Success of MUM-AHM HST depends on many factors, some are with in the control of IR/Govt and many are out of control.
.
Govt/IR need to manage it in a better way and try to replicate the Japanese Shinkanshen Model which is financially performing best among all the HSTs including the rich European countries like France, Germany, Italy, Spain, GB etc.
.
Indian
...
conditions are similar to Japanese conditions i.e. very high traffic potential, The major factor which have to be managed is to keep the prices as low as possible so that a substantial fraction of Middle class, upper middle class can afford it.
.
Economic performance of India in next 8 years is the most crucial factor, if GDP/per capita income increase at fast rate, and benefits passed on to all classes (not just the riches), the paying power of public shall be high enough to avail the HST trains.
.
But the current trend in Indian economy, where state govts & central govts are competing to give almost all kind of subsidies/ privileges to strengthen their vote banks does not gel well for the future of Bullet trains. A major portion of subsidies are syphoned off and give rise to black money. Instead subsidies should be provided to manpower intensive industries so that people get employment and become financially strong.
.
Delhi Mumbai Industrial corridor under implementation is expected to bring in much needed development along the MUM-AHM HST route and a good stream of paxs is expected after some years of operation of HST.

In a move that will take Prime Minister Narendra Modi’s dream project of a Mumbai-Ahmedabad bullet train a step closer to reality, the Mumbai Metropolitan Region Development Authority (MMRDA) has agreed to give land at the Bandra-Kurla Complex for the first terminus.
A senior bureaucrat, who requested anonymity, said that in a meeting earlier this week, Maharashtra chief minister Devendra Fadnavis ordered the MMRDA to allot 40,000 sq metres land for the purpose.
Earlier, MMRDA had opposed the proposal as it wanted to use the land for the proposed International Financial Services Centre

(IFSC) at BKC. The state Urban Development Department had asked the Railway Ministry to explore alternatives near Bandra Terminus and Kurla.
“We have given our comments to the state government. So the government will take the final call and convey it to the Central Government,” said UPS Madan, metropolitan commissioner, MMRDA. Sources said MMRDA had raised concerns about losing out on revenue that the IFSC would bring in if the land was allotted for the bullet train terminus.
According to Madan, the underground terminus in BKC will allow construction of the proposed IFSC on MMRDA’s earmarked plot. “The station is planned to be built under the road, so the rest of the land is available for IFSC construction,” he said.
The total cost of the bullet train project is Rs99,000 crore and Maharashtra and Gujarat will share 25% each for the project. The remaining 50% will be borne by the Central government. There are a total of 12 stations on the 508-km route — four of which are in Maharashtra and eight in Gujarat.

BKC as first station of Bullet train is very important decision with very long term implications which otherwisw may have seriously affected the patronage as well as viability of the whole project. BKC is a locality which matches the high end project. Other option (near LTT) could have been a dampener for the ADI bound travellers to opt for HST instead of airlines.
.
Obstacles are gradually and continually being removed and HST project appears to be moving ahead firmly if not very fastly.

The agreement is likely to be signed early 2017.
India and Japan have finally agreed on a fully-elevated bullet train corridor between Mumbai and Ahmedabad. However, Japanese experts are also exploring the feasibility of constructing the corridor underground as proposed by the Indian Railways. Senior railway officials said this will rid land acquisition by 50 per cent thought the project cost would go up by nearly Rs10,000 crore.

The Japanese government will be bearing 80 per cent of the total project cost and the increase in cost estimate has to be borne by both India and Japan. The actual work on the project is scheduled to begin next year after signing of the loan agreement between Indian Railways and Japan International Cooperation Agency (JICA).
The agreement is likely to be signed early 2017. Railway minister Suresh Prabhu has said that the bullet train will start in 2023 but if the Indian and Japanese governments agree to the idea of an elevated corridor, the deadline can also be advanced.

The Detailed Project Report (DPR) submitted to the government has proposed 25 per cent elevated corridor, 64 per cent surface corridor and six per cent underground corridor. This includes the 21-km underwater tunnel between Thane creek and Virar in Mumbai.
CHANGE OF DESIGN
"India and Japan have agreed on changing the design. The DPR will be modified accordingly. Construction of an elevated or underground corridor will be costlier but the government will save on the cost of land acquisition," said a senior railway official.
"Constructing the elevated corridor will save the government the hassles of land acquisition that can delay the project. An elevated corridor will be financially more viable as compared to the compensation amount to be given to land owners," he added.
"Also, it will ensure speedy execution of the project. However, this may result in cost overrun. At present, the project is estimated to cost Rs97,636 crore, but with modifications in design, it may go up to Rs1.08 lakh crore," the official further said.
DREAM PROJECTOfficials said that since the bullet train corridor is the dream project of Narendra Modi, the government wants to ensure that it does not get stuck in environmental and legal tangles.
Already more than 400 railway projects have been stuck in land acquisition rows and consequent delay in construction work. This, according to a CAG report of 2015, has resulted in cost overrun of Rs1.07 lakh crore.
The Railways faced major hurdles in acquiring land for its ambitious dedicated freight corridors that will significantly decongest the railway network and increase the speed of passenger trains.

Thanks to our dropping of land acquisition bill, costly elevated tracks are the only option left to ensure timely completion of the project.

