BERHAMPUR: Railway Budget's allocation of only Rs 1,000 for the wagon manufacturing factory at Sitalapalli in Odisha's Ganjam district has raised serious "doubts" over the project's implementation.
.
The factory was announced in 2011-12 by the then Railway Minister Mamata Banerjee. Since then every year the allocation has been meager.
.

proposed project was supposed to be implemented in public-private partnership (PPP) mode and the ministry had sought around 100 acre of land. Odisha government identified around 101 acres but the groundwork is yet to start.
.
"The Centre is not sincere about the project and we are doubtful about its implementation," said senior Congress leader and former Union minister Chandra Sekhar Sahu, blaming the state for not mounting pressure on the Centre.
.
Chief Minister Naveen Patnaik expressed regret over the allocation of a token amount for the project. "He has moved the Centre to increase the amount," said BJD MLA (Berhampur) R Ch Chyaupatnaik.
.
"We hope the Centre will reconsider its decision and allocate a higher amount to expedite the much-awaited project," BJD vice-president (women wing) Mamata Bisoi said.
.
Sitalapalli is near the Jagannathpur railway station, about 20 km from here. Establishment of the wagon factory at Sitalapalli is important because Tata Steel is setting up an industrial park near it.
.
An all-weather port Gopalpur and two special economic zones have also been set up in the area. Tata Steel and Saraf Agency Ltd will be developing the SEZs.

Stating that a large part of Odisha still remained untouched by the Railways, Chief Minister Naveen Patnaik on Thursday demanded that these backward regions should be connected with the national network by sanctioning projects proposed by the State Government.
In a letter to Railway Minister Suresh Prabhu, the Chief Minister said two most important lines to connect the backward regions of Odisha are Jeypore-Malkangiri (going up to Bhadrachalam in Andhra Pradesh) and Jeypore-Nabarangpur.
The preliminary survey for these two lines had been done by the Railways and as these fall in Left Wing

Extremist-affected backward and tribal areas, the rate of return was low. The State Government has given consent to bear 25 per cent of construction cost for Jeypore-Malkangiri line and 50 per cent construction cost along with free land for Jeypore-Nabarangpur line.
This contribution bridges the viability gap of both the projects as the revised RoR has increased to 17 per cent and 19 per cent respectively, which are higher than 14 per cent cut off fixed by the Railway Ministry, he said and requested Prabhu to sanction the projects.
The Chief Minister demanded that the Sambalpur-Berhampur new line via Phulbani and Rayagada-Gopalpur rail link for which survey has been sanctioned should be declared as national projects. He requested the Railway Minister to extend the eastern dedicated freight corridor from Dankuni to Berhampur to ensure seamless movement of freight between the upcoming ports on Odisha coast including the Paradip Port and the vast northern and central hinterlands of the country.
Naveen also requested that Rail Vikash Nigam Limited (RVNL) should be asked to complete the Angul-Dubri-Sukinda and Haridaspur-Paradip rail links within the targeted timelines. Though SPVs have been formed for the two projects, the performance of RVNL is far from satisfactory, he said.
The Chief Minister said Mass Rapid Transit System (MRTS) should be introduced in Cuttack and Bhubaneswar, which are being developed as a Twin City and as per the comprehensive development plan (CDP) prepared by IIT, Kharagpur, the population will cross 2.7 million by 2021.
He said growth in different geographic areas of the State now called for a reorganisation of administrative structure of East Coast Railway (ECoR). He requested the Railway Minister to establish new divisional headquarters at Rayagada, Jajpur-Keonjhar Road and Rourkela by extending the jurisdiction of ECoR to include Banspani-Padapahar section, Bhadrak-Lakhmanath section in Khurda road division and Jharsuguda-Barsuan-Kiriburu, Rourkela-Nuagaon and Jharsuguda-Himagiri section in Sambalpur division.
The Chief Minister reiterated the demand of the State for a package of `5000 crore in the Railway Budget 2016-17.

