విశాఖపట్నం: విజయనగరంలో జిల్లాలో జరిగిన ఘోర రైలు ప్రమాదం కారణంగా పలు రైళ్ల సమయాల్లో, వెళ్లే మార్గాల్లో మార్పులు చోటు చేసుకున్నాయి. కొన్ని రైళ్లు మొత్తానికే రద్దుకాగా మరికొన్ని రైళ్లను దారి మళ్లిస్తున్నారు. ధన్‌బాద్‌ అలెప్పీ ఎక్స్‌ప్రెస్‌, హతియ యశ్వంత్‌పూర్ ఎక్స్‌ప్రెస్‌లను టిట్టాగఢ్‌-రాయ్‌పూర్‌-నాగ్‌పూర్‌ మీదుగా దారిమళ్లించగా.. నాందేడ్‌-సంబల్‌పూర్‌ ఎక్స్‌ప్రెస్‌ను కుర్టా రోడ్డు-అంగుల్‌ మీదుగా దారి మళ్లించారు. ఇక రాయ్‌గఢ్‌-విశాఖ ప్యాసింజర్‌, విశాఖ-కోరాపుట్‌, సంబల్‌పూర్‌-నాందేడ్‌ రైళ్లు రద్దు చేశారు. మరోపక్క, కోరాపుట్‌-విశాఖ రైలును రాయగఢ్‌ వరకే పరిమితం చేశారు.
అయితే, ట్రాక్‌ పనులపై డీఆర్‌ఎం చంద్రలేఖ ముఖర్జీ వివరణ ఇచ్చారు. సాయంత్రానికి ట్రాక్‌ పనులు పునరుద్ధరిస్తామని చెప్పారు. రైలు ప్రమాదంపై సాక్షి టీవీతో మాట్లాడిన ఆయన రైలు ప్రమాదం విచారణ కమిటీ వేసినట్లు వివరించారు. ప్రమాదంపై ఇంకా ప్రాథమిక నిర్ధారణకు రాలేదని ఆయన అన్నారు. ఛత్తీస్‌గఢ్‌లోని జగదల్‌పూర్‌ నుంచి ఒడిశా రాజధాని భువనేశ్వర్‌ వెళ్తున్న హీరాఖండ్‌ ఎక్స్‌ప్రెస్‌ కొమరాడ మండలం కూనేరు సమీపంలో శనివారం రాత్రి 11.30 గంటల సమయంలో పట్టాలు తప్పింది. దీనితో ఇంజన్‌ సహా పలు బోగీలు బోల్తా పడ్డాయి. నాలుగు బోగీలు పక్క ట్రాక్‌పైనే వెళ్తున్న గూడ్స్‌ రైలును ఢీకొట్టాయి.

Railway projects worth Rs 10,736 crore were cleared by the government today for improving infrastructure in various states, including Uttar Pradesh and Gujarat that go to polls next year.
The projects, including three for doubling of existing rail lines and two for laying a third rail line on busy routes, were cleared by the Cabinet Committee on Economic Affairs (CCEA) at its meeting chaired by Prime Minister Narendra Modi.

