11,600 – or 59.64 per cent – where from UP’s North Central Railway, Bihar’s East Central Railway, North Eastern Railway, Kolkata-based Eastern Railway and the New Delhi-based Northern Railway. When inquired about the prime reasons behind these delays, records said that these trains were halted due to causes within the control of the Railways department such as collateral damages, track issues, operational glitches and the ongoing maintenance works.

Even best considered trains of the country including Rajdhani trains, which runs of priority of path, were affected by these delays. Compared to the same period last year, the punctuality rate of Rajdhani trains are said to have dipped by 8.61 per cent to 78 per cent in April-May.
.
The report also listed some other prominent trains catering to the east were hit by these delays in April-May. The names include:
.
i. Shramjeevi Express – one of the most opted superfast train connecting New Delhi to Rajgir in Bihar via Varanasi and Patna, was delayed by more than one hour some 22 days in May, clocking a punctuality rate of 4 per cent.
.
ii. Magadha Express – considered to be one of the oldest trains linking New Delhi to Islampur in Bihar, logged almost a ‘zero percent’ punctuality rate during this period.
.
iii. Not just in May, but the situation were similar in June, too, with the Northeast Express, connecting New Delhi to Guwahati via Bihar running 14 hours behind schedule on June 8. On the same day, the Anand Vihar-Bhagalpur Garib Rath Express reached its destination 10 hours late.
.
Speaking to Indian Express on the condition of anonymity, Railway officials said that these delays, which often stretched to 15 hours, marked the worst performance by the Indian Railways in the recent year, excluding the fog-hit months of winter season. Justifying the delays, Railway Board Member (Traffic), Mohammad Jamshed said that the east-bound trains ran late because of the speed restrictions imposed due to a lot of planned work on the tracks related to maintenance and capacity augmentation.

“Trains, especially to eastern India, are getting delayed. That’s why our overall punctuality has taken a hit. But that’s mostly because a lot of planned work of doubling of lines as well as maintenance are going on for which trains have to run as slow as 20 km per hour at various stretches,” Jamshed said.
.
“This pain is temporary as work on capacity augmentation and maintenance are necessary and cannot be taken up once the monsoon sets in,” he added further.
.
The Railways has 33 categories of reasons for delays and seven out of them are not in its control. These reasons are alarm chain being pulled, protests on the tracks, bad weather, accidents, and law and order. The report further stated that in May only 8 per cent of the delays were due to the planned work, whereas 10.22 per cent of the delays were due to track related issues which include maintenance and safety-related speed restrictions

“Then there are causes over which we have no control, like when the Maoists called a bandh in the Dhanbad division for 10 days. Security agencies advised us to run at reduced speeds in those areas. Once a train gets delayed, it has a rippling effect on all other trains, creating a loop of late trains,” Jamshed said.
.
However, the data reflects that in May only 3.04 per cent trains were delayed due to law and order problems. According to Railways rules, a user can see train-running status of only up to two days, but records examined shows that the worst graph during the April-May was that of Hajipur (Patna)-based East Central Railway, which services Bihar and Jharkhand. As per the arrival data of this region, the punctuality rate dipped to almost 50 per cent during this time which means every second Bihar- Jharkhand train was running late.

Here is the punctuality details of other sectors in the east for April-May period:
.
i. Kolkata-based Eastern Railway marked a punctuality rate of around 69.8 per cent, which is a 7.9 per cent dip compared to the same period last year.
.
ii. Gorakhpur-based North Eastern Railway, which includes Lucknow and Varanasi divisions, dipped by 7.9 per cent to clock 63 per cent punctuality.
.
iii. Guwahati-based Northeast Frontier Railway’s punctuality rate was clocked at 74 per cent which is again a dip of 8.4 per cent from this period last year.
.
East Central Railways general manager, DK Gayen Indian Express, “Yes, there are delays. But whenever capacity augmentation work takes place, various speed restrictions come in because of which trains have to run at low speeds. It’s temporary. If you see, the situation has started getting back to normal in the past two-three weeks.”

ALL GMs are making people fool. Real research shows 12401/02 Magadh Exp running late more than 4 to 5 hours since 2010 delayed only due to least preference train declared internally by North Central railay, Northern railway and East Central Railway. According to one agency, it punctuality rate -365 & 12391 Shramjeevi Exp earlier running almost RT and punctuality rate was more than 80 % but last 3 months Northern Railway Delhi is not ready to take before 9 am because there is washing line and pit line problem in Delhi hence they took at 9.00 instead of 5 am and send directly to secondary maintenance. Main delay area , Lucknow outer 1 hours to 2 hours and Moradabad =Delhi one hour to 1.30 hrs, total late: 3 hours to 4 hours daily. Poor efficiency of controller and lack Guard and Drivers are mainly responsible for all delayed in Eastern bound...

