CHENNAI: The Southern Railways has effected a major change in train schedule to allow work on the proposed fifth and sixth lines between Chennai Central and Basin Bridge Junction. As many as 17 express trains, with stopovers at Chennai Central, will be diverted via Perambur, Vyasarpadi and Korukkupet stations with a stop at Perambur from September 6 till October 7. (See box)
There will be no local EMU services from Madras Moore Market Complex on September 17-18 because of mega traffic blocks at Moore Market suburban terminal on those days. EMU services towards Avadi-Tiruvallur-Arakkonam-Tiruttani will run from Chennai Beach.

addition, train number 12840 Chennai Central-Howrah Express is to start from Chennai Beach at 11.45pm instead of from Chennai Central from September 6 till October 7. The return train 12839 Howrah-Chennai Express is rescheduled to arrive at Chennai Central at 5-15am. The work will possibly delay all express trains reaching Chennai Central from September 6 to September 26 by 15-20 minutes.
The fifth and sixth lines are needed as movement of trains in the Moore Market Complex-Basin Bridge corridor is already constrained as both EMU trains as well as long distance express trains have to share the existing track. Addressing a press meet on Saturday, Anupam Sharma, divisional railway manager, Chennai division said, “The fifth and sixth lines will provide a separate corridor for EMU trains towards Arakkonam to ensure uninterrupted movement of suburban trains thereby reducing commuting time for passengers besides enhancing the sectional capacity.” Work on the two additional lines had been sanctioned for `30.53 crore and was expected to be completed this financial year itself, he added.

ICF created a new record of manufacturing 2,005 coaches in FY16, more than the combined output of two other coach manufacturing units Rail Coach Factory, Kapurthala, Punjab and Modern Coach Factory, Rae Bareli, UP
Set up in 1952 in collaboration with Swiss Car & Elevator Manufacturing Co., Schlieren, Switzerland, ICF (Integral Coach Factory) at Perambur, Chennai began production in 1955. It rolled out its 50,000 thousand passenger coach just a couple of months ago. In the process it also created a new record of manufacturing 2,005 coaches for the year FY16, more than the combined output of two other coach manufacturing units viz. RCF (Rail Coach Factory), Kapurthala, Punjab, and MCF (Modern Coach Factory), Rae Bareli, UP. It is now poised
...

