Civil Engineers may apply for draftsman sir. And as far as I recall there are one or two category of technicians in which CSE graduates can also apply. As far as ALP is concerned there is nothing to do with CIVIL.
Since I got to know that you are from an IIT, First of all I want to congratulate you for selection in such premier institution. Bhai I know ES is one of the toughest exam, but atleast complete your B.Tech. And you wish to work for railway after the degree try all the exams i.e. RRB( JE SSE TA CA) IAS (IRAS) IES (IRSE/IRSEE/IRSME/IRSTE). But Technician grade I wont recommend for you. Your learning for cracking JEE advanced will help you alot for RRB exam.
yes but RRB dont allow diploma or degree for draughtsman post . they allow only ITI in draughtsman .