पटना : राजधानी व दूरंतो एक्सप्रेस से कमाई बढ़ाने को लेकर शुरू की गयी फ्लैक्सी फेयर बहुत प्रभावी साबित नहीं हो रही है. इसको देखते हुए पटना सहित पूरे भारत में चलनेवाली राजधानी, शताब्दी व दूरंतो एक्सप्रेस ट्रेनों में फ्लैक्सी फेयर हटाने की तैयारी की जा रही है. सामान्य से डेढ़ गुना अधिक किराया होने के कारण रेल यात्री हवाई सफर का रुख कर रहे हैं.

इन ट्रेनों में यात्रियों की संख्या में कमी दर्ज की जा रही है. पहले की तुलना में अब वेटिंग लिस्ट भी काफी कम जा रही है. रेलवे सूत्रों की मानें, तो कमाई की बजाय रेलवे की किरकिरी होते देख मंत्रालय ने बोर्ड को विचार कर हटाने का निर्देश जारी किया है. फ्लैक्सी फेयर हटाने और नहीं हटाने को लेकर रेलवे बोर्ड के अधिकारी दो भागों में बंट गये हैं. दानापुर मंडल के एक अधिकारी ने बताया कि रेलवे बोर्ड में अधिकारियों का एक वर्ग फ्लैक्सी लागू रहे, इसको लेकर अड़ा है. इसलिए राजधानी, शताब्दी और दूरंतो में खाली बर्थ भरने के लिए विकल्प योजना की बात कह रही है. इसमें मेल ट्रेनों में प्रतीक्षा वाले यात्रियों सेअतिरिक्त किराया लिये सफर का मौका दिया जा रहा है. वहीं, दूसरा पक्ष विकल्प वाले फाॅर्मूले के कामयाब

फ्लैक्सी फेयर से राजधानी, शताब्दी, दूरंतो एक्सप्रेसों में खाली बर्थ का मुद्दा मार्च महीने में संसद में उठ चुका है. खुद रेल मंत्री ने स्वीकार किया है कि राजधानी में पांच और शताब्दी में 20 फीसदी बर्थ खाली जा रहे हैं. रेलवे सूत्रों का कहना है कि फ्लैक्सी फेयर से कमाई के बजाय रेलवे की खराब छवि से रेल मंत्री सुरेश प्रभु भी खुश नहीं है. इसको देखते हुए अगले दो महीने यानी अगस्त तक इसे बंद करने की बात चल रही है.
लक्ष्य की तुलना में कमाई हुई कम
रेलवे को फ्लैक्सी फेयर से सालाना एक हजार करोड़ रुपये अतिरिक्त कमाई होने का अनुमान था. लेकिन रेल यात्रियों ने इसे सिरे से खारिज कर दिया. इस लिए पिछले छह माह में महज 300 करोड़ रुपये की आय हुई है. इसके अलावा इन ट्रेनों में यात्रियों की संख्या भी घट रही है. हालांकि पूर्व मध्य रेलवे का दावा है कि यहां भले ही टिकट की वेटिंग लिस्ट में कमी आयी है, लेकिन रेवेन्यू व यात्रियों की संख्या में कमी नहीं आयी है.
सितंबर, 2015 से हुआ था लागू
रेलवे मंत्रालय ने राजधानी, दूरंतो व शताब्दी एक्सप्रेसों में 9 सितंबर, 2015 से फ्लैक्सी फेयर का नियम लागू किया गया है. पटना रेलवे रूट से पटना-राजधानी व डिब्रूगढ़ राजधानी एक्सप्रेस और पटना कोलकाता दूरंतो एक्सप्रेस का परिचालन किया जाता है. जबकि, वर्तमान में पूरे भारतीय रेल के कुल 16 जोनों को मिला कर 25 राजधानी, 22 दूरंतो और 38 जोड़ी शताब्दी एक्सप्रेस ट्रेनें चलती हैं.

समझें फ्लैक्सी फेयर का किराया

अगर किसी ट्रेन में कुल 100 बर्थ है, तो पहले 10 बर्थ का किराया 100 रुपये सामान्य रहेगा. उसके बाद 11 से 20 बर्थ का 110 रुपये, 21 से 30 बर्थ का 120 रुपये, 31 से 40 बर्थ का 130 रुपये, 41 से 50 बर्थ का 140 रुपये होगा. शेष बाकी बचे बर्थ का 150 रुपये किराया यात्रियों को देना होता है.

क्या कहते हैं अधिकारी

यह सही है कि फ्लैक्सी फेयर से

टिकट की वेटिंग लिस्ट व रेवेन्यू में थोड़ी बहुत कमी आयी है, लेकिन इससे यात्रियों को काफी फायदा हो रहा है. क्योंकि, टिकट कंफर्म नहीं होने की स्थिति में यात्री दूसरे विकल्प चुन सकते हैं. हालांकि, इस नियम को हटाने की बात भी चल रही है, लेकिन पूर्व मध्य रेलवे में अभी इस तरह का कोई आदेश रेलवे बोर्ड से नहीं आया है. बोर्ड से आदेश आने के बाद ही यहां नियम को लागू किया जायेगा.

