BENGALURU: With less than a week to go for the first Railway budget in 92 years to be merged with the General Budget, the Bangalore Railway Division has sent across its wishlist to the Centre for inclusion in the Pink Book (the official register of the Indian Railways).
Chief among the demands are a train connecting Hubballi with Mysuru via Bengaluru, three doubling projects and increased allocation for passenger amenities.
Speaking to Express on the doubling projects, Ashok Gupta, Chief Administrative Officer, Constructions, South Western Railway, said, “The doubling of the
existing line between Yeshwantpur and Baiyappanahalli via Hebbal will help us run more trains along this busy stretch. The 22-km line will require funding of Rs 170 crore.”
Another doubling line between Baiyappanahalli and Hosur that will cost Rs 375 crore has also been requested.
“This will be a 48-km line and will immensely help passengers commuting between the two cities regularly,” Gupta added. A 41-km second line between Penukonda and Dharmavaram via Nagasundaram that will cost Rs 294 crore has also been sought, he said.
Sanjiv Agarwal, Divisional Railway Manager, Bengaluru Railway Division, said, “To decongest the packed Chamundi Express that leaves from Krantiveera Sangolli Rayanna (KSR) station in the evenings, we have requested a day train that would connect Hubballi to Mysuru via Bengaluru. It is expected to be sanctioned.”
When asked if any more new trains were sought, the DRM said, “It is not possible to run more trains as we have already reached a saturation point. Hence, we have not requested for more.”
The Division has also sought funding to upgrade Platform 5 and 6 of the Banaswadi station and carry on yard-related work. “The platforms are very small and this is posing a problem to trains coming from Kolar. We need Rs 11 crore for it but even if Rs 3 toRs 4 crore is released, we can begin work on it,” he said.
Agarwal also said that Bengaluru was hoping to get more funding to improve passenger amenities across its Division. “We received very less for it in the previous budget and could not carry out many improvements,” he added.
The South Western Railway Zone (Bengaluru, Hubballi and Mysuru Railway Divisions) as a whole received only Rs 33 crore for passenger amenities in the 2016-17 Railway Budget whereas, it had received nearly Rs 90 crore in the 2015-16 budget, pointed out a top railway official. “We are hoping for Rs 100 crore for the SWR Zone for passenger amenities alone so that Bengaluru gets at least Rs 30 to Rs 40 crore allocated out of it,” he said.
Asked about what tops the amenity, the official said KSR, Cantonment, Yeshwantpur and Krishnajapuram stations require digital passenger information boards.

SWR has really gone wrong in setting the TT of New UBL - SBC- MYS Express, It wont help UBL people in any sense, It will rather act as a new FAST PASSENGER...... Instead they could have gone with following TT : as BGM - SBC - MYS SF Express
BGM : 18:30
UBL : 21:30/45
SBC : 06:10/25
: 09:30
I know, the TT between SBC and MYS would clash between SBC and MYS, but would give better patronage to the train between BGM and SBC when compared to a day train between this route with just 47 AVg..... where in a normal train has atleast 53 kmph avg....
NO proper plans are laid by SWR in BGM - SBC section to make it comfortable....
* Adding stops to 12725 and 16590, has make them miserable to travel.....
* A new SF is required to make it comfortable to travel.

