But should not IR consider facts mentioned above. If u compare LHB vs HLHB especially for SF segment, HLHB will be cheaper for govt. due to lack of GC, plus it is indigenously manufactured (LHB coach on ICF base or vice versa),

IR wants to earn more and Suvidha and Tatkal fare special are its best example.
Even 12398 have been robbed off the GNWL quota and have implemented PQWL quota from mid of October even in the MGS - Gaya section. This section could easily have GNWL quota even if you implement PQWL quota up to MGS.