Now official twitter account of saying these railway demands for odisha:
1. CM @Naveen_Odisha commended @PMOIndia proposal to setup NINEI at Bhubaneswar & sought early announcement & fund release for kickoff.
2. Introduce new train service from Puri to Mumbai via Sambalpur and Titlagarh (Not possible as no new trains this time).
3. DMU/MEMU services in Sambalpur-Jharsuguda-Rourkela, Cuttack-Paradeep, Bramhapur-Balasore & Rourkela-Keonjhar (Excellent demand).
4.
...
Expedite construction of Wagon Factory at Sitalapali, Ganjam.
5. Explore modalities to setup Mass Rapid Transport System in Bhubaneswar-Cuttack.
6. Modernize Bhubaneswar station, develop Naraj as green field station, upgrade Cuttack & Puri Station Buildings (CTC building is already on of the best).
7. Commence construction along Burhamura-Chakulia, Gunupur-Theruvelli and Banspani-Barbil.
8. Extend eastern dedicated freight corridor from Dankuni to Brahmapur for seamless movement of freight.
9. Railway link between Jeypore-Malkangiri & Jeypore-Nawrangpur.
10. Accord National Project status to Sambalpur-Berhampur and Raygada-Gopalpur rail link.
11. Expedite setup of JV for rail infraprojects & divisional HQs at Rayagada, Jajpur-Keonjhar Road & Rourkela.
Most greatest request:
CM @Naveen_Odisha wrote to @RailMinIndia emphasizing #Odisha as top investment destination & sought Rs5000cr allocation in Rail Budget.
Odisha deserves it because:
Odisha contributed in excess of Rs14000cr for 2014-15 to railways despite lower than national average rail density & route length.
Now that's some "noble" demands for odisha state.

In the Railway consultative committee meeting held on Tuesday at Berhampur Railway Station, several proposals were discussed regarding the development of the station.

Proposals were put forth for construction of several facilities including 15 feet shed at the entrance of the station, gates at the end of the platforms for security reasons, setting up of public toilet outside the railway station and multi-functional complex. After hearing suggestions from the committee members, Divisional Commercial Manager of Berhampur Railway Division Lingaraj Panda said, “All the proposals will be considered as per the necessities of the passengers. More importantly, the public toilet (Pay and Use) is the first thing to be taken on priority. Secondly, we will consider the safety measures that can be taken inside the Railway Station.”

The multi-functional complex, for which approval will have to be sought from Central Railway Ministry, will have vast space for parking and shops. “This will be the first-of-its kind of such complex in India. We will soon invoke the Railway Ministry regarding this,” mentioned the Divisional Railway Manager.

Additional Divisional Railway Manager A.K.Parida, Station Manager D.P.Brahma, Office Superintendent B.B.Nayak and other committee members were also present at the meeting.

Brahmapur (BAM): The Visakhapatnam-Amritsar Express which is the only direct train for Delhi from Brahmapur should run daily, said a memorandum by senior BJP leader Ram Chandra Panda to Railway Minister Suresh Prabhu during his visit to the State recently.
“We appreciate the fact that for the first time, a token budgetary approval has been granted for the proposed rail wagon factory at Sithalapalli near Brahmapur city, which eventually can be developed as a train washing facility center, so that all the trains which are meant for originating from Brahmapur can be started from the city instead of being taken to other stations like Palasa for washing.
Similarly,

till date there is no direct railway communication between Brahmapur to Rourkella. Since a large number of people from Ganjam district are working in Rourkella, the Rourkella-Bhubaneswar Rajarani Express may be extended to Brahmapur to serve the needs of the people of south Odisha,” the memorandum urged.
Around five lakh Odia people from Ganjam district are currently working in Surat in Gujarat and the only communication for them is Puri-Ahmedabad Express which runs only four days in a week, while the train connecting Puri-Jagannath dham with Dwaraka Peetha runs only once in a week causing a great deal of inconveniences to the people of south Odisha, including Ganjam district, the memorandum pointed out, demanding that the Puri-Ahmedabad train be made regular and Puri-Okha train be made tri-weekly for convenience of the passengers and pilgrims.
It further said that people who reach Brahmapur Station in the early hours suffer a lot due to lack of toilet facilities for which in front of the GRP office, a “Sullabh Souchalaya” should be opened.
The memorandum further pointed out that a narrow gauge from Palasa to Gunupur via Paralakhemundi (Gajapati district) was converted to a broad gauge at the initiative of the NDA Government. Now only a passenger train is running from Puri to Gunupur and returns back which takes about 12 hours to cover a distance of about 250 km. This being the only train catering to the needs of the people of Andhra Pradesh (Sreekakulam district) and Odisha (Gajapati district) covering a substantial portion tribal area is not useful for office goers. Hence, an Intercity Express from Gunupur to Bhubaneswar with limited stopovers may be run to facilitate the passengers of Gajapati and Rayagada districts of Odisha as well as Srikakulam district of Andhra Pradesh to reach Bhubaneswar, it urged.
The memorandum also demanded for extension of rail link from Gunupur Theruvali, an industrial pocket of Rayagada district, to connect the hinterland of the KBK districts to provide port connectivity to Gopalpur port. With this new link, the distance between KBK districts and Brahmapur will be reduced by 70 km, besides facilitating the running of Delhi-Raipur bound trains in this route. Further, the proposed extension will not only provide connectivity to the Gopalpur port and the proposed port “Bahuda Muhan” on the river mouth on Bay of Bengal, but can also serve the interior and the backward districts of Odisha, it said.

