All these can be achieved easily. Rlys can easily run blockbuster trains like the ones you have mentioned. Instead they opt for trains which are not useful for common man. I dont see any necessity in running ICE's between SUR-UBL and MAO-MAQ. UBL being an HQ, is connected to most of the places, but not to Mangaluru, even though there are 2 routes through which it can be connected.
