Is the new rule of alloting unused berths to GNWL rather than Tatkal followed in every train?
I observed some waitlisted tatkal tickets getting confirmed (end to end).
If the new rule is strictly followed, then what is the point in issuing a tatkal waitlist? the passenger can as well buy a GNWL ticket because that gets cleared first..

All the unused berths at the time of charting would be used to clear GNWL and not Tatkal waitlist.
prev i have seen noraml waitlist passeger were not given priority wher as tatkal wailist used to get confiremd easliy , bcse now it is peak season with husge wailist , may be railway want to give some help to gen wl , but PQWL and RL WL are neglectes by railways as confirmation o this gets very difficult
The rule has changed now, and its not a temporary one. There was a circular on that from railways, which I couldnt get now, but its not only for Summer season.