Under public pressure to start a suburban train service in Bengaluru, the South Western Railway (SWR) is likely to introduce new trains on two existing lines that connect the city centre with the suburbs.
More trains could run from Bengaluru City to Bangarpet (via Whitefield) and Ramanagaram, given the feasibility to operate the services on the two lines. The two lines have been listed under Phase A, Stage 1, of the Bengaluru suburban railway project, whose detailed project report (DPR) was prepared by RITES, a Central government-owned engineering consultancy.
“After several rounds of
discussion with the railways, it has been decided to introduce new trains on these lines on priority. This can be done faster using the existing infrastructure.
It’s also possible to add more trains on the Yeshwantpur-Tumakuru railway line,” a state government official, who oversees the city’s suburban project, told DH.
Phase A, Stage 1, entails introduction of seven new services or replacement of 15 existing conventional trains with Mainline Electric Multiple Unit (MEMU) trains. This will cost Rs 360 crore and needs the approval of the state Cabinet, he noted.
“Once the state government agrees to fund the project, it will take six to eight months to procure a rake (a group of coaches) and complete the signalling work. The electric-powered trains have engines and can move in both directions without having to take a turn like conventional trains,” the official said.
An extensive suburban train project for Bengaluru has been proposed to be spread over three stages and estimated to cost Rs 9,000 crore. It involves commuter train services from Bengaluru City to Hosur (41 km), Doddaballapur (37 km), Ramanagaram (46 km), Tumakuru (64 km), Chikkaballapur (57 km), Bangarpet (84 km) and Nelamangala (27 km).
According to K N Krishna Prasad of Karnataka Railway Vedike, all lines except the Lottegollahalli-Hosur stretch (via Hebbal and Banaswadi) are doubled and electrified, which makes it easy to introduce the suburban train services.
Urban mobility analyst Sanjeev Dyamannavar, however, said more commuter trains on the two routes would be of little help unless the railways prioritised them over outbound services. “Besides conventional passenger trains, the city has three MEMU and DEMU trains each. It would be difficult for people to switch to commuter services unless the SWR increases their frequency,” he added.

The commissioner of railway safety is set to begin on Tuesday a two-day statutory inquiry into Friday’s Bengaluru City-Ernakulam Inter-City accident.
Sources in the railways said either overspeeding or a snag in the link between the bogies might have caused the accident, which killed 10 persons.
If the overspeeding theory gains credence, the blame may fall on the locomotive engine driver, who claimed that he applied sudden brakes seconds before the accident.
onus is on the driver to explain to the commissioner why he applied sudden brakes. If he wasn’t overspeeding, then the weaker connectivity between D8 and D9 coaches could be the reason for the accident,” sources added.
The train derailed at 7.35am on Friday at Bidaregere, 40 km from Bengaluru.

So many reasons doing the rounds : Boulder on tracks, over speeding, poor condition of coaches/coupling, sudden braking. Unfortunately no answers still found. Lets hope something good comes out of the enquiry.

Officials welded rather than replaced cracked rail that was reported a day before
The South Western Railway officials could have easily averted the Bangalore-Ernakulam In tercity Express tragedy which claimed 9 lives and left around 18 passengers injured.
The train accident could have been prevented if the officials had replaced the track, on which a crack was reported a day prior to the accident, rather than just welding it.
to documents available with Bangalore Mirror, railway officials were aware about a 25 mm rail cut that had been reported by a light engine loco pilot Durgesh Kumar a day before the accident.
The unsatisfactory features (USF) of Bangalore Division circulated among the railway officials on Thursday, dated February 12, which is available with Bangalore Mirror reads: “Rail cut at km 169800-900 between HSRA-AEK reported by GDR of down CLE at 10.00hrs. LP-Durgesh Kumar, DG-M Ravi. Temporary attended at 10.15hrs and imposed SR 20kmph same was restored at 14.00hrs.“
Sources claimed that after Durgesh informed about the crack, the inspectors should have rushed to the spot immediately (they could be far away from the spot) and they should have brought new rails along with proper machinery to replace the fractured one.
Usually when such kind of rail fracture happens, normal restoration time is 24 hours. Once a cut is reported, new rails are brought to replace it. Once they are replaced, they are tested and officials should not allow any train move ment for 24 hours.
However, officials fearing delay that such a replacement would ensue went for the faster option of wielding the cuts. Normally the welding process for one cut is minimum 75 minutes and it is double for the two cuts.
It was confirmed that the officials should have taken up replacement of rail (track) instead of repairing it.
An official said, “In such train accident cases a number of officials are transferred, but in the Ernakulam tragedy so far no action has been initiated. Now the officials who repaired the rail have come under the scanner. All the officials right from supervisor's senior en gineers, coordination engineer, chief engineer (track) are liable to face the music under the enquiry.“
The commissioner for railway safe ty, southern circle SK Mittal will be conducting the enquiry into the accident at the divisional manager's office near city railway station on Tuesday.
When contacted, divisional railway manager (Bangalore) Anil Agarwal said, “The cut portion was repaired and there is no such rule that the traffic should not be allowed for 24 hours. If supervisor feels that the cut can be repaired in one hour and then traffic can be allowed but during raeaire time caution speed limit of 29 kmph is displayed.“
He said the repaired portion was intact even after the accident.
“The portion was repaired with fish plates which were normally used during the old times,“ he said.
Most of the casualties were reported from coach D8. The officials claimed that the said coach was not of anti-telescopic design. If it was anti-telescopic is design it would not have got crushed the way it did. The anti-telescopic concept of the coach stipulates that the roof, side wall, end wall and the underframe are joined together by welding, to form an unbroken coach shell.
The USF of Friday which was released on Saturday said that the Ernakulam intercity which derailed at km 169700800 between Hosur-Anekal section one loco and 9 coaches got derailed.
According to the USF report 1 to 5 coaches derailed and slanting on side and out of the track 6th and 7th derailed and telescoped. 8th and 9th derailed, it said.

