11,600 – or 59.64 per cent – where from UP’s North Central Railway, Bihar’s East Central Railway, North Eastern Railway, Kolkata-based Eastern Railway and the New Delhi-based Northern Railway. When inquired about the prime reasons behind these delays, records said that these trains were halted due to causes within the control of the Railways department such as collateral damages, track issues, operational glitches and the ongoing maintenance works.

Even best considered trains of the country including Rajdhani trains, which runs of priority of path, were affected by these delays. Compared to the same period last year, the punctuality rate of Rajdhani trains are said to have dipped by 8.61 per cent to 78 per cent in April-May.
.
The report also listed some other prominent trains catering to the east were hit by these delays in April-May. The names include:
.
i. Shramjeevi Express – one of the most opted superfast train connecting New Delhi to Rajgir in Bihar via Varanasi and Patna, was delayed by more than one hour some 22 days in May, clocking a punctuality rate of 4 per cent.
.
ii. Magadha Express – considered to be one of the oldest trains linking New Delhi to Islampur in Bihar, logged almost a ‘zero percent’ punctuality rate during this period.
.
iii. Not just in May, but the situation were similar in June, too, with the Northeast Express, connecting New Delhi to Guwahati via Bihar running 14 hours behind schedule on June 8. On the same day, the Anand Vihar-Bhagalpur Garib Rath Express reached its destination 10 hours late.

Speaking to Indian Express on the condition of anonymity, Railway officials said that these delays, which often stretched to 15 hours, marked the worst performance by the Indian Railways in the recent year, excluding the fog-hit months of winter season. Justifying the delays, Railway Board Member (Traffic), Mohammad Jamshed said that the east-bound trains ran late because of the speed restrictions imposed due to a lot of planned work on the tracks related to maintenance and capacity augmentation.

“Trains, especially to eastern India, are getting delayed. That’s why our overall punctuality has taken a hit. But that’s mostly because a lot of planned work of doubling of lines as well as maintenance are going on for which trains have to run as slow as 20 km per hour at various stretches,” Jamshed said.
.
“This pain is temporary as work on capacity augmentation and maintenance are necessary and cannot be taken up once the monsoon sets in,” he added further.
.
The Railways has 33 categories of reasons for delays and seven out of them are not in its control. These reasons are alarm chain being pulled, protests on the tracks, bad weather, accidents, and law and order. The report further stated that in May only 8 per cent of the delays were due to the planned work, whereas 10.22 per cent of the delays were due to track related issues which include maintenance and safety-related speed restrictions

“Then there are causes over which we have no control, like when the Maoists called a bandh in the Dhanbad division for 10 days. Security agencies advised us to run at reduced speeds in those areas. Once a train gets delayed, it has a rippling effect on all other trains, creating a loop of late trains,” Jamshed said.
.
However, the data reflects that in May only 3.04 per cent trains were delayed due to law and order problems. According to Railways rules, a user can see train-running status of only up to two days, but records examined shows that the worst graph during the April-May was that of Hajipur (Patna)-based East Central Railway, which services Bihar and Jharkhand. As per the arrival data of this region, the punctuality rate dipped to almost 50 per cent during this time which means every second Bihar- Jharkhand train was running late.

Here is the punctuality details of other sectors in the east for April-May period:
.
i. Kolkata-based Eastern Railway marked a punctuality rate of around 69.8 per cent, which is a 7.9 per cent dip compared to the same period last year.
.
ii. Gorakhpur-based North Eastern Railway, which includes Lucknow and Varanasi divisions, dipped by 7.9 per cent to clock 63 per cent punctuality.
.
iii. Guwahati-based Northeast Frontier Railway’s punctuality rate was clocked at 74 per cent which is again a dip of 8.4 per cent from this period last year.

East Central Railways general manager, DK Gayen Indian Express, “Yes, there are delays. But whenever capacity augmentation work takes place, various speed restrictions come in because of which trains have to run at low speeds. It’s temporary. If you see, the situation has started getting back to normal in the past two-three weeks.”

