In case of train introductions, both the zones of originating as well as destination stations (and also some major intermediate stations) might announce it. There is no such hard and fast rule.

Secondly, JHS is under NCR and the train no is 11103/04. The second digit 1 belongs to CR, WCR and NCR zones. Hence it is operated by NCR in this case.

Actually i could not find any release from the NCR website but ok if that's how things may possibly work. But these guys seriously need to get an electric loco into the picture. 56% is too high a figure to ignore.