a total of five new projects, three doubling projects for 763 kms and two third line projects for 514 kms.
“The benefit of these projects obviously will go to several states but two important states will benefit immensely, one is Gujarat and the other is Uttar Pradesh,” Railway Minister Suresh Prabhu said at a press conference after the meeting.
Providing details of the projects, he said, in Gujarat the CCEA has given approval for doubling of Surendranagar-Rajkot project at an estimated cost of Rs 1,002.39 crore with expected completion cost of Rs 1,137.17 crore with 5 per cent escalation per annum.
The length of the railway line will be 116.17 kms. The completion period of the project will be four years.
“It is a major push to Gujarat’s industrialisation ability,” he said.
He said the doubling of this line will greatly ease the ever increasing freight traffic between Okha-Rajkot, Porbandar-Kanalus, Veraval-Rajkot and Maliya Maiyana – Navalakhi-Dahinsara-Wankaner sections.
In UP, he said the doubling of Roza-Sitapur Cantt-Burhwal broad gauge single line project has been approved at an estimated cost of Rs 1,295.42 crore with expected completion cost of Rs 1,486.46 crore with 5 per cent escalation per annum.
The length of the railway line will be 180.77 kms. The completion period of the project will be five years.
The doubling of this line between Burhwal junction and Roza junction will fulfill the demand of the increasing traffic leading to socio-economic development of the area. Besides, there will be continuous double line track available from Gorakhpur to Delhi via Sitapur Cantonment and Moradabad. Barabanki and Sitapur districts of UP would also be benefited through this project.
Prabhu said the CCEA also gave its nod for doubling of Pune-Miraj-Londa railway line in Maharashtra at an estimated cost of Rs 3,627.47 crore and expected completion cost of Rs 4,246.84 crore in five years keeping in view the 5 per cent escalation per annum.
The length of the railway line will be 467 kms.
Besides the travelling people, industries in and around Miraj-Londa section will have additional transport capacity to meet their requirements.
Doubling of this line will greatly ease the ever increasing freight traffic on the Pune-Miraj-Londa section thereby increasing the revenue of the Railways, a railway ministry statement said.
The Pune-Miraj section is non-electrified single line on diesel traction and it is oversaturated.
“The additional traffic running over and above 100 per cent of utilisation is proposed to be diverted on the proposed doubling. The doubling of the section would come as an advantage as it would strengthen the rail network necessary to operate more passenger trains with increased speed and better efficiency,” it said.
Prabhu said the CCEA also granted approval for the Vizianagaram and Titlagarh third line project at an estimated cost of Rs 2,335.68 crore. The length of the railway line will be 264.6 kms. The completion period of the project will be five years.
The third line is an alternative route to the over-burdened existing line and this link will also open an alternative route to oversaturated Kharagpur–Jharsuguda section Howrah-Mumbai Grand Trunk Route and Howrah-Chennai section main line of East Coast Railways.
Rayagada and Kalahandi districts of Odisha and Vizianagaram and Babbili districts of Andhra Pradesh will benefit from this project.
The section is oversaturated with present capacity utilisation of 106 per cent and there is a huge detention to rolling stock.
The Bina-Katni third line project under West Central Railway (WCR) was also approved at an estimated cost of Rs 2,478.23 crore and expected completion cost of Rs 2,917.06 crore in five years. The line will be 278.7 kms long.
Besides facilitating passenger travel, the thermal power plants in the area will get a third line for transportation.
It will also greatly ease the ever-increasing freight traffic between Bina-Katni section increasing the railways’ earnings. Sagar, Damoh and Katni districts of Madhya Pradesh will benefit from this project, the ministry said.
The Bina-Katni is critical and busy section of WCR serving coal rakes for thermal power plants at Chhabra Gugur and Jhalawar in Rajasthan and paints, oils and lubricants (POL) traffic for Mahadevkhedi in Madhya Pradesh. At present, the capacity utilisation of the section is 136 per cent, the statement said.
Asked if the approved projects had been accounted for in the Rail Budget, Prabhu said, “Most of them are a mix, but some projects mentioned are with trans-budgetary support and some with extra-budgetary support.”
The completion of these projects, he said, will be between three to five years but the time limits given are outer limits and the government will be able to complete the projects earlier.

I had travelled by the 22847 LTT Express from Visakhapatnam to Mumbai. The train was filled to capacity and wait listed passengers had also boarded this train in the down stations at Bobbili, Rayagada, Titlagarh, Kantabanji… as this is the only train to India's commercial capital from this region, says Karunakar, who travelled by this train recently.
Many people with general tickets boarded the train till Raipur and Durg as it is serving as a daytime Intercity Express. Many pilgrims from Vizianagaram, Rayagada and other places, find this train convenient to visit Sri Shirdi Sai Baba temple. They alight at Manmad and go by road.

this train has such high patronage, we request the East Coast Railway to initiate the following: Increase the number of coaches from the present 19 to 24 by adding a few AC coaches as there is huge demand, convert the train into a daily (as it caters to the needs of people going to both Mumbai and Shirdi) by slightly changing its timings as this slot is filled and run as a daily two-pair Inter-city (like 12805/6 Janmabhoomi Express) from Visakhapatnam to Raipur/Bilaspur/Korba and vice-versa as it reduces the load on this train.

