No LP is allowed to exceed MPS unless got written permission.
What you see on your App have own error margin too.
Regarding Gatiman Please note that this have more sanctioned speed than Rajdhani.

last time when i travel it youches 140 limit and some times speed varies according to Wind. but for sure 12432 touches 140 limit btn NZM and KOTA
Bandhu, Gatimaan has a MPS of 160 km/hr so it runs on that speed but this train has MPS of 130km/hr and it's not possible that the LP will exceed the speed limit that much to run a 130 MPS train at 154 km/hr.
I hv seen my AP express touching 167kmph last night... Completely thrashing!!
