They buy it so that can atleast apply for HO/DF quota.
Usually such can be seen due to some agents having contacts to get them cleared via HO..Cashing in big time during rush period.

Well, in this particular case, guess the passenger did not try HO or well, maybe, at least tried and did not go through.
More than 159 people remain Waitlisted on this train after chart preparation.

120 day ARP also is one of the prime reason for such huge WL numbers in rush periods public book and hope if its confirmed for some they find way to get it cleared via HO if not all three atleast 1 or 2..Rlys will obviously get more revenue from cancellations also.
