Passengers travelling short distances from Bhubaneswar to Brahmapur/Palasa can travel in S7 coach with a general ticket. Sometimes TTE may come and issue EFT.
Just a "make over" of this malpractice.
Railways allows or not , doesn't matter. People travelling in Sleeper class of Prashanti express and Visakha Express are daily harassed between BBS-VZM daily MST holders, Unreserved travellers , Beggars and eunuchs.