BARRACKPORE: Tuesday's blast had little to do with gang rivalry and was more a snatching attempt gone wrong, say passengers of coach 16983 of the Up Krishnanagar local.
At least three passengers recalled having heard shouts of "chaku nikaal" (take out your knives) at Titagarh station as the train pulled in. Doctors attending to the victims at BN Bose Subdivisional Hospital confirmed that at least one passenger -BSF officr Alok Sil who jumped off the train -has knife wounds besides compound fractures.

The mother of Raja Das says he and Bhola Chowdhury were best friends. "They al ways hung out together and were out of their houses on Monday night," she said.
Locals allege that this gang had become a headache of late targeting passengers on morning trains. Local police say the gang members -numbering around 10 -lived in the rail way slum next to platform 1 of Titagarh station and had migrated to serious crime in the past three months.
"Some of those we have detained have claimed that their original target was the Down Muzaffarpur Fast Passenger train, but they changed their plan at the last moment. Most of the money was used to buy heroin," said a GRP officer.
"We have often informed the GRP and RPF about the gang. Though they were occasionally arrested, they never remained behind bars for more than two days," said Trinamool leader Rajesh Das.
While Raja's mother said he often brought new models of cellphones, sold them and dreamt of setting up a shop to give up rag-picking as a living, his sister pointed out that Kana and Raja recently had a fallout over a woman. Cops said they are probing all angles.

BARRACKPORE: Tuesday's blast had little to do with gang rivalry and was more a snatching attempt gone wrong, say passengers of coach 16983 of the Up Krishnanagar local.
At least three passengers recalled having heard shouts of "chaku nikaal" (take out your knives) at Titagarh station as the train pulled in. Doctors attending to the victims at BN Bose Subdivisional Hospital confirmed that at least one passenger -BSF officr Alok Sil who jumped off the train -has knife wounds besides compound fractures.

A tea vendor recalls seeing wo or three "blood-smeared people" running out of the rain after the blast. He asked hem if they needed help but hey gruffly told him off.
The mother of Raja Das says he and Bhola Chowdhury were best friends. "They al ways hung out together and were out of their houses on Monday night," she said.
Locals allege that this gang had become a headache of late targeting passengers on morning trains. Local police say the gang members -numbering around 10 -lived in the rail way slum next to platform 1 of Titagarh station and had migrated to serious crime in the past three months.

ET: Based on how third quarter bookings have been, and the order flow inflow for the quarter four is looking like, how better is the second half expected to be compared with the first half?
Umesh Chowdhary: The last six or eight quarters have been extremely subdued and weak primarily because there was a complete lack of decision making in the government and the private wagonspending had also dried down completely.

