Indian Railways is all set to introduce three more Humsafar trains for Karnataka shortly. These are GPS based, AC 3-tiered trains with special facilities for disabled.
Out of these three one will be Tiruchirapalli to Sriganganagar (Rajasthan) via Belagavi.
humsafar train belagavi bgmThe trains will have an LED display board and coaches will have sensors to detect smoke and fire. The coaches are disabled-friendly with Braille display. Bio-toilets, vending machines that can give tea, coffee and soup and newly designed dustbins are other features of the Humsafar train.

BENGALURU: Taking a major step towards monetising railway assets and upgrading passenger amenities, Indian Railways on Wednesday invited tenders for development of vacant railway land in the vicinity of 23 railway stations. This includes Bangalore Cantonment and Yeshwantpur in Bangalore Railway Division.
Briefing newspersons at the Divisional Railway Manager’s office before Railway Minister Suresh Prabhu inaugurated the ‘Station Redevelopment Programme’ (announced in this year’s Railway budget) from New Delhi through video link, General Manager of South Western Railway, A K Gupta, said a total of 22.5 acres in Bengaluru will be offered for private development.

will include 20 acres located 4 km from Yeshwantpur station and 2.25 acres near Cantonment station, located along Thimmaiah Road connecting Queen’s Road,” he said.
Tenders were floated for commercial development of these places on Wednesday and the last date for accepting bids is June 1. The Swiss Challenge Method, which is more transparent than the regular tendering process, has been adopted.

“The bidder can have any commercial venture in railway land, which will be offered on a 45-year lease. Simultaneously, the two stations need to be provided with all conceivable passenger amenities and facilities so that they become iconic ventures,” he added.
Fifteen more stations in South Western Railway will be developed. These include Belagavi, Ballari, Vijayapura, Davangere, Dharwad, Hosapete, Hubballi, Krishnarajapuram, Shivamogga, Sai Prashanti Nilayam, Vasco Da Gama, Bangarpet and Bengaluru city (Krantivira Sangolli Rayanna) stations, Gupta said.
In the second phase, bids for redevelopment of 100 stations will be put out in June. In the third and final phase in December, 250-plus stations will be covered.
Suresh Prabhu, in a speech telecast live across many railway divisions, said that the space near railway stations falls under the “most valuable real estate in the country.”
“The entire Stations Redevelopment Programme was targeting `1 lakh crore to be obtained by monetising 2,200 acres of land across 100 cities across the country,” he said. Altogether 400-plus A1 and A stations would be developed.

Bridges are very symbolic, when they are built between nations, they bring peace. Bridges between people bring them closer. But a bridge that was awaited for decades, seemed almost surreal as I drove through yesterday.
You cannot think of another example of a ‘would-be’ smart city that must have craved and longed for a small bridge than Belagavi!

that never seemed to arrive in time. Murphy ’s Law played to full perfection here. So the probability of the gate being closed was proportional to the urgency of your work. So one had to factor in a good 20 minutes of additional commute time, just to wait at the gate.
People of my city have collectively spent years at the railway crossing gates for all these years. One can only imagine their agony as they looked on helplessly, kids in tow, headed towards the schools. How much would it cost after all? Not more than the time, anguish and fuel put together. But some things take their own royal time to arrive. More so when the time taken is for building a collective will at the power centers. Brick and mortar structures take less time to construct, than will, after all! And so here we have, THE BRIDGE to hope.
It feels great to poke some fun at the railway below while you can zoom past. This part of the city looks so different from above. The best view is of the giant trees within the Kapileshwar temple, whose canopy greets you from the incline. One can only sympathize for the people who suffered loss to property, but then development always comes at a cost. The one concern that bothers is the clock tower whose façade is at a hand’s distance and stands the danger of being damaged.
After all the fanfare of an inaugural, the sheer number of people who thronged the bridge can only be matched by the sight once seen when the Suvarn Vidhan Soudha was inaugurated. Only time will tell the fate of the other end of the city, Tilakwadi, where people wait at the gate even while running small chores across the gate.
Every single day! But nWe’ve had enough roads now, it’s time we build some more bridges, to hope, and development!