According to one agency, it punctuality rate -365 & 12391 Shramjeevi Exp earlier running almost RT and punctuality rate was more than 80 % but last 3 months Northern Railway Delhi is not ready to take before 9 am because there is washing line and pit line problem in Delhi hence they took at 9.00 instead of 5 am and send directly to secondary maintenance. Main delay area , Lucknow outer 1 hours to 2 hours and Moradabad =Delhi one hour to 1.30 hrs, total late: 3 hours to 4 hours daily. GUWAHATI, June 14 - After having made some major strides in bringing down its energy bill by the use of alternative and renewable energy, the Indian Railways has now taken steps to strengthen the solid waste management system and is implementing a number of measures under the Swachh Bharat programme in this part of the country.
A Northeast Frontier Railway (NFR) official told The Assam Tribune that while house-to house-collection of solid wastes and composting of bio-degradable waste started at Maligaon Railway Colony back in 2015, the contractor employed failed to perform as per standards and so the contract was terminated in March this year.

Officials said that adoption of the Solid Waste Management Rules, 2016, has wide implications in the Railways as most of the big colonies and stations will now fall within the purview of the Rules.
“In the Railway areas, the organisation must manage the waste generated within the Railway premises. The problem is that besides presence of a large number of unauthorised occupants within the Railway premises, there is also the issue of disposal of garbage by outsiders within the Railway premises. Then there is the question of charging user fee as mandated by the Solid Waste Management Rules, 2016, from Railway employees, markets, unauthorised markets, unauthorised occupants,” sources said.
They added that efforts are being made to reduce generation of waste, involve the society, and promote reuse of plastic bags to ensure overall reduction of plastic.
Officials said that as part of the implementation of the Rules, each waste generator in the Railway premises must segregate waste into three components – dry, wet and domestic hazardous – and all households, hospitals, workshops, sheds, and others have to comply with this.
“ The Medical department will ensure door-to-door collection of segregated waste in three separate containers. There will be no garbage disposal contract in future, but integrated work covering all the gamut of the Rule. After house-to-house collection of segregated garbage, the dry refuse will be recycled or sold to authorised waste picker or the authorised recyclers, while the wet refuse would be used for composting, vermiculture, or any other suitable means,” officials said.
NFR officials added that various initiatives are also being implemented as part of the Swachh Bharat mission. “Clean Train Station (CTS) scheme has been implemented in Guwahati, New Jalpaiguri and Katihar stations where coaches are cleaned through mechanised means during halts,” said NFR Chief Public Relations Officer Pranav Jyoti Sharma.
He said that On Board Housekeeping Services (OBHS) for maintaining cleanliness of coaches on board has been provided in 50 pairs of trains.
“More trains will be provided with this facility shortly. Coach Mitra, an app-based system of receiving complaints from passengers on cleanliness, watering, amenity, linen, petty repair and electrical problems and for their prompt disposal is in operation in 50 pairs of trains,” he said.
Sharma added that mechanised laundry for providing clean linen to passengers has already been commissioned in Kamakhya and New Jalpaiguri coaching Depots.
“Another mechanised laundry at Dibrugarh is expected to be functional shortly,” said the NFR CPRO.

रतलाम। मंडल से शीघ्र ही साप्ताहिक ट्रेन इंदौर-गुहावटी चलने वाली है। इसके लिए रेल राज्यमंत्री मनोज सिन्हा ने पिछले माह इंदौर में घोषणा की थी। ट्रेन जाते समय 48 घंटे तो आते समय 49 घंटे में अपना सफर पूरा करेगी। 24 डिब्बों वाली इस ट्रेन में एलएचबी डिब्बे होंगे।
मंडल के परिचालन विभाग से मिली जानकारी के अनुसार रेल राज्य मंत्री की घोषणा के बाद अब ट्रेन की समय-सारणी बनाने की प्रक्रिया शुरू हो गई है। सोमवार को समय-सारणी लेकर मंडल रेल प्रबंधक मनोज सिन्हा दिल्ली भी गए है। असल में दिल्ली में मंगलवार को देशभर के डीआरएम की रेल मंत्री व रेलवे बोर्ड के साथ बैठक होना है। इस दौरान ही मंडल द्वारा बनाई गई समय-सारणी को मंजूरी दी जा सकती