the new government has come in and particularly after the new railway minister has assumed charge, we have seen a lot of traction taking place.
Railways have started to ease up the processes in order to take speedy decisions and, more importantly, the private wagon demand has started coming up. So obviously, we are hoping that the second half of the current fiscal should be better than the first half because the benchmark in itself was extremely low.
Having said this, the real result of all this action, which is being taken by the railways and the government, will start showing results over the next six to 12 months time-frame and that is what I am keeping an eye on. It will be important how the new policy initiatives taken by the minister and the government pan out.
ET: Can you also take us through how the domestic versus your export revenue mix is expected to shape up over the next four to six quarters?
Umesh Chowdhary: Historically, we had almost negligible export sales. In the last 12 to 24 months, we have started export business, but it has not been very sizable. What we have done is that we are working very closely with our French subsidiary and we are taking advantage of the technology that is available with it. With low cost manufacturing, we are building products to get into the African market.
So going forward, this is going to be a big potential for us and particularly with the francophonies that are there, there is huge French specifications or the UIC specifications and we believe that this can really culminate into a sizable portion of our revenue over the next few years.
As far as the immediate future is concerned, we are in active negotiations and discussions with a number of customers for some orders. I am definitely hopeful that we would have a quantum jump in our export revenue in the coming year.
ET: According to reports, you may end FY15 with exports of Rs 50 crore. In FY16, this number could double to Rs 120 crore and your French subsidiary will be instrumental for this. Can you explain how you are tapping into the Middle East and African markets?
Umesh Chowdhary: We have not given any numbers out. So they are more like estimates or conjectures, I would say.
Yes, the French subsidiary is going to play a big role in terms of giving us market access and technology access.
What we have mentioned is that our export turnover in the past 12 months has been about Rs 60 crore and we are obviously looking to take a quantum jump for FY16. I would not give out any number of the export revenue that we will be able to get in FY16 or FY17, but yes, that is a thrust or a very focussed segment for us. We are hoping that compared to the benchmark of say Rs 50-60 crore that we have done in the last 12 months, we would be able to do much more and would not be targeting incremental but a quantum jump.
ET: Given that in the first half, the operating profit was nothing to shout about and now we are seeing some capacity utilisation, quality of orders improving across the Indian Railways — particularly from private players and exports, what kind of Ebitda growth and margins you are aiming for?
Umesh Chowdhary: As far as the Indian railway orders are concerned, which you would have seen in our second quarter results, we have had to take an exceptional hit of almost odd Rs 16 crore. This was because the orders that came in were extremely remunerative and this happened because there was a drying up of orders for a long period of time and the entire industry was sitting and starving.
So, it was an almost desperate act by some of the players in the industry who quoted prices which were unrealistic and unremunerative. As per the accounting standards and keeping in line with our own corporate governance standards, we decided that rather than booking this loss quarter after quarter, we will take a hit at one go and that is what we did in the second quarter. For the other side of the business is concerned — all our private businesses or our export or our coaches or our defence — I would say on a blended basis, an EBITDA margin of plus/minus 15 per cent, plus/minus a per cent or two, is what we are going to be targeting going forward.
ET: What is the update on strategic as well as technological tie up for high speed rail? At what stage do talks stand and would you also be interested in a financial partnership?
Umesh Chowdhary: It would be very premature to comment on what kind of partnership we would be looking there, but just to give you a background, what we are doing in coach is today we are one of the largest private sector coach manufacturers in India.
In fact, we are the largest private sector coach manufacturers in India. We are doing EMUs. We have capacity to do two to three rakes of EMUs a month. We have a capacity to do 50 coaches a month and we have taken up a ontract to refurbish some coaches of the Kolkata Metro as well.
We believe it is going to be a very big future growth market as the metro coach manufacturer and the monorail manufacturer.
So, we are in dialogue with a few people on worldwide context. We essentially need a technology partner because of the whole prequalification criterion that is specified by the metro railways in their tenders and also, we do not think that we are as of now equipped to reinvent the wheel.
We would be going in for a technology partnership with somebody or the other. Hopefully, we will get a good partner, but what that form of partnership would be, it is too premature to say.
ET: And finally, what are your expectations then from the upcoming Rail Budget?
Umesh Chowdhary: A lot of them. This time, the railway budget is a very looked forward to kind of event and we are hoping that a lot of opening up of the mindset will take place in the railways. I do not mean privatisation of the railways.
I think the Prime Minister has been very forthright in talking about no privatisation of railways, but it is more partnership with the private sector in the railways. There are so many people, who have invested in the railway infrastructure like the container train operators. They have had so many issues particularly with respect to long-term policy being absent. So we are hoping that a regulator will actually come in. We saw some phenomenal decisions being taken in the railways in the last few days. The delegation of power has been completely transformed. रायपुर से महासमुंद होकर टिटलागढ़ जाने वाली सिंगल लाइन का दोहरीकरण बैंक लोन से होगा। एशियन डेवलपमेंट बैंक से लगभग 200 करोड़ रुपए मिलने के बाद ही इस काम के लिए टेंडर फाइनल होगा। मंत्रालय ने रेल विकास निगम लिमिटेड को इसका जिम्मा दिया गया है। आरवीएनएल के अफसरों ने बताया कि काम अलग-अलग फेज में होगा। पहले फेज के लिए एक महीने में लोन की राशि मिल जाएगी। इसके बाद टेंडर फाइनल कर अक्टूबर-नवंबर से काम शुरू कर दिया जाएगा। बजट में यह राशि शामिल नहीं होने की वजह से ही लोन लेना पड़ा है। एडीबी द्वारा काफी कम ब्याज दर पर लंबी अवधि के लिए लोन दिया जाता है। बिलासपुर जोन में बैंक लोन से किसी रेल लाइन के दोहरीकरण का यह पहला प्रोजेक्ट है।

