Does 139 really help for late running train complaints?

I will be traveling to Raipur by 12854 Amarkantak express for catching the flight but I saw the train running history....2, 3,...
more...
4 and sometimes 5 hr late arrival.

Will 139 help me to make line clear for this train, if I raise complain during ?

Seeing the recent trends of SECR, it would really not be possible to tell about the running of train. It would be great if you can reach Raipur a day before. Also, if you can provide your flight departure time, that would be helpful in providing the suggestion.

Bhai aap 1 din ka buffer leke hi chalo irrespective of CG or amarkantak. Secr mei 5-10 hrs ka delay bahut normal ho chuka hai aajkal even for Duronto/rajdhani trains...