Instead of having different fares for the same train on the same day, they should have different single fare for the same train on different days. Base fares should be increased upfront for all passengers for high demand dates - e.g. festivals, long holidays, events etc. e.g.
(1) Bangalore Chennai AC3T fare is 650. For Friday evening trains, this fare can go upto 800 for all passengers even if booked 4 months in advance, for Sunday evening trains, this can be 720.

(3) Sunday morning Pune Mumbai trains should cost less than regular fares.
Railways has a lot of data on demand. So they should be able to design the fares and earn revenue.

its traffic potential cannot be taken as traffic potential of all routes of IR. IR forgot to take cognizance of this basic fact.
* IR is already charging more for about 30% berths under Tatkaal scheme for last minute passengers, logically flexi fare scheme is unwarranted. Had they gone for flexifare, it should not have been so harsh. putting 90% seats in flexifare is a mockery of normal fares. Atleast 50% of seats should have been sold at normal fare and max. surcharge should be 20-25% and not 50%
* IR, a govt organisation which carry "poor" at 25% of costing want to charge 150%-400% from "middle class" under the name of flexifares and Suvidha/PT is too much. India have very high taxation for a very small % of public, and IR is also trying to follow the same path. It may be noted that even a rich country like France subsidise the TGV HST passengers. Not satisfied with decent profit fron ac classes (in spite of inefficient working), IR want to profiteer from middle class people, most of whom are already severely taxed by Govt.

According to GE, the 1,000 locomotives will be delivered to Indian Railways over the next 10 years at the rate of 100 locomotives a year. Initially, 40 of the twin-cab 1,676 mm gauge locomotives will be exported from the US.
GE Transportation will supply 700 locomotives of 4,500 HP and 300 of 6,000 HP. The project is part of a $2.6 billion contract that the Ministry of Railways had awarded in November 2015. The locomotives will start arriving in India at the end of this year GE has subjected them to rigorous testing.

GE is building its locomotive factory in Marhowra, Bihar. This factory will be used to manufacture the rest of the locomotives from the third quarter of 2018.
GE claims that the new set of locomotives will "significantly modernise India's rail infrastructure". GE is also building maintenance sheds at Roza in UP and Gandhidham in Gujarat.
The 4,500 HP locomotive will have dual cabs. On the other hand, the 6,000 HP locomotive will be equipped with a single cab. The locomotives will have amenities such as air-conditioning. The locomotives will be able to attain a maximum speed of 100 km/hr.

पटना [जेएनएन]। इस इलाके में 120 साल से ट्रेनें आग के दरिया के ऊपर से गुजर रही थी। हर दिन हजारों यात्रियों की जान खतरे में रहती थी। आज इस खतरे का द एंड हो गया। हम बात कर रहे हैं धनबाद और चंद्रपुरा रेल लाइन पर बुधवार रात से ट्रेनों के परिचालन के बंद किए जाने की।
धनबाद-चंद्रपुरा रेल रूट बुधवार की आधी रात से बंद कर दी गई है। दरअसल, यहां की कोयला खदानों में जमीन के भीतर आग लगी हुई है। इस कारण जमीन धंसने की आशंका है। इसका खुलासा 2005 में ही हो चुका था, लेकिन सरकार को रेल परिचालन बंद करने का फैसला लेने में और 12 साल लग गए।

रात से इस रेलखंड पर 13 मेल-एक्‍सप्रेस व छह पैसेंजर ट्रेनें बंद कर दी गई हैं। अचानक रूट बंद होने से यात्रियों में आक्रोश देखा जा रहा है। जनाक्रोश कितना गहरा है, इसका अंदाजा इसी से लगाया जा सकता है कि गुरुवार को केंद्रीय मंत्री पियूष गोयल की यात्रा रद कर दी गई है।
रूट पर ट्रेनों का परिचालन बंद होने के कारण भागलपुर का रांची, धनबाद, बोकारो, सेथिया आदि जगहों से रेल से संपर्क टूट गया है। दस-बारह साल पूर्व भागलपुर से रांची ट्रेन सेवा शुरू की गई थी। रेल सेवा भंग होने की स्थिति में भागलपुर के लोगों को रांची, धनबाद, बोकारो के लिए सड़क मार्ग पर ही निर्भर रहना पड़ेगा।
भागलपुर के स्टेशन अधीक्षक ओंकार प्रसाद ने बताया कि निदेशक जेनरल (माइंस सेफ्टी) ने पूर्व रेलवे के मुख्यालय को सूचित किया है कि धनबाद और चंद्रपुरा के बीच माइंस के अंदर आग लग गई है, जिससे जमीन धंस रही है। ऐसी स्थिति में ट्रेन परिचालन से ट्रैक धंस सकता है। इससे ट्रेन दुर्घटना हो सकती है।