DAY AFTER Porters Labour Through The Night To Remove Mangled Remains | New Line Laid
Porters Senthil Kumar and Venugopal Palani from Hosur haven't rested since they arrived on the spot around Friday noon. Sitting on a small hillock near the track on Saturday, Senthil said he'll never forget what he'd seen here.
“We didn't pull out injured persons or shift the bodies. Still, we experienced painful moments as we came across blood and gore on berths and floors of bogies.We've been on the job for over 11 hours but we ensured that
the tracks are cleared,“ Senthil, 40, told STOI.
A day after the Bengaluru-Ernakulam Inter-city derailed at Bidaregere, Anekal, around 40km from Bengaluru, there was a trial run on the repaired tracks when a 51 bogie, empty goods train chugged over it around 1.55 pm. Earlier, around 200 railway porters worked through the night and shifted the seven mangled bogies to the side and helped others repair the track.
“Around 200 porters from Tamil Nadu and Bengaluru were entrusted with the work of shifting the bogies. We began around 7pm Friday and by 8am Saturday, the last bogie, D8 (which claimed nine lives) was lifted and kept aside. We were so tired that we slept before heading to our homes today,“ they said from the makeshift tent erected near the accident site.
A generator supplied power through the night and two cranes lifted the bogies. “Before lifting the bogies, the mangled tracks were removed. Then, we cleared other hard material like broken wheels, axles, battery boxes, suspension springs, broken berths, smashed windowpanes and other material.Then, three huge metal chains, suspended from the crane hook, were tied to the bogies. The crane lifted the bogies and helding them to stop them swaying,“ another porter explained.
Porters made sure the bogies don't slip back on the tracks. “Officials decided to place the bogies next to the track. But the place was a little steep and we levelled the ground so that the bogies don't slip,“ he pointed out.
When they cleared the track by 8.30am Saturday, the next crew swung into action. A 150-member team led by divisional engineers laid new tracks. “It's a broad gauge track and the difference between the tracks should be 1,676 mm (5 ft 6 inches). Since tracks were laid on the curve, careful measurements were made,“ engineers said.
Divisional Railway Manager Anil Agarwal told STOI that a new track has been laid for nearly 300 metres.“Tracks and plates have been fitted and passenger trains will be allowed from Saturday evening,“ he said.
Porter Kenchalappa was tense when the test-run train rumbled along the newly laid track. Porters cheered when the last bogie crossed them. A senior official clarified there was no boulder found at the spot. “We didn't come across any boulder during the two-day operation.Some technical reason could be the cause of the accident,“ he said.
More than 15 survivors of the Bengaluru ­Ernakulum Inter-city accident are in recovery mode, though battling with shock. They're admitted to Narayana Health, Sparsh hospital, Sanjay Gandhi Institute of Trauma and Orthopaedics, Oxford Medical College Hospital and Research Centre. Vasudevan, 70, from Trissur who fractured both his legs is likely to undergo surgery at the Sanjay Gandhi Institute on Monday.“The victims are responding to treatment,“ said a spokesperson from Narayana Health.

Two Keralites who died and six others from the State who were injured following Friday morning’s derailment of Bangalore-Ernakulam intercity express near Hosur have been identified.

