We all know that building and expanding the city’s lifeline is expected to come at a huge cost. But, the question on everyone’s mind is who will take on that financial burden. If railway sources in Mumbai are to be believed, the Centre is reluctant to invest money in the proposed Virar-Vasai-Diva-Panvel suburban line — pegged at Rs. 9,000 crore — and has written to the state to contribute more towards the project.
At present, the two financiers — Indian Railways and Maharashtra government –are sharing the project cost equally. But, railway officials in Mumbai claim that the Railway Board in Delhi has sent a letter asking them to shoulder more, for the project. It is unclear whether the railways is looking
at a 60:40 ratio (Maharashtra government and railways) or even more. “At the end of the day, the state government will reap the benefits of this vital suburban corridor,” said a senior railway official.
The Virar-Vasai-Diva-Panvel corridor will be 70.14 km long, and will connect all three lines — Western, Central and Harbour – and further strengthen public transport in the metropolitan region.
The government and railways have been trying to work out flexible working hours for commuters so as to divide the super dense load that the suburban system witnesses. During peak hours, more than 16 people stand per square metre of space inside local trains.
With this new corridor in place, setting up additional commercial and office spaces in the extended suburbs would also seem viable. “Moreover there is another international airport coming up in Navi Mumbai. It’s a win-win situation for the state government and so we want them to contribute more, financially,” explained another railway official. This project has been approved by the NITI Aayog and now awaits final approval by the Cabinet Committee of Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi.

Allotment of land for a carshed for the ambitious Seawoods-Uran line project has led to a tussle between the various authorities governing the project. Officials from the Central Railway (CR) have claimed that while they had marked a site suitable for the carshed in the project plan, the CIDCO is offering a plot far away. The project is a joint venture between the City Industrial and Development Corporation (CIDCO), the state government and the CR. It seeks to directly link Uran town, Jawaharlal Nehru Port and the newly developed areas of Mumbai, including the Navi Mumbai International Airport. The 22.5-km line will have 10 stations — Seawoods, Sarsangam, Targhatr, Bamandongri, Kharkopar, Gavar, Ranjanpada, Nhava Sheva, Dronagiri and Uran. According to railway sources, while the CR was hopeful of being allotted almost 30 acres of land close to the Ranjanpada station for the carshed, the CIDCO has raised concerns on this.

We will need to stable at least 15 rakes in the shed, out of which at least 10 are expected to be on the line. The location is strategic as it will enable us to easily put the rakes on tracks and also offer convenient commute for the staff who will work on the line,” said a senior CR official. To discuss land allotment concerns, the CR has been in talks with the state and the CIDCO. The CIDCO has given them the options of stabling the rakes at either the Sanpada carshed or at one proposed to be built in Mohape, CR officials said.
“The Sanpada carshed already manages stabling of many rakes for the harbour and the trans-harbour line section. The proposed plot at Mohape is very far from the Seawoods-Uran line. Bringing rakes and inviting workforce to attend operations at the shed could become difficult,” the official added. Land acquisition problems beyond Kharkopar on the Seawoods-Uran line has already long delayed the project. However, efforts to find a land for the carshed is on, officials said.
“CIDCO has no land available around the Ranjanpada station for a carshed. However, since the past three-four days, options are being looked into to provide a plot nearby. We will figure out a possible space for this carshed in the future, as acquiring land for running services forms a priority. It is too early to even comment on allotment for the Seawoods-Uran project,” said a railway official working closely with CIDCO on the project.
The Mohape plot has already been proposed as a site for a carshed for the Mumbai Rail Vikas Corporation’s (MRVC) Karjat-Panvel project, which would help connect Karjat to Navi Mumbai without a switch at Thane station.The shed will also help in stabling rakes for the proposed Virar-Vasai-Panvel suburban corridor.
“Planning for the Mohape carshed is at an initial stage, and we are still deciding on its possible usage. Though the shed is basically expected to be built stage-wise according to requirement, it will have an initial capacity to park 60 rakes at least. Also, as we do not have a say in the Ranjanpada planning or the Uran project, we will participate if asked,” said a senior MRVC official.