It was the summer of 1990. As Indian Railway (Traffic) Service probationers, my friend and I travelled by train from Lucknow to Delhi. Two MPs were also travelling in the same bogie. That was fine, but the behaviour of some 12 people who were travelling with them without reservation was terrifying. They forced us to vacate our reserved berths and sit on the luggage, and passed obscene and abusive comments. We cowered in fright and squirmed with rage. It was a harrowing night in the company of an unruly battalion; we were on edge, on the thin line between honour and dishonour. All other passengers seemed to have vanished, along with the Travelling Ticket Examiner.
We reached Delhi the next morning without

being physically harmed by the goons, though we were emotionally wrecked. My friend was so traumatised she decided to skip the next phase of training in Ahmedabad and stayed back in Delhi. I decided to carry on since another batchmate was joining me. (She is Utpalparna Hazarika, now Executive Director, Railway Board.) We boarded an overnight train to Gujarat’s capital, this time without reservations as there wasn’t enough time to arrange for them. We had been wait-listed.
We met the TTE of the first class bogie, and told him how we had to get to Ahmedabad. The train was heavily booked, but he politely led us to a coupe to sit as he tried to help us. I looked at the two potential co-travellers, two politicians, as could be discerned from their white khadi attire, and panicked. “They’re decent people, regular travellers on this route, nothing to worry,” the TTE assured us. One of them was in his mid-forties with a normal, affectionate face, and the other in his late-thirties with a warm but somewhat impervious expression. They readily made space for us by almost squeezing themselves to one corner.
They introduced themselves: two BJP leaders from Gujarat. The names were told but quickly forgotten as names of co-passengers were inconsequential at that moment. We also introduced ourselves, two Railway service probationers from Assam. The conversation turned to different topics, particularly in the areas of History and the Polity. My friend, a post-graduate in History from Delhi University and very intelligent, took part. I too chipped in. The discussion veered around to the formation of the Hindu Mahasabha and the Muslim League.
The senior one was an enthusiastic participant. The younger one mostly remained quiet, but his body language conveyed his total mental involvement in what was being discussed, though he hardly contributed. Then I mentioned Syama Prasad Mookerjee’s death, why it was still considered a mystery by many. He suddenly asked: “How do you know about Syama Prasad Mookerjee?” I had to tell him that when my father was a post-graduate student in Calcutta University, as its Vice-Chancellor he had arranged a scholarship for the young man from Assam. My father often reminisced about that and regretted his untimely death [in June 1953 at the age of 51].
The younger man then almost looked away and spoke in a hushed tone almost to himself: “It’s good they know so many things …”
Suddenly the senior man proposed: “Why don’t you join our party in Gujarat?” We both laughed it off, saying we were not from Gujarat. The younger man then forcefully interjected: “So what? We don’t have any problem on that. We welcome talent in our State.” I could see a sudden spark in his calm demeanour.
The food arrived, four vegetarian thalis. We ate in silence. When the pantry-car manager came to take the payment, the younger man paid for all of us. I muttered a feeble ‘thank you’, but he almost dismissed that as something utterly trivial. I observed at that moment that he had a different kind of glow in his eyes, which one could hardly miss. He rarely spoke, mostly listened.
The TTE then came and informed us the train was packed and he couldn’t arrange berths for us. Both men immediately stood up and said: “It’s okay, we’ll manage.” They swiftly spread a cloth on the floor and went to sleep, while we occupied the berths.
What a contrast! The previous night we had felt very insecure travelling with a bunch of politicians, and here we were travelling with two politicians in a coupe, with no fear.
The next morning, when the train neared Ahmedabad, both of them asked us about our lodging arrangements in the city. The senior one told us that in case of any problem, the doors of his house were open for us. There was some kind of genuine concern in the voice or the facial contours of the otherwise apparently inscrutable younger one, and he told us: “I’m like a nomad, I don’t have a proper home to invite you but you can accept his offer of safe shelter in this new place.”
We thanked them for that invitation and assured them that accommodation was not going to be a problem for us.
Before the train came to a stop, I pulled out my diary and asked them for their names again. I didn’t want to forget the names of two large-hearted fellow passengers who almost forced me to revise my opinion about politicians in general. I scribbled down the names quickly as the train was about to stop: Shankersinh Vaghela and Narendra Modi.
I wrote on this episode in an Assamese newspaper in 1995. It was a tribute to two unknown politicians from Gujarat for giving up their comfort ungrudgingly for the sake of two bens from Assam. When I wrote that, I didn’t have the faintest idea that these two people were going to become so prominent, or that I would hear more about them later. When Mr. Vaghela became Chief Minister of Gujarat in 1996, I was glad. When Mr. Modi took office as Chief Minister in 2001, I felt elated. (A few months later, another Assamese daily reproduced my 1995 piece.) And now, he is the Prime Minister of India.
Every time I see him on TV, I remember that warm meal, that gentle courtesy, caring and sense of security that we got that night far from home in a train, and bow my head.

We are lucky to have such a down to earth person as our PM, who can be considered as today's version of Sardar Vallabh Bhai Patel, the iron man of India. He has already started taking hard decisions with an aim to cleanse India of dirt/unhygienic environment, black money etc.