में 69 किलोमीटर : रायपुरसे टिटलागढ़ की दूरी 200 किलोमीटर है। इस रेल खण्ड के पहले फेज में लखना-अरंड का दोहरीकरण होगा। इन दोनों स्टेशनों के बीच की दूरी 69 किलोमीटर है। आरवीएनएल द्वारा टेंडर फाइनल करने के 42 महीने अर्थात साढ़े तीन साल में दोहरीकरण का काम पूरा करने का लक्ष्य रखा गया है।
रेल लाइन बिछाने के साथ ही छोटे-बड़े रेलवे ब्रिज का भी निर्माण किया जाएगा। 2011-12 रेल बजट में ही रायपुर-टिटलागढ़ के दोहरीकरण की बात सामने आई थी लेकिन समय पर बजट पास नहीं होने की वजह से यह प्रोजेक्ट तीन साल से अटका हुआ था।
हाई स्पीड ट्रेनें दौड़ सकेंगी
दोहरीकरण के बाद यह रूट भी मेन लाइन बन जाएगा। मिली जानकारी के अनुसार जो दूसरी लाइन बिछाई जाएगी, वह हाई स्पीड ट्रेनों को ध्यान में रखकर बनेगी। इसके बाद रायपुर से टिटलागढ़ तक भी ट्रेनें 160 किलोमीटर प्रति घंटे के रफ्तार से दौड़ सकेंगी। रायपुर से टिटलागढ़ को वाल्टेयर लाइन के नाम से जाना जाता है। अभी इस रूट से छह पैसेंजर और 15 एक्सप्रेस ट्रेनें आती-जाती हैं। अभी इस मार्ग की गिनती मुख्य रूट में नहीं होती। दोहरीकरण के बाद यह भी मेन लाइन हो जाएगी और इस रूट में यात्री ट्रेनों की संख्या बढ़ाने का विकल्प खुल जाएगा।
प्रतिदिन लेट होती हैं ट्रेनें
अभी सिंगल लाइन होने की वजह से इस रूट से रायपुर आने वाली ट्रेनें प्रतिदिन लेट होती हैं। रायपुर स्टेशन प्रबंधन का कहना है कि रायपुर-टिटलागढ़ रूट से प्रतिदिन लगभग दो दर्जन ट्रेनें चलती हैं। इनमें से छह पैसेंजर ट्रेनें हैं। सिंगल लाइन होने की वजह से कई बार ट्रेन

बिलासपुर. बिलासपुर के बजाय उसलापुर स्टेशन से गुजरने वाली ट्रेनों में सफर करने जा रहे हैं तो पीने के अलावा अन्य जरूरतों के लिए भी पानी साथ लेकर चलें। दरअसल यहां से गुजरने वाली नई ट्रेनों में न तो पेंट्रीकार है, न ही बोगियों में पानी भरने की व्यवस्था। दुर्ग से छूटने वाली ट्रेनों को तकरीबन 10 घंटे तो विशाखापट्नम से छूटने वाली ट्रेनों को 13 घंटे के सफर बाद कटनी स्टेशन में पानी मिलेगा।
रेल प्रशासन ने ट्रेनों को व्हाया उसलापुर से चालने की योजना तो बनाई, लेकिन बोगियों में पानी कैसे भरा जाएगा, इस पर विचार नहीं किया।समस्या उन हजारों यात्रियों की है, जो इस रूट की ट्रेनों में सफर करते हैं। मार्च से इस फेहरिश्त में दो और ट्रेनें