Location of carshed is very important issue for the operational feasibility/ convenience, as large numbers of rakes are deployed to operate hundreds of services on the suburban/metro route. Issue of identification of plot for the car shed must have been decided before starting of the project.

ट्रेन की टक्कर 8• रिपोर्टर, मुंबई : मध्य रेलवे के ठाणे स्टेशन पर सिर्फ रेल गाड़ियां ही नहीं, यात्रियों की सांसें भी रुकी हैं। 2016 में ठाणे रेलवे स्टेशन पर 129 यात्रियों की जान गई है। यात्रियों के लिए असुरक्षित स्टेशनों में ठाणे के बाद विरार दूसरे और मानखुर्द तीसरे नंबर पर है। रेलवे स्टेशनों पर लगातार बढ़ रही मौत की घटनाओं ने रेल प्रशासन के यात्री सुरक्षा संबंधी दावों की पोल खोल दी है।
एक आरटीआई से खुलासा हुआ है कि सेंट्रल, वेस्टर्न, हार्बर और ट्रांस हार्बर के 140 रेलवे स्टेशनों पर साल 2016 में लोकल गाड़ियों की चपेट में आने से 3202 यात्रियों की मौत हुई है। यहां 3363 यात्री ट्रेन की चपेट में आने से जख्मी भी हुए थे। 3202 मौतों में से सबसे ज्यादा 129 यात्रियों की मौत ठाणे स्टेशन पर हुई है। इसके बाद पश्चिम रेलवे के विरार स्टेशन पर 81 यात्रियों की जान गई है, जबकि तीसरे स्थान पर हार्बर का मानखुर्द स्टेशन है, जहां पर 37 यात्रियों की मौत हुई है। 3202 मौतों में 1088 मौतें पश्चिम रेलवे के अंतर्गत हुई हैं, जबकि मध्य रेलवे के स्टेशनों पर 2114 यात्रियों की जान गई है।
रोज औसतन 10 की मौत
मुंबई की लोकल ट्रेनों में हर रोज 80 लाख यात्री सफर करते हैं। जीआरपी द्वारा जारी की जानेवाली डेथ रिपोर्ट के अनुसार रोजाना औसतन 10 यात्रियों की जान रेल पटरियों पर जाती है।
ट्रैक पार करते
समय 1798 की मौत
मरने वालों में बड़ी संख्या रेलवे ट्रैक पार करने वालों की है। 3202 मौतों में से 1798 की जान पिछले साल ट्रैक पार करते हुए गई। इसके अलावा 657 यात्रियों की जान ट्रेन से गिरने की वजह से हुई है।
हाईकोर्ट का खटखटाएंगे दरवाजा
आरटीआई कार्यकर्ता समीर झवेरी के मुताबिक, पटरी पर मौतें एक गंभीर समस्या है। इस पर हम रेल प्रशासन को कोर्ट में घसीटेंगे, ताकि भविष्य में यात्रियों की सुरक्षा के लिए कड़े कदम उठाए जाएं।

