Is this the entire article? How soon is it gonna happen?

Trains from Hubballi to Varanasi, Mysuru to be introduced
Minister of State for Railways Manoj Sinha has promised to consider favourably a demand for introducing a train between Hubballi and Mangaluru to provide connectivity between the coastal and interior regions of Karnataka.
Replying to a demand by Pralhad Joshi, MP, at a ceremony to release a stamp brought out by the India Post to commemorate the 150th birth anniversary of the saint Hanagal Kumaraswamy here on Friday, Mr. Manoj Sinha said that he would try his best to consider this demand and see

that a train was run between these two cities of the State.
Saying that this demand had been made by people of this region as well as that of the coastal belt, Mr. Joshi said that Hubballi was already connected with Mysuru and Bengaluru by train and the department of Railways has also fulfilled the demand for introducing new trains to Varanasi and Mysuru.
He has also urged the Minister to consider another demand for introducing the train between Hubballi and Mangaluru.
Later, Mr. Joshi told The Hindu that he had briefed the Minister regarding the need for running a train between Hubballi and Mangaluru via Arsikere junction.
Earlier, a train was running between Mangaluru and Miraj via Hubballi and it was stopped during the gauge conversion works. The Minister has been urged to reintroduce this train.
Later, this train could be diverted via Ankola once the works of laying a railway track between Hubballi and Ankola was completed.
Mr. Joshi also announced on this occasion that the Ministry of Railways has fulfilled the demand for providing a train between Hubballi and Varanasi (Kashi) and a day train between Hubballi and Mysuru. Both of these trains would be flagged off at a function to be held here on May 23, he said.
The trains from Hubballi to Varanasi and Mysuru will be flagged off at a function on May 23

But that has worst timings from YPR to UBL, BGM. I think even people who want to go to BGM dont catch it as it starts very early & it takes too much time.
There used to be a Suvidha Spl which used to depart YPR at 20:45, UBL-5:00, BGM-7:45, that should be regularised.

Also the only reliable train on Sundays from BGM, UBL to SBC is RC, KSK sometimes gets delayed. & Fridays from SBC to UBL/BGM the only train present is RC in the night, getting ticket in Vasco exp is too difficult and it doesn't go till BGM.
SWR has to run a daily SF with timings similar to:
YPR-21:00
UBL-5:00
BGM-
...
7:30
Return: BGM- 19:00
UBL-21:30
YPR/SBC-5:30
But return will clash its timings with KSK, RC.

South Western Railway’s move reduces journey time by just 10 minutes
The South Western Railway’s decision to divert Train No. 16515 Yeshwantpur-Karwar tri-weekly express via Nelamangala and Shravanabelagola instead of Tumakuru and Arsikere reduces journey time by just 10 minutes. At the same time, its decision to revise the departure timing of Train No. 16575 Yeshwantpur-Mangaluru Junction Gomateshwara Express from 7.50 a.m. to 7.10 a.m. would extend journey time by 40 minutes.
The SWR on Saturday announced the diversion of Yeshwantpur-Karwar-Yeshwantpur tri-weekly express via the shortest route with effect from June 2 from
...
Yeshwantpur and June 3 from Karwar. Instead of the 7 a.m. departure, the train departs from Yeshwantpur at 7.10 a.m. on Mondays, Wednesdays and Fridays to reach Mangaluru Junction at the existing time of 5.40 p.m. It takes 1.48 hours to traverse 19 km between Bantwal and Mangaluru Junction.
The departure timing of Yeshwantpur-Mangaluru Junction Gomateshwara Express has been revised to match the timing of Train No. 16515, where Gomateshwara Express is made to leave Yeshwantpur at 7.10 a.m. to reach Mangaluru Junction at the existing arrival time of 5.30 p.m. (10.20 hours).
However, the diversion speeds up the return journey of Train No. 16516 Karwar-Yeshwantpur tri-weekly express.
The train leaves Mangaluru Junction at 11.30 a.m. on Tuesdays, Thursdays and Saturdays instead of 11 a.m., to reach Yeshwantpur at 8.30 p.m. instead of 10 p.m.
Similarly, there is no change in the departure and arrival timing of Train No. 16576 from Mangaluru Junction and Yeshwantpur (11.30 a.m. and 8.30 p.m.) respectively. There is no change in days of service and timing of Tain No. 16515/165116 between Mangaluru Junction and Karwar.
Prolonged wait
Sources in SWR pointed out that the journey time of Karwar-Yeshwantpur Express has been reduced by 1.30 hours with the diversion. The trains, both Yeshwantpur-Karwar Express and Yeshwantpur-Mangaluru Junction Express, have to wait for a long time to enter Mangaluru Junction Station, which comes under southern railways thereby, lengthening the journey hours. If the southern railways agrees to receive the trains early, the journey hours would be reduced, sources added.
Vinay Kumar, member of SWR’s Zonal Railway Users’ Consultative Committee, regretted that the diversion did not reduce journey hours and lamented that the zone is unresponsive to commuters’ needs.

