there is something called as "safety margin" which has to be kept while designing anything; railway coaches are no exception to that, as slight over speeding is bound to happen.
However 145 seems too much, and chances are that coach was designed in a different way, which permitted such speeds. the current ICF coaches can support 120 or so, but keeping safety margin in mind are restricted at 110