to reach greater heights in FY17 targeting 2,400 coaches of no less than 69 variants.
Historically, ICF has had a very strong design office as it went into business much before RDSO (Research Design and Standards Organisation)-railway’s premier R&D facility in Lucknow-got into top gear. Moreover being miles away from Lucknow, dire neccessity forced it to develop its own design expertise which has enabled it over the years to come up with a string of designs to suit varied needs be it for railways, defence, or the export market.
From production of passenger coaches to manufacturing of EMUs (Electric Multiple Units) for Kolkata’s suburban system in 1962-63, was a short but a significant step for ICF in ‘Make-in-India’, as till then EMUs were being imported for Mumbai’s suburban system from varied sources such as, Metro Cammel of UK, Italy’s Ansaldo Breda, and Japanese firm Hitachi.
The design team proved its mettle when it manufactured 72 more coaches for India’s first ever metro system at Kolkata in 1981-82, with a unique system for collecting current from a third rail automatic door closing mechanism. This was followed by repeat orders in 1989-90 and once again in 2010, this time for 13 of fully air-conditioned eight coach rakes similar to those running on Delhi metro.
As the only premier rail coach manufacturing facility in Southeast Asia, ICF succeeded in getting its first export order for meter-gauge bogies from Thailand in 1967, followed in quick succession by orders from Burma, Thailand, and Taiwan. Graduating to complete coaches, it began with 113 coaches for Taiwan, followed by 383 meter or cape gauge coaches and 361 bogies to Burma, Phillipines, Vietnam, Taiwan, Tanzania, Uganda, Nigeria, Bangladesh, Mozambique, Angola, and Zambia. The latest order being a score of six-coach DEMU (Diesel Electric Multiple Unit) rakes for Srilanka in 2010 -12 for R126 crore.
ICF’s product mix comprises of locomotive hauled passenger as well as special purpose viz. military ward cars for defence, OHE maintenace tower cars, double-decker coach, self-propelled accident relief trains etc. It has also the distinction of being the only facility in the world which builds self-propelled coaches with all three types of traction viz. electric, diesel-electric and diesel-hydraulic.
First dual voltage AC-DC EMU for Mumbai was rolled out in 2000-01, and recently 384 fully air-conditioned three-phase EMU coaches with automatic door closing mechanisms and other state-of-art passenger amenities, including 12 with indigenous propulsion system have been supplied to the Central Railway. They are presently undergoing extensive trials before being placed in active service, and are to be followed by another lot of 39 AC EMU 12 coach rakes for MUTP Phase-2 Project.
A brand new facility built a couple of years ago now churns out LHB (Linke-Hoffman-Buche) stainless steel body coaches. About 500 are programmed for manufacture this year for upgradation of premier routes to 160 kpmh speed, as had been announced by Suresh Prabhu in his last budget speech. Time is now ripe for an aggressive bid for exports to at least South-Asian and African nations which are badly in need of rail coaches, but are not rich enough to pay big bucks for ‘Bullet’ or other similar trains of high speed variety.
A SPV (Special Purpose Vehicle) set up under railway ministry could leverage the vast resources of ICF, RCF, MCF and a host of ancillary units to not only earn foreign exchange and improve railway’s bottom line, but also provide a major boost to PM’s ‘Make-in-India’ initiative.

Perambur: The unprecedented rains in Chennai have hit production at Chennai’s Integral Coach Factory (ICF), a premier manufacturing unit of the Indian Railways.
However, ICF expects to make up for the production loss in the next three months. The factory produced 135 coaches in November against a planned 160-170. It will end December with a shortfall of 25-30 coaches, said General Manager Ashok K Agarwal.
There was no major damage to equipment but there was a minor impact on sensors and materials. It is too early to give an assessment of the full

extent of the damage, he said.
The rains first affected production on November 13, flooding commissioning and furnishing bays and the shop floor. Employees could not reach the factory.
As a result, production was affected badly for three days, said Agarwal.
The downpour on December 2 and the flooding that followed meant employees again could not reach the factory, and there was no power supply. Power was restored to the workshop only on Tuesday morning, he said.
“As of today, things are under control. We are now running the factory at full capacity. We will catch up for the loss in the remaining three months,” he said. The loss of three days will be compensated by working for three days during the month-end, he said.
The Railway Board has set ICF a production target of about 1,800 coaches for the current financial year, but “we are planning to make 2,000 coaches”, he said. On an average, ICF produces six-seven coaches a day.
Vendors hit
Agarwal apprehends that some of the PSU’s vendors in Chennai may have been badly affected by the rain.
“We are yet to get the full picture about our vendors,” he said. “The condition of vendors is worse than ours as their factories are located in places like Ambattur, which was flooded more. This will also affect ICF,” he said.

Perambur, Chennai: Chennai : Integral Coach Factory (ICF), the prestigious unit which manufactures coaches for Indian Railways turned out to be an attraction place on Friday, when the valedictory function of ICF’s diamond jubilee celebrations was held in its premises.
Union Minister of State for Railways Manoj Sinha flagged off the first indigenous three phase AC electric train set (EMU-Electric Multiple Unit). The first electric train set with indigenous three phase propulsion system for Bombay sub-urban train has been designed and manufactured at ICF.

