In short, the article says that running semi high speed trains (160 kmph) is not possible in SBC - MYS section due to the terrain and huge number of sharp curves. But if state govt provides land, the railways can reduce the curvature by 5 degrees and replace 50 kg rails with 60 kg rails in 2 years. If that is materialized then SBC - MYS can be covered in just 75 mins as against 120 mins taken by Shatabdi at present. Rest other trains take 150-180 mins.
Why straighten the Curves and take out the spice salt and juice of travellers...