Will the Bandra-Virar elevated rail remain only on paper? That’s the fear after it got R10,000 in the Pink Book released by the Finance Ministry yesterday. But for the first time, the CST-Panvel and Virar-Vasai-Panvel corridors have got the required funds.
Bandra-Virar line
The state and Indian Railways signed an MoU in December 2016 for this project. Sources, however, said that with the Dahisar-Charkop-Bandra-Mankhurd and Colaba-Bandra-Seepz Metros coming up, the Bandra-Virar rail line is unlikely to get preference.
that’s why the R19,500 crore elevated rail corridor has barely got a token amount of R10,000. The cost sanctioned for the project stands at R1,526 crore; it means the railways in Mumbai will have to put that money to use before demanding more funds.
CST-Panvel corridor
The R14,500 crore Chhatrapati Shivaji Maharaj Terminus (CSMT)-Panvel elevated corridor, which is the fast line on Harbour line, got R10 lakh for this year; the ministry has sanctioned the entire cost for this new line.
It has also taken into consideration the Navi Mumbai airport, which the corridor will connect to. "The alignment and stations are decided; hence, chances of it starting earlier," said a senior railway official. The state and Indian Railways will fund this project 50:50 for faster clearances with respect to land procurement, fund disbursement and completion.
Virar-Vasai Road-Panvel project
This new suburban rail corridor on the anvil shall be built at a cost of R11,000 crore. It will join the Western, Main and Harbour lines. This 63-km long route will create a parallel township that would also allow the government to set up commercial centres at the far end of extended Mumbai. Even this project received R10 lakh, with a total of R8,787 crore sanctioned for it.
Clearance for MUTP-III
The Union Cabinet has already cleared the Mumbai Urban Transport Project (MUTP)-III. The R11,440 crore projects in MUTP-III involve expansion of the suburban corridor. The arms of local trains shall expand to newer suburban corridors between Panvel and Karjat (28 km), Airoli and Kalwa (3 km) and quadrupling of Virar-Dahanu (63 km). MUTP-III got R823 crore in this Budget, while R274 crore was sanctioned for MUTP-II.
"We will first start with the Airoli-Kalwa rail line for which tenders shall be called very soon," said Prabhat Sahai, chairman and managing director, Mumbai Rail Vikas Corporation. This will be a completely new line that will connect Trans-Harbour with Main line of Central Railway. A new station at Dighe will also come up. Moreover, there’s the Panvel-Karjat line that will complement the new suburban corridor connecting Virar.
AC trains to chug in
MUTP-III will also bring in new rakes. The railways here is proposing AC ones under this project. Sources said the rail ministry has accepted in-principally that the trains would have closed doors and vestibules (similar to coaches found in Metro rail), thus indicating to the fact that they would be AC local trains.

Gujarat government and the ministry of railways will sign an MoU worth Rs 67,000 crore for the ambitious Mumbai-Ahmedabad Bullet (high speed) train project in the upcoming Vibrant Gujarat Global Summit beginning January 10. The Bullet train project has an estimated total cost of Rs 97,000 crore, and a project schedule of six years.
Gujarat government will bear 25% of the total project cost according to the National High Speed Rail Corporation Limited (NHSRC), which is the implementing agency in the Union ministry of railways. The Gujarat government will give land and facilitate implementation of the project.
The train will travel between Sabarmati station in Ahmedabad and Bandra Kurla complex in Mumbai. In Gujarat, the Bullet train will have stops at Anand, Vadodara, Bharuch, Surat, Bilimora and Vapi. In Mahrashtra, the train will stop at Boisar, Virar, Thane and then BKC.

Success of MUM-AHM HST depends on many factors, some are with in the control of IR/Govt and many are out of control.
Govt/IR need to manage it in a better way and try to replicate the Japanese Shinkanshen Model which is financially performing best among all the HSTs including the rich European countries like France, Germany, Italy, Spain, GB etc.
conditions are similar to Japanese conditions i.e. very high traffic potential, The major factor which have to be managed is to keep the prices as low as possible so that a substantial fraction of Middle class, upper middle class can afford it.
Economic performance of India in next 8 years is the most crucial factor, if GDP/per capita income increase at fast rate, and benefits passed on to all classes (not just the riches), the paying power of public shall be high enough to avail the HST trains.
But the current trend in Indian economy, where state govts & central govts are competing to give almost all kind of subsidies/ privileges to strengthen their vote banks does not gel well for the future of Bullet trains. A major portion of subsidies are syphoned off and give rise to black money. Instead subsidies should be provided to manpower intensive industries so that people get employment and become financially strong.
Delhi Mumbai Industrial corridor under implementation is expected to bring in much needed development along the MUM-AHM HST route and a good stream of paxs is expected after some years of operation of HST.

