EMD. It is being shunted onto PF-1 by an Alco. Would be replaced by an EMD at the other end.
Yeah i know it was shunted last time saw that WDM3A marked as inferior being used as a shunter, another one used was a GY WDM3D.

Ofcourse EMD. This was just an shunter loco. EMD already took charge of the rake at the other end.