‘Humsafar’ Express from Tiruchchirapali to Sri Ganganagar via Belagavi
The new train will be a weekly service leaving Tiruchchirapali on Thursdays and departing Sriganganagar on Tuesdays. Although the timings of the new train in both directions have been announced the exact date of its introduction would be notified later, said railway officials here. As per the proposed timings, the train will leave Tiruchi on Thursday at 11.30 p.m. and reach Sriganganagar on Sunday at 3.15 p.m. In the return direction, the train will leave Sriganganagar on Tuesday at 00.25 a.m. and reach Tiruchi on Thursday at 1.30 p.m.

route of the new train with 18 coaches has been finalised to pass via major cities in the western part of the country such as Pune, Surat and Ahmedabad. According to railway information, the new train will proceed via Karur, Namakkal, Salem, Bangarapet, Whitefield, Krishnajapuram, Tumkur, Arsikere, Hubbali, Dharwad, Belagavi, Sangli, Satara, Pune, Kalyan, Vasai Road, Vapi, Surat, Bharuch, Anand, Vadodara, Ahmedabad, Mahesana, Palanpur, Falna, Sirohi Road, Marwar Junction, Jodhpur, Bikaner, Suratgarh and Hanumangarh.
Humsafar Express are completely 3-tier AC sleeper trains designed by Indian Railways. These are going to be overnight trains with advance facilities. These trains will feature curtains to windows which were removed from 3-tier AC sleepers. These trains will have a LED screen display which will show information about stations, train speed etc and will have announcement system as well. These train will have vending machines for tea, coffee and milk. There are facilities for charging mobiles, laptops etc. The comfort of berths will more comfortable compared with old 3-tier AC sleepers. These trains have bio toilets in compartments to make them eco-friendly. The exterior of train will have a futuristic look with the use of Vinyl sheets. There will be safety majors taken in compartments by introduction of smoke alarms and CCTV cameras.

With very little open spaces available, it was imperative that the city expanded on its outskirts. From Ganeshpur, Nanawadi, Krishi colony, Peeranwadi, the city has spread its tentacles far and wide. But where are the amenities required to sustain such an expansion?
Many residential areas still lack basic infrastructure like drainage, drinking water supply, waste disposal and roads. The people of Belagavi are known to be extremely tolerant towards the lax attitude of the political leaders whose apathy towards the development of the city, has, over the years, resulted in Belagavi becoming a massive village.

rhetoric of it being a booming metro city falls flat with the lack of basic infrastructure. If demolishing habitats and widening roads is the limit for the politician’s idea of development, then we are still in the primitive stage. Can we, as citizens of a beautiful and developing city, not expect certain amenities that will boost development even further?
Roads– Most of us have had a hell-of-a-ride on the stretch Dharmveer Sambaji Circle. All cosmetic decoration done for the VKS disappeared when various departments dug out the roads with a vengeance and forgot to make amends for the same. Sometimes we feel the old narrow road was better. This road links half of the city to the Business District, and has the ill-fate of being the worst one in the city. Roads in other parts of the city also have a similar fate.
Railway gates– For years,Belagavi has suffered patiently waiting at railway gates and wasted lakhs of productive man hours just practicing being cool in times of urgency. Why cant the people get together and agitate for this one basic and urgent need- an overbridge at the First gate and Old PB Road ? Is it too much of an expectation? Not at all considering that it will not only save petrol, time and energy, it will also streamline traffic by avoiding jams. Thankfully one RoB is under construction at Kapileshwar but only God will tell the fate of the citizens on the sides of the bridge.
Water– we have access to water only 4 months of the year or even less. Yes, since the supply is once in three days. This has been the case for the past many years. Every year, there is talk of desilting Rakaskop reservoir, but to no avail. The reservoir fills up within days and empties equally fast since it has become extremely shallow. Why cant the desilting be taken up in high summer while the city is fed through the Hidkal waters?
City Transport– It is so rudimentary, that sometimes we forget to remember that it even exists. Bad and narrow roads have resulted in the city bus service to become redundant. Ask ten people the number of their bus route and 7 of them won’t be able to tell for they have never accessed it of late. Owning a bike is far better than waiting long hours at far away bus stops. Had there been proper city transport service, the number of private vehicles would come down drastically. And then the ever troubling parking problem could have been handled efficiently.
Public Toilets– Conspicuous by their absence, public toilets are something Belagavi must feel ashamed of. The ones that are still there, are more pathetic stinking relics than functional.
Auditorium– The Kumar Gandharva Rang Mandir would have been one ideal one, if only it would be centrally located or had regular bus service. Kannada Sahitya Bhavan serves more as an exhibition center and Kala Mandir has all but lost its sheen with even ambulances, Dust bins parked inside. Where are smaller halls, auditorium and theatres that can be utilized by deserving artistes?
And when will Belagavi get a museum?
Waste disposal– The corporation banished the street-side trash bins with the intention that waste would be picked up from source. But neither has worked and the city roads are now flaunting the trash in the open ! One has to keep a tab on when the ‘Bell-cart’ arrives ( or whether it will…). In case it doesn’t, the citizens have to search for the nearest bin to dispose everyday waste. Have a look at Mahatma Phule Road, Kacheri Galli ( opp. Shakambari Temple), Market Yard, etc. where huge piles of all kinds of waste is dumped on the road and not picked up. In such a scenario, it’s a distant dream that biodegradable and non-biodegradable waste would be separately disposed.
Traffic management– the less said the better. Every few years, a new set of traffic lights are proudly erected and then are just forgotten within days. Try locating the rusting pillars at Basveshwar Circle (Goaves), at Bank of India Corner (Shahapur) or even opp. Globe theatre! A new technique adopted by the Belagavi police is placing barricades in a haphazard way on major streets after 9 p.m. One fails to comprehend what purpose it serves except that vehicles dangerously meander through them inviting accidents.
Better connectivity to Pune- Bangalore- Mumbai- Goa-Belagavi folks have always failed to get proper railway facility to these places! The remotest place in Bengal or Bihar is well connected to the country, but not a bustling city like Belagavi which has everyday business with these cities. A lone Chennamma express and the YPR Miraj express is not enough to connect us with the state capital. And there are no trains of convenient times to mention that can link us with Pune and Mumbai.
All this leads us to keep asking the question ‘WHY’? Why not… Is it too much to expect from a government that flourishes on taxpayers’ money?
Do we need to take up these causes the way Anna Hazare did or reel under these pitiable conditions perpetually? If we have the audacity of hope to dream big, we must also have the guile to demand highways for our dreams.

