Awesome pic... Sir, I wonder that why do loco and coach factories design the under carriage of their rolling stock much higher than IR platforms? Loco Pilots and passengers have to climb and align by one or two steps. 45 or 50+ people may find it tough at times :(
It is not the mistake of ICF or CLW. As the years pass by, even the same level platform will go down the level. If the station has concrete surface under rail, the height will be always same. It will never change
Rather you should ask why IR builds platforms at lower height than the coaches. :)
The undercarriage height is restricted by the locomotive design and the wheels ( The wheels themselves are almost 1 metre in diameter, and there is a lot of equipment that has to be placed below).

Platform level increment has to be done on all A1 category station. It was proposed by the then RM Lalu Yadav in his tenure but in reality except for few none of the A1 category station got High Level Platforms. Here at my home station MFP, only one platform belongs to that category where the Platform surface and the train floor remains in same level.
