed that the Railway Ministry was “in a hurry” to open the line because the Assam assembly elections were due in April 2016, but Gupta denied this charge. Incidentally, after his retirement from service in 2016, Gupta was appointed as an advisor to Railway Minister Suresh Prabhu.
Speaking to The Indian Express, Aditya Kumar Mittal, who succeeded Gupta as Railway Board Member (Engineering), said, “The matter you are referring to happened much before I took charge, but I can tell you generally that the Himalayas have an unpredictable geology and there can be surprises. But that’s a natural phenomenon everywhere. Now if you see, the line is functional without any problems.”

There can never be any compromise with the quality of work (Construction, Operation as well as maintenance) in IR. Any compromise means accident, loss of lives, breakdown of services, huge financial losses etc.
Lumding-Silchar G/C, Kashmir valley Rly project etc are the burning examples which speak loudly of the losses of undue hurry normally shown to complete projects as soon as possible.

- Examinees vandalise coaches and platform; five trains halted at different stations
Siliguri : Around 3,000 youths who had come to Siliguri and the surrounding areas to appear for a recruitment exam went on the rampage at New Jalpaiguri station this morning, ransacking the platform and a train whose passengers' refusal to allow the examinees in triggered the violence.

According to railway sources, over 3,000 youths, mostly from neighbouring states, reached Siliguri yesterday to appear for a Group D examination conducted by the Bengal government.
× "After the test, many of them had been staying at the NJP station since last evening, while other examinees reached the station early this morning. When the Delhi-bound Awadh Assam Express arrived at the station around 7am today, the examinees without tickets tried to barge into the train," said a source.
However, the passengers of Awadh Assam Express resisted the entry of such a huge number of people. The examinees turned to the railway authorities and sought a special train to go to their respective destinations.
As the railway officials didn't heed the plea, the youths resorted to violence. They pelted the Awadh Assam Express with stones and ransacked the platform.
"The mob threw away tyres and boxes from a parcel van on the tracks and later set them alight on the tracks. We had to hold at least five trains at different stations because of the damage to the railway property," said the railway source.
Darjeeling Mail, Padatik Express, Ananda Bihar Express and Sealdah-bound Kamakhya Express were halted at different stations because of the violence.
Parthasarathi Seal, the area manager of the railway at the NJP, said: "We had no intimation from the government that a large number of examinees would come to the NJP. They damaged two engines, an AC coach, and water basins and railway kiosk on the platform. Some passengers were assaulted when they didn't allow the youths to enter the train."
The sources said normalcy was restored after 11am when a special train had left with the examinees.
Md. Saquib, the divisional chief security commissioner of the NFR's Katihar division, however, said further damage could be prevented because of the timely intervention of the force.
"When a mob of over thousand youths attacked trains and ransacked railway properties, we had to intervene to control the situation. Had we not intervened on time and chased the mob from the station, more damage could have happened," he said.
But Saquib said the security forces hadn't resorted to baton-charge.
Murder triggers road blockade
People of Uttar Chikliguri village blocked the state highway connecting Alipurduar with Kamakhyaguri for fiver hours on Sunday, demanding dismantling of illegal hooch shops and alleging inaction of police against the bootleggers. The murder of a grocer, Debesh Rava, allegedly by a bootlegger, triggered the blockade.

Eleven coaches of the Mumbai-Lucknow Lokmanya Tilak Express derailed here on Sunday, but there was no report of any casualty, in the sixth such incident in U.P. in seven months. LUCKNOW: Thousands of passengers had a narrow escape after 11 coaches of the Lucknow-bound Lokmanya Tilak-Lucknow AC Superfast Express derailed between Magarwara and Unnao stations on Sunday afternoon.
A relief train for stranded passengers was sent to Unnao to get them to Lucknow. According to Neeraj Sharma, a senior railway official, around 4.30pm, four buses and two SUVs were also sent to the site to ferry passengers. Kanpur-Anwarganj-Faizabad Intercity Express was stopped to carry passengers and reached Lucknow at 5pm.

Asif Ahmad, who was travelling with his family from Mumbai after attending a wedding, said, "Just before the derailment, passengers were alerted with a loud sound. Coaches started shaking and lost their balance. Within seconds, the train derailed."
Ahmad said panic-stricken passengers began jumping out from the moving train to save their lives. Women were screaming for help and children were crying loudly. Passengers who jumped out sustained minor injuries as the train was low on speed.
Vivekanand Das, who was in B2, said, "It sounded like someone was rubbing iron plates together. Within minutes, the sound of the wheels stopped and the train derailed." Das said he and his wife jumped on the tracks and sustained minor injuries.
Piyush Kumar Soni, who reached Charbagh by another train, said, "I was travelling with my mother, wife and two children from Mumbai. As the coach shook, I came to the window to see what's happening. Passengers started shouting for help and my children began crying. I came to the door and saw coaches derailing. I was praying to God who finally saved us.".
Pankaj Biswan said, "My friend and I were incidentally talking about the previous derailment. My friend said we should not talk about negative things because we are travelling. Suddenly, the train shook and derailed. We jumped out together. Thankfully, we are all safe."

UNNAO: A major tragedy was averted when eleven coaches of Mumbai-Lucknow Lokmanya Tilak Express derailed in Unnao, about 25 km from Kanpur, on Sunday afternoon.No casualties were reported in the accident and no passenger suffered any injuries, the police said.While National Disaster Response Force was immediately deployed and UP anti-terror squad was also roped in to probe any terror angle, the railway officials, during preliminary findings, ruled out the possibility of sabotage.

the air-conditioned train derailed while passing through platform number three of Unnao railway station on its way to Lucknow, senior divisional commercial manager of Northern Railway, Shivendra Shukla, told TOI.The passengers said the train skidded along the platform and came to a sudden halt with a loud thud.
Senior railway officials said the stranded passengers were served food, water and snacks and about 150 passengers were sent to Lucknow in three buses. Two vehicles were also arranged to send two families to their respective destinations.
The accident affected the movement of trains on the route for some time. Several trains including Lucknow-New Delhi Shatabdi, Gorakhpur-Panvel and Lucknow -Agra intercity were allowed to pass through the other track.
A team of senior railway and police officials, sniffer dog and forensic experts carried out the inspection of the accident site.

VADODARA: Engine of Indore-Pune Express on Sunday night hit a tractor trolley at a railway crossing between Usra railway station and Mangal Mahudi railway station between Dahod and Godhra stretch of Panchmahals district. The mishap occurred at around 9 pm when the tractor was crossing the railway crossing. The train driver had applied emergency brakes to stop the train, sources suggest. Railway officials however said that the incident has not resulted into any casualty or injuries to passengers. Sources suggest that railway officials from Ratlam railway division rushed to the spot after the mishap. Till late night workers were using emergency lights to remove the wreckage of the tractor which had got entangled in the train engine. Till 11 pm, the train remained stranded at the accident spot.