MUMBAI: In sleepy hamlets, fishing villages and traditional gaothans in Bhayander and Vasai-Virar on the outskirts of Mumbai, a wave of resentment is spreading among local residents.
The trigger for the resentment is the draft regional plan issued by the Mumbai Metropolitan Region Development Authority (MMRDA), which envisages urbanisation in no-development zones, hazardous industries in green zone belts and multi-storey buildings around traditional gaothan villages. The total investment is a whopping Rs 1.14 lakh crore for road, rail and infrastructure projects over the next two decades.
With barely three weeks remaining for submitting
their objections and suggestions to the authority, locals said the draft plan will have “serious’’ repercussions on their region, which provides flowers, fruits and vegetables to Mumbai.
The MMR region extends over an area of 4,311 sq km and covers entire Mumbai and parts of Thane, Palghar and Raigad districts. Areas include Vasai-Virar, Karjat, Khopoli, Ulhasnagar, Kulgaon-Badlapur, Uran and Navi Mumbai, with a population of around 22 million.
The draft plan (2016-2036) was published by MMRDA last September, but most residents remained clueless about it until now.
Since last month, over a dozen protest rallies have been held organized by local civic groups. Last week, around 3,000 residents gathered for a meeting held in the vast complex of a 400-year-old Portuguese church in Uttan, Bhayander.
Samir Vartak, a former zilla parishad member, said 13,000 objection forms were distributed to villagers in the last one month. “The locals are still not aware about the proposed development,’’ he said.
Tony Dabre, ex-sarpanch of Vagholi village, said, “People are angry. The government is trying to impose a plan the locals don’t want.’’ Environmental activist from Vasai, Father Francis D’Britto recently formed an environment protection committee to counter the new plan.
According to the draft plan, industrial development will be allowed on land parcels of 10 hectares (25 acres) or above in green zone I. Moreover, buildings 15 metres tall (about three to four floors) will be allowed in such zones.
A buffer zone of just 30 metres has been proposed from the edge of forest zones and water bodies.
Buildings with “low heights’’ will be permitted in the Matheran foothills area, which has been earmarked as an “institutional zone’’.
“The Matheran hills are encircled with the proposed multi-modal corridor connecting Virar to Alibag and the Central Railway line. In order to maintain a buffer between the hills and the encircling transport network, institutional zone is proposed with low-rise development and large-scale developments which will not require further road networks,’’ said the report.
In gaothans which have bungalows and one-storeyed houses in narrow lanes, the MMRDA has proposed a height of 24m (about seven floors) as part of its Gaothan Expansion Scheme. Such structures will be permitted 200m from the boundary of the gaothans. Four growth centres have been identified across the region to create employment opportunities in the tertiary sector. These are pockets of 5 to 13 sq km each in Vasai, Bhiwandi, Kalyan and Panvel tehsils.
In all, the new plan has earmarked an area of 1070.08 sq km as “urbanisable zone’’.
“To attract industrial development, industries are proposed to be freely permitted in the Urbanisable Zone and Green Zone. Seven pockets of land are identified in Virar, Bhiwandi, Taloja, Khalapur, on both sides of Amba River, and Khopta for industrial development. These pockets total an area of 78.06 sq km,’’ said the draft report.

Looks like an environmentally sensitive issue.
It is seen that the authorities many times turn blind eye to the environmental degradation due to a developmental projects like new factory/residential/commercial/road/railwayline.
On the other hand there are many organisations (often with vsted interests) alway oppose any development tooth and nail and at the same time want aid/help from govt.
Country needs development
for the well being & prosperity of citizens. A Right balance have to be struck so that the development happens either without any environment damage or with a provision to nullify the suspected environmental degradation through mitigative measures like growing trees in lieu of uprooted ones.

