One stand-out feature of this redevelopment project would be the construction of a 5-star hotel on top of the Railway station.
This hotel is slated to have around 300 rooms. The hotel is being built with the idea of catering to the delegates who travel to Gujarat for various summits. This would also serve as a convenient option to tourists. (Image by IRSDC)

GANDHINAGAR: Prime Minister Narendra Modi on Monday said his government is focused on development of railways shedding earlier practices wherein the ministry was used as a "bargaining tool" by the main ruling party to "distribute trophies to its allies".
"The railway was left to its fate in earlier regimes. The allies of main political party used to demand the railway ministry to join the government. The party which came to power at Centre also used the railway ministry as a bargaining tool to distribute trophies to its allies. This is a bitter truth," he said.
"Leaders

from political parties who got the control of the railways were not interested in (development of) railways and I need not say what they were interested in," PM Modi said.
The Prime Minister today laid the foundation stone for redevelopment of Gandhinagar railway station, which will get a face-lift at a cost of Rs. 250 crore and will have a 300-room five star hotel built atop.
"My government has given priority to railways... it should expand, it should be developed, get modernised and it should bring a qualitative change in the lives of common people.
"We have tried to do this in the last two years and five months. We have increased the budget of railways to double of what it was," he said.
"PM Modi listed various works done by his government to develop railways and said the pace of doubling of railway tracks has increased, besides speeding up of gauge conversion and electrification of lines.
He said free WiFi has been provided at railway stations.
The Central government is working to increase speed of trains and also striving to bring in global technology to make railways safer, as "safety is of greatest concern", PM Modi said.
"In developed countries, 70 per cent goods transportation is carried out by railways while rest by roads. However in India, 15 to 20 per cent is through railways while 70 to 80 per cent is by roads. Goods tend to get costlier when transported by roads. We are stressing on development of freight corridors," he said.
The Prime Minister also said that railway stations located in cities can be developed by constructing high-rise buildings atop them.

and Prime Minister Narendra Modi is scheduled to perform its ground breaking ceremony on January 9, a top official said.
As part of the redevelopment, there is a plan to build a five-star hotel on top of the railway station to accommodate delegates coming here to attend the Vibrant Summits held every two years.
“The project will commence as soon as Prime Minister Narendra Modi performs ground breaking ceremony at the railway station on January 9, a day before the inauguration of 8th edition of the Vibrant Gujarat Global Summit at Mahatma Mandir near the railway station,” Gujarat Chief Secretary, J N Singh said in a press conference today.
State Chief Minister Vijay Rupani has already given his go-ahead for the formation of a Special Purpose Vehicle (SPV) for the station re-development project, he added.
"The total cost of the project is estimated at Rs 250 crore. We want to complete the entire project, including the five-star hotel, before the next Vibrant Summit of 2019, so that delegates can be provided with world-class stay in Gandhinagar,” said Singh.
The station is being developed through the SPV between Government of Gujarat and Indian Railway Stations Development Corporation Ltd (IRSDC). The proposed name of the SPV is Gandhinagar Railway & Development Corporation Ltd (GARUD), the official said.
“The project includes redevelopment of the railway station and construction of a 300-room five star hotel in the airspace above the railway track. The hotel will have three towers. Total height of the hotel will be around 65 meters, highest in state capital,” Singh said.
Providing details about the financial components of the SPV, Additional Chief Secretary, Industries and Mines, P K Taneja told reporters that the state government will hold the majority share with 74 per cent, while Ministry of Railways will hold 26 per cent.
“Both, the Railway Ministry as well as Gujarat Government, will invest Rs 50 crore each, while we will take loan of Rs 120 crore to complete the project. Since the hotel will be just 10 kms away from Ahmedabad airport, we expect that it will get a very good response from business delegates and other tourists upon completion,” Taneja said.

A five star hotel on the top of Rly station is like my 15 year old dream partially coming true. I had dreamt of a budget and a decent hotel at all the important stations of IR for (lower/Middle/upper middle class people) who travel by rail, and not a 5 star one.
.
Such hotels can be constructed at atleast 500 stations over IR network and can give IR an annual revenue in multiple of Rs 10,000 Crore, if properly implemented.
.

Budget hotel should also be constructed at Gandhi nagar so that a large number of people can be benefited.

AHMEDABAD: The proposed bullet train between Mumbai and Ahmedabad will have to ferry 88,000 - 118,000 passengers per day, or undertake 100 trips daily, for the Railways to keep it financially viable, according to a report by Indian Institute of Management Ahmedabad (IIM-A).
.
The report, titled, "Dedicated High Speed Railway (HSR) Networks in India: Issues in Development," states that if the Railways set the ticket price at Rs 1500 for 300km drive per person fifteen years after the operation, it will have to ferry between 88,000 and 110,000 passengers every day to

ensure that it repays the loans with interest on time.
.
Japan has offered a concessional loan of Rs 97,636 crore to fund about 80 per cent of the project cost with a repayment period of 50 years beginning from the 16th year of operation at an interest rate of 0.1 per cent.
.
For the remaining 20 per cent loan, the authors assume 8 per cent average rate of interest (on Rs 20,000 crore to be funded by Centre). Japan has offered a 15-year moratorium on loan, so revenue concerns for the Indian Railways will arise from the 16th year, the authors state in the paper.
.
The total distance covered by the train will be 534 kilometres.
The paper has been jointly authored by faculty members G Raghuram, professor of the institute's Public Systems Group, and Prashanth Udayakumar.
.
Fifteen years after the bullet train becomes operational, while the actual operating cost is not known, the paper assumes two scenarios by pegging operating cost at 20 per cent and 40 per cent of revenue.
.
"So if the Railways earn Rs 100 revenue, Rs 20 or Rs 40 will go for maintenance, and remaining surplus money will go for cash payment of loan with interest. Now, to cover the loan with operating cost in two scenarios, we consider passengers travelling an average 300 kilometres. In this case, we will need 88,000-118,000 passengers respectively for both the scenarios," Raghuram said.
.
"Typically one train carries 800 passengers, so to carry 88,000 passengers daily, you will need to take a total 100 trips, or 50 trips each way. So, we need three trains every hour in each direction," he said.
.
As per the paper, "there are many positive benefits and externalities of the HSR which would be useful in India's overall aspirational development."