The people of Belagavi are known to be extremely tolerant towards the lax attitude of the political leaders whose apathy towards the development of the city, has, over the years, resulted in Belagavi becoming a massive village. All rhetoric of it being a booming metro city falls flat with the lack of basic infrastructure. If demolishing habitats and widening roads is the limit for the politician’s idea of development, then we are still in the primitive stage. Can we, as citizens of a beautiful and developing city, not expect certain amenities that will boost development even further?
There were many projects spoken of, even foundation stones laid, credit taken but the end result is still not seen.

Ring Road: In 2006 a Jaipur based company was awarded the contract but even before the work could commence the urban development ministry canceled the contract and gave it to state road Development Corporation and cases were filed. The Rs.30 crore project is now estimated to go over Rs.300 crores and one more plan suggested it to cross Rs.1000 crores.
Current status: nothing is happening
Bus stand development: The development of the Central bus stand was planned in 2008 and then in 2009 a Draft proposal was made and tenders were called in but nothing happened later. The estimated Project Cost then was Rs. 25.70 crores and was to be built on Lease-cum-Development Format Design-Build-Operate-Transfer (DBOT) basis.
According to the plan the new bus stand would have 41 bus bays, bus circulation and parking areas, auto-rickshaw lane, taxi parking lane, basement parking for private vehicles, passenger entry/ exit, Terminal building consisting of passenger circulation and waiting areas, ticket/ reservation counters, cloak room, first-aid room, waiting rooms, passenger amenities like drinking water, toilets, yatri nivas etc., restaurant, shops, kiosks and administrative offices, crew restrooms, parcel office and other facilities.
Current status: nothing is happening (no bids for call 2 also in December 2015) also included in the Smart City project proposal
Cricket stadium: The Karnataka Cricket Association international stadium at Kanbargi which was envisaged and even work had begun in April 2009. But after the initial ground leveling nothing is happening.
Current status: Ready and being utilised
Fly over / under pass near railway crossings: For years, Belgaum has suffered patiently waiting at railway gates and wasted lakhs of productive man hours just practicing being cool in times of urgency.
In 2009 the state government had agreed to bear a part of the cost of the over bridge near Kapileshwar gate and old Dharwad road. Tender process for the Rs.100 crore sanctioned by the state govt. was also sanctioned.
But not a stone has moved here. The railway authorities later said that soil there is not feasible and an underpass would be better and ordered for another proposal which is yet to be made. The local residents also opposed the over bridge. On the Dharwad road front nothing really moved.
On the question of the heavy traffic congestion at First gate, Second gate, Third gate there are NO plans actually drawn yet.
Current status: Work on RC 385 Kapileshwar road in progress since 18 months
Subways: The two subways were planned are at DC office to court and another one at fish market to Anthony school. Rs.75 lakhs each for the subway were allocated. Year of plan: 2010
Pedestrian underpass at court is operational but is not used
Current status: Fish Market plan dropped
Indoor Stadium: On the empty land of the corporation in Malmaruti an indoor stadium was to be built.
Rs.5 crore was the cost estimated for the indoor stadium. Year of plan: 2010
Current status: Work is in progress
Road widen from fish Market to Udyambag: Khanapur road from Govaves to 3rd gate is planned to widened to 120 feet. The PWD has surveyed the area and made markings on the buildings on the road. 9 crores budget allocated. The road from Fish market (near old age home) till Zad Shahapur comes under the PWD as a part of the NH 4A . The initial plan was to widen the road till Udyambag at least. But now PWD plans only widening the 2 km stretch until 3 rd gate from Basveshwar circle. Year of plan: 2009
Current status: Road widened but quality of work is very bad still incomplete in small phases. No divider as yet. Median lights installed in some stretches
FM station: A city with more than 5 lakhs population still does not have a FM radio station. Since 2008 we are waiting for a FM station. Under Phase III of the FM radio licenses the city can have upto 4 stations. Still the frequency auction has not yet taken place.