मंडल के अधिकारियों के अनुसार इंदौर से चलने के बाद ट्रेन महाकाल की नगरी उज्जैन, नवाबों की नगरी भोपाल के अलावा कानपुर, लखनऊ, बनारस, बलिया, छपरा, पटना होते हुए गुहावटी जाना व आना करेगी। फिलहाल रतलाम से पूर्वी भारत के लिए गांधीधाम-कामाख्या व भावनगर-आसनसोल चलती है। इस ट्रेन के चलने के बाद मंडल का पूर्वी भारत के राज्य असम की राजधानी से सीधा संबंध हो जाएगा।

GUWAHATI, May 21 - Substantial increase in transport of coal, foodgrains and fertilisers from the region under the Maligaon-headquartered Northeast Frontier Railway (NFR) helped the zone register a small growth in its year-on-year cumulative revenue earnings from freight traffic during 2016-17.
NFR’s revenue earnings from freight traffic on an originating basis stood at Rs 1,182.08 crore in 2016-17 compared to Rs 1,149.85 crore in previous financial year of 2015-16, resulting in an annual increase of 2.8 per cent.

“In the previous fiscal, there was a substantial fall in earnings from freight. However, this year, products like coal and foodgrains have shown better results. The low base has also helped in taking the numbers higher. In addition, the expansion of the railway network in recent years is finally starting to show the impact with regard to freight traffic,” said an official.
The NFR earned Rs 164.13 crore from transportation of 0.83 million tonnes of coal in 2016-17, as against an earning of Rs 108.87 crore from transportation of 0.54 million tonnes of coal in the previous fiscal. This is the first time in the last three or four years that freight traffic of coal from the region has gone up on an annual basis.
Coal continues to be a major source of earning from freight traffic for the NFR. Besides coal, mineral oil, foodgrains and raw materials for steel plants formed the biggest component of freight traffic of the NFR zone.
In 2016-17, the NFR transported 0.62 million tonnes of foodgrains earning Rs 139 crore, as against 0.64 million tonnes in 2015-16 for Rs 106.10 crore.
In the last fiscal, NFR earned Rs 446.43 crore from transportation of 3.07 million tonnes of mineral oil (petroleum oil and lubricants). In 2015-16, the figures from mineral oil had stood at Rs 469.22 crore and 3.01 million tonnes.
Besides, it also earned Rs 142.02 crore from 1.26 million tonnes of raw materials for steel plants, Rs 63.64 crore from 0.66 million tonnes of cement, Rs 25.11 crore from transportation of 0.31 million tonnes of fertilisers, Rs 32.19 crore from 0.09 million tonnes of container service and Rs 169.56 crore from 2.75 million tonnes of other goods in the period between April 2016 to March 2017.
Overall, in the 2016-17 fiscal, the Indian Railways’ cumulative revenue earnings from freight traffic touched Rs 1,04,474 crore, a dip of over four per cent on an annual basis.
Experts believe that freight traffic and earnings can get a boost with expansion of the rail network to interior parts of the Northeast.
“Railway network is being expanded to remote areas of the Northeast. Faster completion of double-tracking work, along with timely completion of other projects, will provide further fillip to freight traffic in the region as well as helping the local economy of the Northeast,” said an official.

GUWAHATI, May 20 - The first ‘Yatri Ticket Subidha Kendra’ of the Northeast Frontier Railway (NFR) zone was inaugurated at Athgaon here on Thursday by Promod Kumar Jain, Divisional Railway Manager, Lumding Division of NFR.
This is an outsourcing scheme of the Indian Railways and allows entrepreneurs to set up railway ticket sale counters and to sell both reserved and unreserved tickets. The Ministry of Railways has come up with this scheme with a view to expanding facilities for issue of railway tickets through computerised Passenger Reservation System (PRS)-cum-Unreserved Ticketing System (UTS) terminals which are called Yatri Ticket Subidha Kendras.

Tickets obtained at the Yatri Ticket Subidha Kendra can be cancelled in any railway station.
