When a passenger is upgraded to Higher class ? Is it at the time of Charting ? If any passenger is upgraded to higher class, is it free or the upgraded passenger need to pay any payment to TTE at the time of checking ?

Rite Mr. Nayak. But sometimes some berths goes vaccant in higher classes, not on all occasions, during lean period. Like for example during Winter there may not heavy rush in A/c coach
