Dear Sir,
As I understand lower birth quota is for Senior citizens and ladies above 45 travelling alone.
Is the condition of travelling alone is applicable to both senior citizens and women above 45?
Is the quota available to two senior citizens travelling together. They can be Husband and wife. If not the purpose of providing quota for them is defeated as inconvenience...

Whatever may be your conclusion and I do not know what logic the IR had applied but it is a fact that Sr. Citizen or exceeding 45 years lady is considered for respective Quota only and only when he / she is along on a PNR.
Kindly read "along" as "alone" in explanation by Mr. S.K. Jain!!
