Definitely, it would reduce the travel time and frequency of trains can be increased in future. As this route have very few express trains and remain free for most of the time in a day. As all express train runs in morning or evening.
Also sre-ddn line via behat, paonta, vikasnagar would provide an important link to nr. Both tourist as well as industrial point of view. Also it would help in the development of this region in future.

Meerut-Saharanpur was must required.
But... I don't think that Saharanpur-Dehradun is a need. The project cost will be very high considering the terrain and the return will be less.
Still the bus route will remain cheap and fast..

But it is required for the development of this area. As we all know the condition of road. But i don't think deoband-roorkee line is needed. As there is also a bypass via tpz and this new bypass will be waistage of money. Instead of this railway should provide more fund for doubling of mtc-tpz for fast and better service.
The main focus should be doubling and electrification of the Moradabad - Haridwar - Dehradun Stretch. IR should even do something about upgrading the infrastructure of Rishikesh Station like increasing the number and length of platforms, arrangement of yard and pit lines etc :-)
