Why cant SCMN be considered as a regular halt for booking ?

I see this practice for all trains.

It is only a halt station for crew change freight trains with 3 low level PFs. and stabling yard. For a full fledged commercial halt they need to develop PF 4 & 5 not to obstruct movement for other trains. So they are not considering as regular halt or develop it due to freight movement.

Fully AC spls should be run to Secunderabad, Tirupati, Bengaluru and not to Belgavi
How come 16AC coaches fill with 1.3X ? This spl will be a eye opener to BBS division and ECOR zonal officers.