provide better travelling experience for the commuters. Sinha said the design and manufacture of the new electric train is in line with ‘Make in India’ campaign being taken up by Prime Minister Narendra Modi. ‘I congratulate every worker involved in the making of this train’, he said.
The Union Minister said that with the valedictory function of the diamond jubilee celebration falling on 2 October, it puts a more responsibility on ICF. It is on this date that birth anniversary of two noble personalities Mahatma Gandhi and Lal Bahadur Shashtri falls. They strived hard for the welfare of the nation and following their path, ICF too can work for the betterment of this country in its own way, he said.
A special postal cover on ICF and three books namely ‘Tracing the Roots,’ ‘Coffee Table Book’ and ‘ICF Product Catalogue’ were also released by the Minister.
ICF general manager Ashok Kumar Agarwal said it was on 2 October 1955 that first coach was rolled out of ICF, which was inaugurated by then Prime Minister of India Pandit Jawahar Lal Nehru. It was on 2 October 1962 that furnishing division was inaugurated, and since then, the organisation has come a long way with presently having a capacity to manufacture 2,000 coaches per year.
Railway Board member (Electrical) Navin Tandon said ICF has made strides on the energy saving front. ICF could bring down the energy spent on manufacturing a single coach from 10,000 units to about 6,850 units.
Chief Post Master General of Tamilnadu Circle Charles Lobo said the specially launched postal cover contains a railway coach and this will be exhibited at all philately exhibitions to inform people about the history of ICF. He also suggested installing CCTV cameras in railway mail service vans to ensure safety of parcels being transported and prevention of theft.
This will go a long way in retaining the trust of the people on the postal system and railways, he said. Railway Board member (Mechanical) Hemant Kumar and ICF chief mechanical engineering L C Trivedi were among those present.
In the diamond jubilee years, ICF has not only emerged as a hub of rail coach production, but has also redrawn the skyline of Perambur and its surroundings. M/s Swiss Cars and Elevator Manufacturing Corporation, Zurich, has to be thanked for letting Perambur occupy a place in railway history. This was the company that transferred technology for broad gauge coach building to India, to the Perambur Coach Factory (as ICF was called for a while) in 1949.
There was no looking back thereon. Bullock carts carried machinery from Chennai Port to ICF in 1949. The barren lands slowly made way for full-fledged workshops in 1955 when the first Prime Minister of India Jawaharlal Nehru (along with Indira Gandhi) came to Perambur and inaugurated the ICF (shell division) on October 2, 1955. In barely seven years, ICF had produced 1,000 coaches and expanded into a furnishing division as well, employing over 16,000 workers who settled around the factory. Soon the few settlements turned into colonies, turning Perambur into one of the most densely populated parts of the city. So began the rise of ICF and how Perambur acquired relative fame .
QUEEN ELIZABETH VISITED ICF
ICF’s date with history has more to it than record production and development of the neighbourhood. Even the likes of Queen Elizabeth II, the first Premier of the People’s Republic of China, Zhou EnLai, spiritual leader Dalai Lama and many more set foot in this vast industrial estate.
STARTED WITH 375 SHELL CAPACITY
ICF had humble beginnings: it started with a capacity of 375 shells in 1955 (its 100th coach being inaugurated in 1957). Today it has set a unique record of producing the maximum coaches in one place, 1,622 in 2013 alone (48,708 till September 2014). Be it the first non-AC coach (1961) or Rajdhani (1980) or Garib Rath (2006) or the Palace on Wheels and Maharaja Express, everything was crafted to perfection with nails and hammers at the ICF workshop.
Perambur was once a vast stretch of barren land with a few people settled there. Neighbouring Anna Nagar, now a premium micro-market, was so uninhabited that the Railway Protection Force had used it as a firing range then. It all changed between 1949 and 1955, the formative years of the Integral Coach Factory (ICF), which turned 60 on October 2.
A railway coach is a mere sheet of cotton steel, wound as a gigantic coil, before its birth. We see it waiting to be loaded into a cut-to-length machine at the shell division of the Integral Coach Factory at Perambur. The coach begins its journey at the grease-stained floors of the factory — it will soon travel across the nooks and crannies of our country and abroad. Engineers and technicians here prepare it for the countless journeys it will undertake during its lifetime of 25 years. We spend a day rubbing shoulders with these men who’ve probably spent most of their lives in the company of machines than with people.
“Watch your step. Be very careful,” instructs senior section engineer P. Sreeramulu as he leads us into the mammoth shell division, our first stop. Here is where the outer skeleton of the coach is made. Man and machines work together to create a rectangular metal masterpiece that will be embellished with curtains, fans, cushioned seats and more at the fabrication division a little distance away.
At first sight, the sheer magnitude of machinery, fascinates. The sounds sweep over us — clang! bang! drrr! zap! clackety-clack! We step inside to be embraced by the smell of metal and oil. Technicians nod at us as they turn a knob here and control a conveyor there.
Sreeramulu, a mechanical engineer who began his career at the ICF, remembers days when the unit had more people than machines. But as the years rolled on and technology advanced, machines helped cut down the workforce. “From 16,000, the workforce is now over 12,000, of which 20 to 25 per cent is women,” he explains.
A 1,000-ton hydraulic press rams at a sheet, which will later be a side pillar; a laser cutting machine sculpts metal to mechanical precision; a profile bending machine gives shape to the roof… the metal creature that’s shaped before our eyes gradually grows in size. At the assembly wing, units including the under frame, coach bottom and the bogie are fit to shape the skeleton of the coach.
But all the drama happens at the fabrication unit. Several coaches, in various stages of undress, wait to be made-up. The trademark blue curtains peep from just done-up windows; a labourer seats himself on an upper berth of a coach, his head behind a curtain of wires; two technicians are busy chattering away as they do the electrical wiring… the men travel from one coach to the other adding elements to what was once a lifeless metal frame.
Technician K. Prabu is testing the controls at the driver’s cabin — he scribbles something in his notepad as he nods to himself. He pats the shaft with a red button at the handle. This structure, that’s part of the ‘master controller’ of the train, is the single most important switch that’s responsible for every movement of the train.
“It’s called the ‘dead man release’,” explains Prabu. “The driver will hold it down to put the train in motion. If he releases it, the train will come to a stop.” The name is derived from the fact that if the driver releases the button, it means he’s in grave danger.

