Answer - It is to indicate that the circumstances of the track on which the opposing train is going is ok - to the extent practical. If it is not ok then the oncoming train needs to be stopped immediately.

No need to update , this train runs with 7-8 coaches , due to some problem 4 coaches were there

The LP is just being made a scapegoat by the politicians and their hired media. Good job by he government and Railway Board to shield him. Just imagine his state of mind. Doing his duty during Dushhera evening and his horror of finding a sea of humans just around a curve!
These politicians have no other work. Just for the sympathy vote, Congress is playing cheap games. It is clearly and totally the fault of the people who chose to stand on the tracks, that too New Delhi - Amritsar route. What if the train was a SF running at 110 kmph or Shatabdi running at a much higher speed? More people would've died. No politician is bold enough to say that.

our local vernacular daily has posted this news regarding Amritsar mishap. it says the driver tried to brake and the speed reduced from around 90 kmph to about 65 kmph. he would not have applied emergency brakes otherwise the train would have derailed and would have caused more casualties. also the news item says that there was darkness, lot of smoke and it was a sharp turn and therefore the driver could not realise that there were people on the track. by the time he realised and applied the brakes, it was too late. the report says to stop train at this speed it would require about 625 m distance which was just not possible in this case.

Depends for example in bwt kjm section there are many turns but still trains will be at 110 kmph whereas in ypr tk section it is limited to 90 kmph.