Heritage Park at Vaccine Depot: The Vaccine depot which has a long history to it came into the lime light when there were rumors that it will be good site for building the Suvarna Vidhan Soudha in August 2007. Environmentalists and nature lovers came together and raised voice that the rich heritage and the flora and fauna should be saved and preserved.
Then in 2008 it was decided that a heritage park would be built in the Vaccine Depot premises. As of today the first designs for the park are ready are put forth discussions. Belagavi architect Randhir Chowgule has designed the park which will also be home to a wide variety of birds, butterflies with plenty fruit bearing trees along with a glass house, walking and cycling tracks, an amphitheater, hanging bridges, art gallery, food courts & Sculptures would be installed at various points in the park.
Current status: Design of Heritage park ready now waiting for approval. At this rate time for completion would be another 12-24 months. Minister has reaffirmed the construction of the same in December 2013 Assembly session.

Glass House at Vaccine Depot Ready
Airport: The Sambra airport dates back to 1942, when it was under the Patwardhan Sarkar of Sangli. The Patwardhan Sarkar gave permission for establishing the air base at Sambra to the Royal Air Force (RAF) in late 1942.
In 1999 the airport was closed for modernization and extension of runway. 370 acres of land adjoining the airport has been acquired to extend the length of existing runway (537 metres). All flights were stopped from 21 November, 2011 and after that there have been no signs of any flight resumptions. The airport has been upgraded and equipped with better facilities at a cost of Rs. 3.57 crore recently but there are no flights taking off.
The airport needs an extension of runway so as to land Boeing 737-800 or A320 types of planes. The runway is already wide enough but the length is the constraint. The second taxiway near the emergency service enclave is under construction and after connecting it to the main apron it will cater to VIP terminal. The present apron is also limited for Avro or ATR. To allow a Boeing it will needs a small expansion on either southeast or southwest side of old taxiway.
Daily flights to Bangalore/Mumbai.
Runway work is completed but the ATC, APRON and New terminal buildings under construction.

Multi level Car Parking: Right from 2007 the Bapat Galli Car parking space was talked to be converted into a multi level car parking. Nothing has moved on this. Except for some tours by the corporators. Even a dream of a Vertipark (multi level parking) was shown but nothing happened on the ground. Not even an inch has moved around the car parking which now cant even hold 60 cars where as the number of cars have tripled since 2007 in the city. Parking has become a major problem and no one is looking at this a major problem and trying to resolve it.
Current status: Nothing is happening
24 x 7 Water Supply
The ambitious plan has been implemented in 10 wards and was scheduled to be expanded to all 58 wards under World bank funds.
But work on expansion not yet begun
Underground Electric cabling
Underground Electric cabling has been completed in many areas. Activated in a few areas as well.
Information Technology: The Desur IT park built in 2008 still has no IT company in it. The current state of the IT park is nothing but land for grazing cows. It is an ambitious project to begin with on 41 Acres 19 guntas land at Desur on Belgaum – Panaji Road (about 500 Mtrs. off NH).
We get to hear that about 16 applications were received and allocations would be done anytime. But with the current state of the park dont expect anything to happen there for the next two years. Now a JLR golf resort is also planned just in the vicinity of the IT park.
Current Status: Nothing its a grazing ground. KEONICS plans one more at Hindalga.
Autos by meters: This is a dream which each Belgaumite is born with since ages. The pre paid auto at railway station has not picked up. The local RTO has never shown interest in meeting the Auto owners and fixing the FARES. When the same is done in Bangalore why dont the authorities fix the FARES here. It has been decades now since the fare were fixed.
Status: Not implemented, only on paper
What also needs to be looked is at the ever growing city, its sewage and garbage problem. The city has now grown beyond compare but even still we have only one water treatment plant for the entire city with some small filtration units on local wells.
