Moreover FC fare is much lower than 3A. In case of 3A they charge express train fare.

Let it be with FC, Already there are very less trains left now with FC
In case of express trains FC fare is more than 3A . Now mostly govt. officials are eligible for 2A
Are we here to make this train a piece in museum when FC is getting extinct ?
