For High Speed rail fanning, I recommend going to Rajpura Jn. (RPJ), as its on the main line. You'll come across lot of goods and passenger trains passing this station at high speed.

Yes, for photography you need to have special permission as Railway Stations come under military importance zones. for info on how to get written permission , refer to this link : click here

Well, railfanning always doesn't mean clicking pictures and videos of trains, it is also to be watching and soothing yourself as you see trains passing by.