बिलासपुर स्टेशन में है वाटरिंग की सुविधा।
हर 4-5 घंटे में होना चाहिए वाटरिंग ट्रेन की बोगियों में पानी के लिए चार टंकियां लगी होती हैं, जिनकी कुल क्षमता 1800 लीटर होती है। इतना पानी 72 यात्रियों के निस्तारी के लिए कम है, लिहाजा रेलवे बोर्ड ने हर 4 से 5 घंटे के भीतर ट्रेन में पानी भरने के निर्देश दिए हैं।
परेशान होंगे इन ट्रेनों के यात्री
दुर्ग-छपरा ((15118-17)) नियमित एक्सप्रेस
विशाखापट्नम-भगत की कोठी ((18573-74)) साप्ताहिक एक्सप्रेस
र्ग-जयपुर ((18213-14)) साप्ताहिक एक्सप्रेस
विशाखापट्नम से छूटने वाली ट्रेनों को 13 घंटे के सफर बाद कटनी स्टेशन में मिलेगा पानी
विशाखापट्नम से भगत की कोठी जाने वाली ((18573)) साप्ताहिक एक्सप्रेस को वाटरिंग ((बोगियों में पानी भरना)) की सुविधा टिटलागढ़ स्टेशन में मिलती है। इसके बाद सीधे कटनी स्टेशन में वाटरिंग हो रही है। टिटलागढ़ से कटनी तक का सफर 13:15 घंटे का है। यह समस्या ट्रेन के बिलासपुर के बजाय उसलापुर जाने के कारण खड़ी हुई, वरना ट्रेन को तकरीबन 6 घंटे बाद पानी मिल जाता। रायपुर से कटनी के बीच शहडोल में वाटरिंग की सुविधा है, लेकिन यहां ट्रेन का स्टापेज सिर्फ दो मिनट का होता है। ट्रेन ज्यादा समय तक ठहर भी जाए तो बोगियों में पानी भरने वाले स्टाफ नहीं हैं। अगर बोगियों में लगातार 13 घंटे पानी न भरा जाए तो यात्रियों को पानी की किल्लत तो होगी ही।
ये हो सकते हैं विकल्प
दैनिक भास्कर ने जानकारों से समझने की कोशिश की है कि इस समस्या का हल क्या हो सकता है:
विकल्प-1: रायपुर में वाटरिंग की सुविधा दी जाए। प्रदेश की राजधानी रायपुर से हरेक ट्रेन को गुजरना होता है। इसके बाद भी वहां वाटरिंग की सुविधा नहीं दी गई है।
विकल्प-2: उसलापुर में वाटरिंग में सुविधा दी जाए तो यहां कटनी रूट पर चलने वाली तमाम ट्रेनों को बिलासपुर स्टेशन की तरह पानी की सुविधा मिलेगी।
विकल्प-3: शहडोल स्टेशन में ट्रेनों की स्टापेज टाइमिंग बढ़ाने और कर्मचारियों की तैनाती से ट्रेनों में पानी भरा जा सकता है।
किस ट्रेन को कितने घंटे में पानी
मार्च से दुर्ग-जम्मूतवी एक्सप्रेस दुर्ग से सुबह 9 बजे छूटेगी। यह उसलापुर के रास्ते शाम 6 बजे कटनी मुरवारा पहुंचेगी, यानी इस ट्रेन को 9 घंटे बाद पानी की सुविधा मिलेगी।
दुर्ग-छपरा एक्सप्रेस दुर्ग से रात 11:15 बजे छूट रही है, यह ट्रेन उसलापुर के रास्ते सुबह 9:30 बजे कटनी पहुंच रही है। साफ है कि इस को 10:15 घंटे बाद पानी मिलता है।
विशाखापट्नम- भगत की कोठी एक्सप्रेस टिटलागढ़ से सुबह 11:45 बजे पानी लेकर रवाना होती है। यह ट्रेन रायपुर, उसलापुर के रास्ते देर रात 1 बजे कटनी पहुंचती है। इसमें 13:15 घंटे बाद पानी भरा जाता है।
दुर्ग-जयपुर एक्सप्रेस मार्च से दुर्ग से शाम 4 बजे छूटेगी, जो उसलापुर के रास्ते रात 1 बजे कटनी मुरवारा पहुंचेगी। इस ट्रेन में 9 घंटे बाद पानी भरा जा सकेगा।
बड़ी दिक्कत - नई ट्रेनों को व्हाया उसलापुर ले जाने से खड़ी हो रही समस्या, बोगियों में 10-10 घंटे नहीं भरा जाएगा पानी
