Though not related to rail here is something that might throw some light.
Interestingly, neither Patel (he was already dead then) nor Nehru was in favour of forming states based on a particular language. They firmly believed it will lead to regional tendencies and against the interest of one India. But a guy named Seetharamulu (I hope my spelling is right) died after resorting to fast unto death demanding a State for all Telugu speaking people.

Today it seems Patel and Nehru were right and but for Seetaramulu we would not have regional chauvinism in India.
And now Telugu people are not one but swear at each other.
