Now that the Bengaluru-Hindupur passenger train is run on electric locomotive, could the travel time between the two cities be shortened by atleast half an hour? Also, why not have an MEMU train instead.

Speed up doesn't have much to do with Electric or diesel locomotive, especially since this is a single line and travel time is determined by halts and priority. But yes, a MEMU or DEMU will be faster.

deceleration hasn't really got anything to do with e/d loco. As for acceleration the figures aren't hugely different too as our locos aren't light in weight (most are close to 120 tonnes).
a Multiple Unit consist, like MEMU though will help improve time.

That is only when the schedule exactly matches the locomotive's capabilities. Schedules in IR are not decided by loco's performance, they are decided by track occupancy and platform availability etc and are usually far below the locomotive's capabilities. I.e., An ALCO is capable of hitting 120kmph, so a train running with a schedule of 50-60kmph average speed may not be affected much. But a train with a scheduled average speed of 70-80 kmph will definitely struggle. In this case, it is a passenger train and that's why the schedule is slow, it's not because of any limitation of the diesel locomotive.