ROURKELA: With no direct train connectivity between Berhampur in Ganjam district and Rourkela in Sundargarh district, the commuters have to go all the way to Bhubaneswar to board the connecting trains to commute between the two cities.
Despite the fact that the two cities are among the largest and thickly populated urban areas in the State with strong socio-economic bonding among the people, the connectivity between the two places remains poor. At present, two non-AC buses via Aska and one AC bus via Bhubaneswar are plying for those who can afford 14-16 hours of bone-breaking journey with odd departure timings.

a reminder letter to Railway Minister Suresh Prabhu on June 6, Rourkela MLA Dilip Ray had urged the Ministry to extend the Rourkela-Bhubaneswar Rajyarani Express till Berhampur. Ray said the train reaches Bhubaneswar at 7.15 am and remains idle for about 16 hours before leaving the Capital City for Rourkela at 11.05 pm. There should not be any problem if the train travels another three hours to cover 166 kms from Bhubaneswar to Berhampur, he added.
For the last few years, the demand has been raised by several organisations, but it has failed to evoke any response from the Railways.
Prakash Senapati, a native of Ganjam district and city-based businessman, said his aged mother has not visited their hometown Berhampur for the last seven years for lack of direct train.

BERHAMPUR: Two persons from Bihar were gunned down in broad daylight near the Lanjipalli by-pass here, sending shock waves in the City on Wednesday. The youth who shot them from a close range fled the place by robbing the bike of a passerby in full public glare.
A clueless Berhampur Police was trying to piece together the incident. No one has been arrested as yet.
The incident took place at about 10 am. Police said, the two were part of a group of eight persons who had earlier got down at Chhatrapur

railway station and were on their way to Berhampur in two autorickshaws.
Investigation revealed that one of the passenger vehicles was intercepted by the assailant at gun-point. Upon seeing the fire-arm, the autorickshaw driver fled the spot, leaving four passengers in the vehicle. That’s when the youth opened fire. Two passengers sitting by the exit managed to escape while the others received multiple hits.
Police said, at least nine rounds were fired which hit the two in the head and chest killing them on the spot. Four others, who were travelling in another autorickshaw, fled the spot. The accused stopped a motorcyclist at gun-point, snatched his vehicle and sped away. The incident happened so swiftly that no one dared to intervene though there were 30 persons present at spot.
DIG (South Range) Amitabh Thakur and Berhampur SP Sarthak Sarangi visited the spot and took stock of the situation. Police also seized empty bullet cases and a mobile phone from the spot, which reportedly belongs to one Lalu Kumar of Bihar. However, it is unclear if the mobile phone belonged to the assailant or one of the deceased.
The two autorickshaw drivers told police that the eight persons from Bihar, reported to be gold merchants, hired their autos from Chhatrapur to Berhampur. But police has not been able to identify the deceased as yet although during post-mortem LK and SF were found tattoted on their shoulders. Police is believed to have got some lead into the case after contacting people whose numbers were stored in the mobile phone.
Statement of Chandra Naresh Patra, whose motorcycle was snatched by the assailant has also been recorded. Police suspect gold trade could be the reason behind the killing.
