really surprise. how did this got cnf when there is no cancellation in premium?
They might have introduced HO or CK quota would have not been utilised. Is there CK quota in premium ?
may be all berths marked for RAC in this trains were not booked, so left over were given to clear existing RAC.
i.e - suppose there are 12 SLB berths for RAC, means 24 RAC Allocation. so if only RAC#18 is booked then remaining 3 berths marked for 6 more RAC bookings will go to clear existing RAC