The Government Railway Police, Perambur has converted a booth at the Vysarpadi railway station into an after-school centre
A small police outpost at the Vysarpadi railway station is the new study room for a small group of children. Here, they complete their homework and read books.
They also have a ‘new teacher’, a woman constable attached with the Government Railway Police (GRP), Perambur range, to often them ‘tuitions’.
The

initiative, said to be the first-of-its-kind started by the GRP at a railway station, is aimed at providing a facility for children from low-income groups in the neighbourhood to inculcate the habit of reading after school hours and to use their time more productively.
The programme also seeks to prevent children from Vysarpadi, one of the crime-infested areas in north Chennai, to take to a life of crime.
“We have seen children at the slum tenements in Vysarpadi spending their after-school hours on the railway tracks,” said GRP (Perambur) inspector, S.Sekar, who initiated the programme.
The outpost can accommodate around 15 children.
The room has a blackboard and posters explaining the safety measures to be followed while travelling and road safety rules. The outpost is open for children between 5 p.m. and 7 p.m. with two instructors including V.Bharathi, a woman GRP constable, on duty. The children say they like the new study room.
“The outpost is calm with better lighting to allow us to do our homework and study with concentration,” said S. Devi, a class VI student.
The police personnel say such initiatives will go a long way towards training children right living.
“With the police being involved in their lives, these children would not be approached anymore by criminals with the view of recruiting them for their gangs,” said GRP’s special sub-inspector, G. Adhi.
These children also help the police in the process, informing them about regular offenders.
“Our children have a safe place to study after the school hours and they also guide the police in understanding their subjects at the outpost,” said S. Murugan, a resident of Vysarpadi.
GRP Perambur invites volunteers to offer these children training in spoken English and vocational disciplines.