Starting early by 40 minutes at YPR, taking 2-1/2 hours for Puttur and MAJN and odd arrival time at KAWR will make it unpopular. Logic is totally lacking.

Observers believe that by diverting the Yeshwantpur-Karwar-Yeshwantpur tri-weekly Express, South Western Railway is attempting to save on one train, since it was bound to run the Bengaluru-Mangaluru day express daily as announced by the then Railway Minister D.V. Sadananda Gowda.
Railways introduced the Yeshwantpur-Mangaluru Junction-Yeshwantpur service as a tri-weekly from April 9 and by diverting Karwar tri-weekly Express on the new route, would claim six-days a week service between Bengaluru-Mangaluru, they added.

KARNATAKA Kudla Express finally flagged ofF
The Yeshwantpur-Mangaluru Junction-Yeshwantpur Tri-Weekly Kudla Express (16575/16576) was finally flagged off in Mangaluru on Sunday.

Karnataka by Udupi Rail Yatri Sangha president R.L. Dias. South Western Railway had undertaken before the court to run the train by March 31.
Speaking on the occasion, Mr. Sadananda Gowda said that he had to boycott the Bengaluru-Hassan new line opening ceremony last month in Mangaluru as the Kudla Express was not introduced the same day. He had told Mr. Prabhu that he would not attend any Railway function till the Kudla Express was introduced.
Responding to MLC Ivan D’Souza’s grouse about Mangaluru Central not being made a world-class station, Mr. Sadananda Gowda said that the world-class concept is not followed at present. Instead, Mangaluru has been chosen in the first batch of 400 A1 and A category stations to be upgraded by Railways, he said.
Mr. Prabhu also inaugurated electrification of the rail line between Mangaluru and Chervathur, doubling of line between Jokatte and Panambur, and railway goods siding at Thokur.
Mr. Prabhu also witnessed signing of a loan pact between Konkan Railway and a consortium of lenders comprising State Bank of India and Exim Bank for a loan of Rs. 1,2000 crore.
KRCL will take electrification of its 748 km route network at a cost of Rs. 1,510 crore. While the Centre will provide Rs. 310 crore, the balance will be met through the loan.

1510 crores for 748 Kms. Isn't it 1 cr per Km? Even considering the problems of KR route, isn't the amount high?

Amount appears to be a bit on higher side, may be due to hilly terrain of KR.

Residents of the coast are disappointed with its departure time from Mangaluru Junction.
Leaving Mangaluru Junction at 11.30 a.m. and reaching Yeshwantpur at 8.30 p.m. will not help Mangaloreans, said G. Hanumanth Kamath, president of West Coast Rail Yatri Abhivriddhi Sangha.
It should have ideally started before 7 a.m. and reached Bengaluru at 4 p.m., he said.

Seven stations, including Bengaluru, Mysuru and Mangaluru, have the facility
Very soon, 12 more railway stations in the State would get high-speed free Wi-Fi facility for passengers. Seven major stations in the State have the facility now.

with the task of installation of Wi-Fi facility at 400 stations across the country in collaboration with Google, under the Digital India initiative of the Union government.
Presently, free Wi-Fi is available at KRS Bengaluru City, Yeshwantpur, Mysuru, Hubballi, Mangaluru Central, and Kalaburagi stations through RailTel. Belagavi station has got the facility under the MPLAD scheme. With each access point covering up to 40 metres, all platforms, passenger concourse and entrance of the stations are covered, according to South Western Railway’s chief public relations officer E. Vijaya.
In 2017–18, the Railways would provide the facility at Vijayapura, Ballari, Dharwad, Hosapete, and Vasco da Gama (Goa) stations in Hubballi division; Bengaluru Cantonment (to be commissioned shortly), Bangarpet, Kengeri, Krishnarajapuram, and Sri Satya Sai Prasanti Nilayam stations in Bengaluru division; Davangere and Shivamogga Town in Mysuru division, and Mangaluru Junction station in Palakkad division of Southern Railway.
Seventeen more stations would be covered in the next financial year. They are Bagalkot, Gadag, Koppal, Londa, and Toranagallu in Hubballi division; Banaswadi, Hindupur, Hosur, Mandya, Tumakuru, and Yelahanka in Bengaluru division, and Arsikere, Birur, Bhadravathi, Harihar, Haveri and Hassan in Mysuru division.
One can get Internet access with speeds up to 1 Mbps for upload and 3 Mbps for download for the first 30 minutes. Subsequently, the speed reduces to 64 Kbps, but, one could access railway-related sites through WiFi for information such as PNR, and train inquiry, throughout the day.
