A two-member team of the National Investigation Agency (NIA) has been sent to Bihar after three persons arrested by the State police claimed that Pakistan’s ISI was behind two recent train accidents near Kanpur.
The Home Ministry has also sought reports from the State government and Central security agencies on the disclosures of the trio, Moti Paswan, Uma Shankar and Mukesh Yadav to the Bihar police.
An official said it was too early to state conclusively that Pakistan’s ISI was involved in the train accidents. But the possibility was not being ruled out.

Central intelligence agencies were now questioning the three accused.
Fact checking
“We are in touch with the Bihar police and will be examining the accused. Their claim needs to be corroborated with facts on the ground... whether they were actually present near the sites on the days of the accidents has to be established,” an NIA official said.
If the claim turned out to be true, it would be the first case of a train derailment in India carried out at the behest of the Pakistani agency, an official said.
Fifteen coaches of the Ajmer-Sealdah Express Train derailed near Rura, around 70 kilometres from Kanpur, on December 28. Though no deaths were reported, 44 persons were injured. Earlier, on November 20, the Indore-Patna Express train derailed near Kanpur killing 145 passengers and injuring several others.
On October 1, a powerful Improvised Explosive Device (IED) was detected on the railway track in Ghorasahan, in East Champaran district, and it was safely defused by the police. “We arrested three persons in the course of our investigation into the incident. They confessed to their involvement and said they were acting on the instructions of some people in foreign countries,” Jitendra Rana, Superintendent of Police, East Champaran, told journalists on Tuesday in Motihari, the district headquarters.
“It is a subject of investigation, but they said their link was also with Pakistan’s ISI.”
It was Paswan, police said, who claimed that the ISI was involved in the Kanpur train accidents and that he and some others from Kanpur had executed the job. Two of his alleged accomplices, Zubair and Ziyaullah, had already been arrested in Delhi.

PATNA: Security agencies are investigating the claims of the three Bihar criminals arrested in connection with two train accidents last year that the same were engineered by Pakistan's spy agency ISI to avenge the Indian Army's surgical strikes in Pak-Occupied Kashmir on September 29. Over 150 passengers were killed after Indore-Patna Express and Sealdah-Ajmer Express trains had derailed near Kanpur.
Umashankar Patel, Motilal Paswan and Mukesh Yadav were arrested from Motihari on Tuesday for allegedly placing a cooker bomb on the railway track near Ghorasahan station in Bihar on October 1. However, upon interrogation, they confessed that they had also planted explosives which led to the derailment of the two trains near Kanpur. The trio was picked up after the arrest of their ISI handler, Brijkishore Giri, and two others, Shambhu Giri and Mujahir Ansari, in Nepal.
Giri was funded by ISI operative Shamsul Huda, a fellow Nepalese who had gone to Dubai two years ago, to carry out subversive activities in India through local agents. Nepal has already initiated the process for Huda's extradition from Dubai.
An intelligence officer who was among those who interrogated the Bihar criminals told TOI: "Umashankar told us that soon after the surgical strike, Giri asked his team to do something immediately to avenge it."
Meanwhile, the Bihar criminals' handlers arrested in Nepal have also indicated to the police there that the Kanpur derailments were engineered to avenge the surgical strikes. "Ansari has told Nepalese interrogators that they were asked by Huda on phone on September 29 to do something big," Inspector Arun Kumar Kushwaha, posted in the office of Bara district SP in Nepal told TOI on phone.

Three persons arrested by the Bihar police have claimed that Pakistan’s Inter-Services Intelligence (ISI) was behind the recent train accident in Kanpur and the bomb that failed to explode on a railway track in Ghorasahan in East Champaran district of the State.
Fifteen coaches of the Ajmer-Sealdah Express (no.12987) derailed near Rura, around 70 kilometres from Kanpur, on December 28. Though there were no deaths, 44 persons were injured in the accident.

1, a powerful Improvised Explosive Device (IED) was detected on a railway track in Ghorasahan and it was safely defused by the police.
“In the course of our investigation into the Ghorasahan IED, we arrested three persons who confessed to their involvement. They said they were acting on the instructions of people based in foreign countries… It’s the subject of an investigation, but they have said they had links with Pakistan’s ISI,” Jitendra Rana, Superintendent of Police, East Champaran, told journalists in Motihari, district headquarters, on Tuesday.
Agencies informed
Mr. Rana said intelligence agencies had been informed about the arrests and the foreign links of the accused.
The arrested persons were identified as Uma Shankar Prasad, Moti Paswan and Mukesh Yadav. Moti Paswan, police said, claimed that the ISI was involved in the Kanpur rail accident and that he and some others from Kanpur had executed the job.
Two of his accomplices, Zubair and Ziyaullah, had already been arrested in Delhi. “Moti Paswan identified both of them from photographs shown to him,” said Mr Rana.
‘₹3 lakh to plant bomb’
Moti Paswan told the police one Braj Kishore Giri, who was recently arrested in Nepal, had given ₹3 lakh to Dipak Ram and Arun of Adapur village to plant a powerful IED on a railway track in Ghorasahan. “When they failed to trigger the explosion, Giri killed them in the jungles of Nepal,” he said.
Information had also come from the Nepal police that the ISI had paid Braj Kishore Giri ₹30 lakh to blow up railway tracks in India, police said.
“They may also have been involved in the Indore-Patna Express accident on November 20 last year. But this can only be confirmed after a thorough investigation,” said Mr. Rana.

Pakistan ISI's Role Suspected In Kanpur Train Tragedy In Which 150 Died All India | 150 people were killed when the Indore-Patna Express rolled off the tracks on November 20.
PATNA:  The role of Pakistan's Inter-Services Intelligence or ISI is being suspected in the train accident in Kanpur in November after the arrest in Bihar of three men yesterday. 150 people were killed when 14 coaches of the Indore-Patna Express rolled off the tracks around 100 km from Kanpur on November 20. At the time, a fault in the tracks was thought to be the cause of the accident. The three arrested yesterday have allegedly told the police that they were working for the Pakistani intelligence agency to target Indian

railways. Here are the latest developments in the story: The man behind the Kanpur train accident is believed to be a man called Shamsul Hoda, who stays in Delhi, and Brajkishore Giri, a resident of Nepal. On Hoda's order, Brajkishore Giri and a few other men allegedly planted IEDs on the track which the Indore Patna Express was to take, and also used gas cutters to damage it. Shamsul Hoda is allegedly linked to the ISI.   His role was allegedly corroborated by three men arrested in Bihar - Moti Paswan, Uma Shankar Patel and Mukesh Yadav. These men were paid by Brajkishore Giri. They were arrested in connection with the murder of two young men in Motihari around 150 km from Patna. Sources say Moti Paswan "confessed" that the men, Arun and Deepak Ram, were killed on October 1 by Brajkishore Giri because they had failed to trigger bombs on railway tracks in Champaram near the Nepal border as planned, and backed out at the last minute when a passenger train was passing. That bombing was allegedly also ordered by Shamsul Hoda, who reportedly paid around 20-25 lakhs for it. Moti Paswan has allegedly told the police that a furious Hoda ordered the killing of Arun and Deepak Ram for failing him and asked for their murders to be filmed and sent to him. The Bihar police say during their interrogation, the arrested men have provided "positive leads" about the train accident, which have been conveyed to central agencies. In the Kanpur accident, most of the train's coaches were smashed as they tumbled off the track one after the other, some left on their side.