पनवेल-विरार मार्गावर ११ नवीन स्थानके
वाढत जाणाऱ्या प्रवासी संख्येमुळे लोकलवर पडणारा ताण आणि प्रवाशांच्या मागण्या लक्षात घेत, येत्या काही वर्षांत नवीन रेल्वे स्थानकांची भर मुंबई उपनगरीय लोकल
मार्गावर पडणार आहे. एमआरव्हीसीकडून पनवेल-वसई-विरार कॉरिडोर बांधला जाणार असून, या प्रकल्पांतर्गत ११ नवीन स्थानकांचा समावेश केला आहे. महत्त्वाची बाब म्हणजे, या प्रकल्पांतर्गत नवी डोंबिवली स्थानकही उदयास येईल. सध्या प्रकल्प अंतिम मंजुरीसाठी केंद्राकडे असल्याची माहिती एमआरव्हीसीकडून देण्यात आली.
एमआरव्हीसीच्या ११ हजार कोटी किमतीच्या एमयूटीपी-३ ला केंद्रीय मंत्रिमंडळाकडून नुकतीच मंजुरी देण्यात आली. त्यामुळे यातील सर्व प्रकल्प येत्या पाच वर्षांत मार्गी लागू शकतात. या प्रकल्पांबरोबरच एमआरव्हीसीने पनवेल-वसई-विरार कॉरीडोर प्रकल्पही स्वतंत्रपणे मंजुरीसाठी केंद्राकडे पाठवला आहे. प्रकल्पात दोन नवीन लाइन येणार असून, त्यामुळे लोकल प्रवास सुकर होण्यास मदत मिळेल. ७0 किलोमीटर असलेल्या प्रकल्पाची किंमत तब्बल ९ हजार कोटी रुपये आहे. पनवेल-वसई-विरार कॉरीडोरमध्ये एकूण २४ स्थानके आहेत. यामध्ये सध्या याच मार्गावर असणाऱ्या १३ स्थानकांचा समावेश असेल. त्या व्यतिरिक्त आणखी नवीन ११ रेल्वे स्थानकांचा समावेश करण्यात आला आहे.
महत्त्वाची बाब नवीन अकरा स्थानकांत नवीन पनवेल हे स्थानक येतानाच नवीन डोंबिवली स्थानकही उदयास येईल. या संदर्भात एमआरव्हीसीचे अध्यक्ष आणि व्यवस्थापकीय संचालक प्रभात सहाय यांना विचारले असता, सर्वात मोठा प्रकल्प असून, पाच वर्षांत त्याचे काम पूर्ण करण्याचे उद्दिष्ट आहे. रेल्वे बोर्ड, निती आयोगानंतर आता केंद्रीय मंत्रिमंडळाकडे अंतिम मंजुरीसाठी प्रकल्प आहे. या प्रकल्पाला अंतिम मंजुरीही लवकरच मिळेल. प्रकल्पात नवीन अकरा स्थानकांचा समावेश करण्यात आला आहे.

Virar commuters, known for their unruly behaviour towards their counterparts from Borivli, got a taste of their own medicine on Wednesday night, when commuters of a Dahanu-bound train objected to their alighting at Virar.
On Wednesday, the Virar Railway Protection Force (RPF) raided the newly introduced Churchgate-Dahanu train on platform 3 at Virar at 9.50pm following complaints from Virar commuters the previous day. The commuters were forced to travel up to Vaitarna station before they could alight.
The RPF arrested 14 men, all residents of Palghar, and fined them Rs 1,000-2,000. Police said
as the men were preventing Virar commuters from alighting, they had to barge into the train and arrest them. A video of the uniformed cops using their batons and dragging commuters out of the train later went viral.
They were booked under sections 141 (needlessly interfering with means of communication in a train), 145 (nuisance), 146 (obstructing railway servant in his duties). The arrested men were released by 1am. While 10 of them took a private vehicle and got home early on Thursday, the remaining four stayed at their relatives' homes in Vasai-Virar. Nikhil Dixit (22), a student who was among those arrested said he was simply standing near the footboard when the cops pulled him out and charged him.
Over the years, commuters travelling between Andheri to Borivli have complained of high-handedness when they alight at their stations from a Virar-bound train. In fact, as several Virar trains originate at Borivli, commuters wanting to alight at Goregaon, Malad and Kandivli (in a Borivli-bound train) are often blocked by Virar commuters.
Police said complaints of Palghar and Dahanu-bound commuters preventing others from alighting at Virar were pouring in since the ChurchgateDahanu train was introduced on October 10. It leaves Churchgate at 8.27pm, reaches Borivli at 9.15pm and in Virar at 9.50pm. There are seven stations between Virar and Dahanu. The train was introduced after the timing of Saurashtra Mail, which was used by commuters heading beyond Virar, was advanced by an hour. Palghar and Dahanu commuters, who would board this train at Borivli at 9.15pm, now board the local train. The next long-distance train from Virar towards Dahanu arrives at 10.50 pm in Virar.
However, commuters travelling beyond Virar say local and long-distance trains should not halt at Virar. "The Dahanu-bound local should be fast from Borivli. There are many trains for Virar," said Mukul Sinha, a daily Palghar commuter. The Dahanu-bound locals halt at Bhayander, Vasai and Virar.