Bengaluru: At least 11 passengers were killed and more than 60 injured, several critically, when eight bogies of the Bangalore-Ernakulam Inter City Express derailed near here today after a boulder fell on the track.
The Karnataka ADGP Dr. Rajvir P Sharma confirmed that the death toll in the train accident has risen to 11. The dead bodies have been moved to Anekal Government Hospital.
The three Keralities who were killed in the accident have been identified as Ittiyara Antony (57), Thrissur native Aman (9) and Ernakulam native Devassy (60).
mother Sharmila is among the critically injured and has been admitted in the Anekal Government Hospital.
The post-mortem is expected to be conducted at the Victoria Hospital in Bengaluru.
The train had left Bengaluru at 0615 hrs and derailed at 0735 hrs between Anekal Road and Hosur on Bangalore City-Salem Section, about 45 km from Bengaluru, Railways said.
Relief and rescue operations are on in full swing with medical teams from both Karnataka and Tamil Nadu on the spot. Police and Railway officials said efforts were being made to reach those trapped inside the derailed bogies.
The injured have been rushed to hospitals in nearby Hosur and Bengaluru, they said.

Law Minister Sadananda Gowda has reached the accident site, near the border of Karnataka and Tamil Nadu.
Kerala Transport Minister Thiruvanchoor Radhakrishnan said that he has asked the KSRTC (Kerala State Road and Transport Corporation) to inform all the bus depots in the state to enable facilities for the relatives of the deceased and the injured to travel from Kerala to the accident site.
He also said that as the Railway traffic has been interrupted due to the accident in Bengaluru, he has informed the Karanataka State Road and Transport Corporation to allow bus facility to enable the passengers from the train that was involved in the accident to be taken to their destinations.
The Railway Board Chairman had been directed to evacuate all stranded passengers, besides which medical help had been rushed, he said.
Prime Minister Narendra Modi expressed his condolences to the families of the deceased through his following tweets:
"All rescue teams are here, including police, medical and Railways. All measures have been taken to rescue the trapped persons," Karnataka Home Minister K J George said.
Railway Minister Suresh Prabhu ordered an inquiry into the derailment of the Bangalore-Ernakulam Inter City Express and announced a compensation for the families of those killed in the mishap.
An inquriy into the mishap will be conducted by Commissioner (Railway Safety), he said.
The Minister said he would be visiting the accident site to personally monitor the operation.
Expressing grief over the mishap, the minister announced a compensation of Rs two lakhs for the families of the deceased.
While Rs 50,000 would be given to those severely injured, Rs 20,000 would be given to those who suffered simple injuries.
The statement that Railway released said: "As many as eight coaches of Train No.12677 Bengaluru City – Ernakulam Junction Inter City Express have been derailed at about 07.33 hours onbetween Hosur and Anekal Road stations in Bengaluru Division of South Western Railway.
The following coaches of the above train have been derailed: - D-8, D-9, D-10, D-11, two AC Chair Cars and two unreserved coaches.
Karnataka Government rushed several ambulances to the spot and launched rescue operations.
The injured trapped in derailed bogies were being removed and rushed to hospitals in Bengaluru and nearby Hosur, sources said.
It has been reported that a rescue team consisting of 250 personnel from Salem division have set off to the accident site. Ten fire engines, four cranes and 15 ambulances are on their way to the site. The Railway authorities have also sought the help of National Disaster Response Force.
Sources have said that the persons killed are from the D8 bogie. It has also been reported that there were around 108 Keralites travelling in D8 and D9 bogies.
Cyriac Mathew, a passenger from the train, said: "Around nine coaches bogies derailed. The worst affected was the coach D-8. I could see the bodies of two men and a woman in the coach...," said Mathew.
"Police and the ambulance arrived an hour after the accident," Mattew said.
He said some passengers have suffered minor injuries and that rescue operations are underway.
"The most affected coach is now being cut open," said Mathew, who is a regular on the train. He said the train was not very crowded.
Tweets from passengers showed that two bogies of the train rammed into others. Passengers also complained that authorities were slow to respond.
Weekend passengers, who were heading to Kerala were in the train.
The incident occurred around 150 kms from Salem Railway division.
