This is malicious news. Intended to abuse certain area of county.
Those who gathered this data by snooping in traffic must held guilty for not restricting banned sites and then leaking info in public domain.

Have you ever seen any browsing behavior data from any ISP in India about any city ?
It's breech in privacy.
ISP knows all about traffic and unless mandated by court or law enforcing agencies they have no right to leak such things in public domain.
