no one is supposed to pay a penny when upgraded to the next higher class by the railways. when we approach ourselves to the TTE regarding upgrades, we have to pay the difference in fares.

But isn't it illogical! Meaning say I m travelling in 3ac paying full fare . And an upgraded passenger from sl wl is given 3ac for sl fare? I ve practically not experienced it. So seems strange.

This is not a regular case and also instead of leaving it vacant they are utilising it.

By upgrading a SL traveler to AC, Railway is using that waitlisted traveler's money also which 'll not get SL seat if the original SL one is not upgraded to AC. This Ac seat was going to be vacant so in a sense, some earning is arranged from this AC seat.