Great!! but bullying is undesirable who so ever does it.
But third line/second corridor between Virar & Dahanu is necessity. A lot of time has been wasted in planning for the same. Construction should begin at the earliest, else the hapless commuters shall continue to suffer.

चर्चगेट-डहाणू लोकलमध्ये दादागिरी करणाऱ्या प्रवाशांच्या टोळक्याला बुधवारी रात्री रेल्वे पोलीस दलाच्या (आरपीएफ) पोलिसांनी चांगलाच चोप दिला. मात्र, डहाणुच्या प्रवाशांनी ही कारवाई राजकीय दबावापोटी करण्यात आल्याचा आरोप केल्याने याप्रकरणाला वेगळे वळण लागण्याची शक्यता आहे. चर्चगेटहून ८.२७ वाजता सुटणारी डहाणू लोकल रात्री १०.३०च्या सुमारास विरार स्थानकात पोहचली. तेव्हा आरपीएफच्या पोलिसांनी ट्रेनमध्ये चढून काही प्रवाशांना मारहाण केली. प्रवाशांचे हे टोळके विरार स्थानकात प्रवाशांना ट्रेनमधून उतरू देत नसे. गेल्या अनेक दिवसांपासून याबाबत आरपीएफकडे तक्रारी येत होत्या. मुंबई
सेंट्रल, दादरहून सुटणाऱ्या लांब पल्ल्याच्या गाड्यांमधून विरारचे बरेच लोक प्रवास करतात. त्याचा त्रास डहाणूपर्यंत जाणाऱ्या प्रवाशांना सोसावा लागतो. त्यामुळे या टोळक्याने मंगळवारीही लोकल डहाणूच्या दिशेने जात असताना विरारच्या प्रवाशांना उतरू दिले नव्हते. त्यामुळे विरारच्या प्रवाशांना वैतरणा स्थानकात उतरावे लागले होते. सातत्याने येत असलेल्या या तक्रारींमुळे अखेर आज आरपीएफच्या पोलिसांनी या टोळक्यावर कारवाई केली. या कारवाईच्यावेळी टोळक्याने गोंधळ घालण्याचा प्रयत्न केला. त्यामुळे आरपीएफला या प्रवाशांवर लाठीचार्ज करावा लागला. दरम्यान, आरपीएफने याप्रकरणी १४ प्रवाशांना ताब्यात घेतले असून त्यांच्यावर चेन ओढून गाडी थांबवणे, सरकारी कारवाईत अडथळा आणण्याचे आरोप दाखल करण्यात आले आहेत.

For the convenience of the commuters, it has been decided by Western Railway to extend the 93002 Dahanu Road-Borivali local train upto Andheri station & also speeded up by 33 minutes w.e.f. 19th September, 2016.
Till now this train leaves Dahanu Road at 05.50 hrs and reaches Borivali at 07.52 hrs but, from 19thSeptember, 2016, this train will leave Dahanu Road at 05.40 hrs i.e 10 minutes before and will reach Borivali at 07.19 hrs i.e 33 minutes before its earlier time due to suitable path adjustment. This train has been further extended upto Andheri station which will reach Andheri stn at 07.34 hrs. Consequently, minor changes have also been
made in 3 other services. Accordingly, 59009 Virar – Bharuch shuttle will now leave from Virar at 04.00 hrs and reach Dahanu Rd at 05.17 hrs, 93001 Virar – Dahanu Rd (12 car EMU) will depart from Virar at 04.15 hrs and reach Dahanu Rd at 05.30 hrs and 93007 Andheri – Dahanu Rd (12 car EMU) will now depart from Andheri at 07.38 hrs and reach Dahanu Rd at 09.50 hrs w.e.f. 19th September, 2016.
