Is it possible dat today if seat availabilty is showing regret (no bookings allowed) then probably say after one or two days it may show waiting list and one can book a waitlisted ticket....???

yes, it is possible. there is a limit set by indian railways that is generally thrice the no.of seats...suppose 25 berths for that quota so it will be wl 74, wl 75, regret ....
the wl will be again thrown open once any one cancels their tkt...or the wl goes below 75

yes same thing happened.... morning it was showing regret but later in the evening it showed waiting list... i booked the ticket and it got confirmed too....
