Hello, could you please let me know that in 12154 train 130 seat availability has tatkal seat and another 130 seat availability has premium tatkal ?

No sir both are different tatkal quotas. Normal tatkal has 130 seats & for premium tatkal (dynamic price ) has 130 seats for this train.
